With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. What would an education fiscal cliff do to public charter school funding, not to mention overall public education funding? And what role, if any, did federal funds play in averting a funding disaster for all public education? This research team currently is looking for answers to these questions. A new research project has been funded to evaluate the revenues provided to traditional public schools and public charter schools during the FY11 school year, and a report on the findings in 30 states and the District of Columbia will be released in spring 2014. Volunteers in communities throughout Massachusetts turn out in large numbers each September and October for COASTSWEEP, the statewide coastal cleanup program sponsored by the Massachusetts Office of Coastal Zone Management (CZM) and coordinated by the Urban Harbors Institute (UHI) University of Massachusetts Boston. COASTSWEEP is part of the International Coastal Cleanup (ICC) organized by Ocean Conservancy in Washington, DC. Through the efforts of the ICC, volunteers from all over the world collect marine debris and record information about the trash they collect. LIFT-Boston, a local nonprofit, and a team of UMass Boston Public Policy PhD students, have engaged in a collaborative problem identification and goal setting focused on the effectiveness of LIFT’s unique service delivery model. LIFT uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. Our study aims to help LIFT discover how their approach affects their clients’ well-being.

TBF’s investment and people and place-based initiatives seek to make sustainable, positive change through community and economic development in neighborhoods along the Fairmount-Indigo transit line in Boston. From 2010-2012, the Center team worked closely with Mattapan United and Millennium 10 (in Codman Square/Four Corners) to identify community priorities for neighborhood change. One way public organizations improve services is through the implementation of performance measurement programs. To help public managers address the challenges of performance measurement, knowing how others are using data in decision-making is valuable. Communities of practice are one way for public managers to access such information. StatNet began in 2008 as a network of municipal officials using data-driven performance management approaches. The group gathers three times per year for in-depth discussion of municipal governance, focusing on topics such as police, fire, budgets, constituent relations and DPWs.

The Forum works on the principle that cities that are in conflict or have emerged from conflict (divided societies) are in the best position to help other cities in similar situations. A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. Early in her post-Smith career, she conducted and wrote the 1947, “A Study of the Negro in Military Service,” which contributed to President Harry Truman’s decision to desegregate the armed forces. The GICHD and United Nations Mine Action Service (UNMAS) commissioned case studies of transition in nine mine/ERW-affected countries to provide the evidence base for this guide. The case studies document programme implementation in very different environments – from least developed to developing countries and from low to very high levels of landmine/ERW contamination. Regardless of context, mine action programmes in all nine countries have achieved significant progress in clearance, stockpile destruction, Mine Risk Education (MRE) and even victim assistance. This report summarizes the state of scientific knowledge on the impact of federal farm and food programs on rural communities in the United States. We focus on the impacts of five specific programs of what is commonly referred to as the “farm bill.” These five include farm commodity programs; farm risk management, insurance, and disaster programs; agricultural conservation programs; food and nutrition programs; and rural development programs. Although there is extensive research on the relative merits and effectiveness of specific rural development programs and policies on rural community outcomes, the impacts of the other four main farm bill programs on …
