Engaging in employment at a young age is critical for workforce participation later in adulthood. This Data Note compares, for youth ages 16–21, the employment rates of those who have cognitive disabilities with the employment rates of their peers without disabilities.

People with intellectual disabilities (ID) aspire to gainful employment1. To assist them with this goal, state vocational rehabilitation (VR) agencies offer employment services based upon Individualized Plans for Employment (IPEs). A commonly used measure of outcomes is the rehabilitation rate, defined as the percentage of individuals exiting the program who have achieved an employment outcome after receiving services with an IPE. This indicator does not consider that not all eligible consumers progress to receive services after an IPE is developed. This occurs for a variety of individual, service, and systems reasons. Since 2009, researchers have analyzed the economic and employment impact of ARRA spending and tax policies. The current report is possible due to the efforts of Massachusetts policymakers who went beyond federal reporting requirements to require additional reporting on the number of workers who received ARRA-funded pay. ARRA workers’ demographic characteristics were also collected as part of the Massachusetts’ ARRA reporting requirements to allow for transparency and determine the fiscal policy’s impact on the state and local economy. The recent successful ballot initiatives in Colorado and Washington to legalize recreational marijuana despite restrictive federal law continue to demonstrate the disconnect between national and state marijuana policy. In order to understand how many of these national policies were enacted, an investigation will be presented of the discriminatory history of marijuana legislation, indicating the inconsistent nature of past regulation. Thus following will be an examination of relevant Supreme Court cases depicting the Supreme Court’s ultimate hesitation to prevent the states from circumventing federal marijuana law. Policy makers are increasingly turning to computational support mechanisms for managing uncertainty, and constituent focused-decisions. Utilization and standardization of human-computer interaction principles to create solution pluralism (the condition of having a consideration set containing a multiplicity of credible solutions) is a fundamental to fulfilling this need. States have adopted various policies and initiatives to develop and/or expand their energy industries, many of which have been driven by economic development purposes rather than specific energy or environmental concerns. Of the many reasons states have considered explicit energy policies, the direct economic benefits of stimulating the economy—creating jobs and increasing revenues—have often been at the forefront of policy decision making. This research note reviews existing policies targeted at developing the energy industry and presents two typologies of state-level energy policies. There’s something about drones that makes sane people crazy. Is it those lean, futurist profiles? The activities drone technologies enable? Or perhaps it’s just the word itself–drone–a mindless, unpleasant, dissonant thrum. Whatever the cause, drones seem to produce an unusual kind of cognitive dissonance in many people.

Some demonize drones, denouncing them for causing civilian deaths or enabling long-distance killing, even as they ignore the fact that the same (or worse) could be said of many other weapons delivery systems. A low income person is more likely to be prosecuted and imprisoned post-Gideon than pre-Gideon. Poor people lose in American criminal justice not because they have ineffective lawyers but because they are selectively targeted by police, prosecutors, and law makers. The critique of rights suggests that rights are indeterminate and regressive. Gideon demonstrates this critique: it has not improved the situation of most poor people, and in some ways has worsened their plight. Gideon provides a degree of legitimacy for the status quo. Even full enforcement of Gideon would not significantly improve the loser status of low-income …

It begins by briefly considering the state of the field of national security, noting the rapid expansion in employment and the breadth of related positions that have been created post-9/11. At the time it was enacted in 2010, the Patient Protection and Affordable Care Act (ACA) was widely applauded by health activists, as it meant that the United States would at last join the overwhelming majority of industrialized countries in providing its population with guaranteed access to affordable health care. Roughly half of the increase in access to health insurance was to come from the expansion of Medicaid eligibility to all U.S. citizens and legal residents with income below 138% of the Federal Poverty Level. Debates over food security strategies in the Philippines have pitted the neoliberal paradigm of trade liberalization, export cropping, and chemical and biotech agricultural methods against the food sovereignty paradigm of protectionism, staple cropping, and sustainable agriculture methods.

The Philippine government has long pushed for yield increases of staples. However, there has been dissonance between governmental desires for rice self-sufficiency and pursuit of a more export-oriented agricultural economy.
