Because juveniles can now be registered as sex offenders, we conducted a pilot study to investigate awareness of these policies and sexual behavior histories in a convenience sample of 53 young adults (ages 18 to 23, 79% women). These preliminary data revealed that 42% percent of participants were unaware that youth under the age of 18 can be registered as sex offenders, and when informed that they can be, participants were unaware of the breadth of adolescent sexual behavior that warrants registration. Furthermore, those unaware of juvenile registration policies, compared to those who were aware, were marginally more likely to …

Although deliberative democratic theory values the principle of publicity, few empirical studies systematically assess the public communication of civic groups that deliberate over policy. The proliferation of such groups in contemporary politics, and of uncertainty about their legitimacy, suggests the need for such study. Drawing on contemporary deliberative theory, we derive a set of legitimate publicity indicators for assessing how well groups report their deliberative processes and policy conclusions. We demonstrate the reliability and utility of these measures in a comparative content analysis of the final reports of three common kinds of deliberative bodies: a governmentstakeholder task force, an activist …

Popular financial reports are reports distributed to citizens and other interested parties who lack a background in formal government financial reporting but who desire an overview of the government’s financial status and activities. This paper examines the current state of local government popular financial reporting in the U.S. The results of a survey of large cities and counties indicate that 75 percent of these local governments have issued popular financial reports and that the types of reports and methods of distribution vary. This dissertation includes three essays that present a quantitative analysis of the policy implications of gender equality and religious attitudes as predictors of terrorism at the state level using a broad dataset. Essay one focuses on impact of gender equality, especially women's political empowerment on terrorism, both domestic and transnational. The second essay examines both gender equality attitudes and actual outcomes in social, economic and political spheres, to measure their effect on terrorism. By examining Governor Alfred E. Smith's use of gubernatorial investigations sanctioned by law under the under the Moreland Act, this work details his efforts to transform New York State government from a chaotic system of boards, bureaus, commissions, and departments to a streamlined cabinet-style executive branch dominated by a strong governor. Hindered by a state constitution which severely limited gubernatorial power, Smith utilized one of the few tools open to governors to draw attention to, and then change, state government: executive investigation. The amending of the Volstead Act and repeal of national prohibition did not answer the "liquor question" but passed the issue to the states. This thesis examines New York's reaction to the change in national alcohol policy and the states decision to legalize and regulate the beverage with the establishment of the New York State Liquor Authority. The concept of capacity development is essential to the idea of governance and development. Over the decades, governments and development agencies have promoted capacity development programs. With the increasing number of disaster events and associated losses, there has been heightened attention given to governments' capacity to manage disasters. This is associated with a paradigm shift from reactive to proactive actions. Prevention requires capacity to understand, reduce, and manage risk. Nevertheless, a universally acceptable overarching framework of capacity development does not exist.

Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

Policy shifts over the past 20 years have created an agenda that calls for a sustained commitment to integrated employment for individuals with disabilities. But despite these clear intentions, unemployment of individuals with disabilities continues to be a major public policy issue.

For people with intellectual and developmental disabilities (IDD), the disparity in labor market participation grows. Data suggest only 14.7% of individuals who receive supports from state IDD agencies work in either individual or group integrated employment, and 19% of individuals who receive day services from a state IDD agency participate in a service designed to support integrated employment …

In FY2011, an estimated 570,406 individuals received day or employment supports from state IDD program agencies. This number grew from 458,650 in FY1999. The estimated number of individuals in integrated employment services increased from 108,296 in FY1999 to 110,295 in FY2011. State investment continues to emphasize facility-based and non-work services, rather than integrated employment services. Figure 1 shows the trends in the percentage of people served in integrated employment and facilitybased and non-work settings between FY2004 and FY2011.
