Affected states, with the support of the international community, have achieved real progress in addressing the threat of mines and ERWs, including cluster munitions. This has been reflected most notably by the drastic reduction in casualties over the last two decades, as well as by increased national capacity, advances in the universalization of various treatises and conventions and enhanced cooperation amongst mine action actors.

Significant challenges remain but these achievements constitute major opportunities to accelerate the realization of a world free of these threats.

ITF Enhancing Human Security (ITF) is a humanitarian, non-profit organization devoted to the elimination of threat from post-conflict and disruptive challenges, including landmines, explosive remnants of war (ERW) and the illicit ownership and use of small arms and light weapons (SALW), in South-East Europe and other affected regions in the world.

Established by the Government of the Republic of Slovenia in March 1998, the initial purpose of ITF was to help Bosnia and Herzegovina in the implementation of the peace agreement and to provide assistance and support in relation to post-conflict rehabilitation.

In Mozambique APOPO has been instrumental in clearing Gaza Province of landmines and Explosive Remnants of War (ERW) to the point where Gaza has been declared “Impact Free”. The teams have since been deployed to other Provinces within the country to continue their efforts with the aim of assisting Mozambique to achieve full compliance with its Anti-Personal Mine Ban Convention obligations by December 2014.

Beginning in the mid-1970s, U.S. suburbs started to experience many of the same problems typically associated with earlier inner-city decline including accelerating income decline, increasing family poverty, falling housing prices, growing income polarization, escalating crime, and increasing racial and ethnic diversity.

Conventional wisdom often lays the blame for neighborhood decline on who moves in and who moves out. This is understandable, as neighborhood migration is easily observable. In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. Challenging economic conditions have led local governments to explore alternative methods to deliver public services to residents. This thesis explores historical contracting out trends and offers new research about contracting out activity by local jurisdictions in the state of Florida. Through an e-survey, the new data examines if cities and counties in Florida increased contracting out activity of public services in response to a declining economic environment and changes in population growth trends.

In March 2013, GICHD and the Norwegian Refugee Council (NRC) undertook a joint mission to South Sudan on land rights and mine action in order to provide mine action organisations with analysis on land related conflict and practical guidance on how they can ensure their mine action operations “do no harm” and take land issues into consideration. Defined Benefit (DB) state pension trust funds are an integral component of state finances and play a major role in the country’s labor and capital markets. The last decade though has seen a substantial growth in unfunded pension obligations and a seeming inability by states to make the contributions needed to cover funding shortfalls. When coupled with even larger unfunded retirement health benefits, the looming threat of insolvent state retirement systems pose both current and long-term fiscal challenges to state governments already struggling with the ongoing economic downturn and billions of dollars in budget deficits. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. It is motivated by the remarkable demographic shifts exhibited by people in advanced countries over the past several decades.
