This report provides statistics over 25 years from several existing national datasets that address the status of employment and economic self-sufficiency for individuals with intellectual and developmental disabilities. The authors use abbreviations for both intellectual disability (ID) and intellectual and developmental disabilities (IDD) in this report. We do this because data sources vary in the specific target groups that can be described.

We provide a comprehensive overview that describes national trends in employment for people with IDD, and the appendix provides individual state profiles with data from several sources. These include the ICI’s IDD Agency National Survey of Day and …

In FY2011, an estimated 570,406 individuals received day or employment supports from state IDD program agencies. This number grew from 458,650 in FY1999. The estimated number of individuals in integrated employment services increased from 108,296 in FY1999 to 110,295 in FY2011. State investment continues to emphasize facility-based and non-work services, rather than integrated employment services. Figure 1 shows the trends in the percentage of people served in integrated employment and facilitybased and non-work settings between FY2004 and FY2011.

People with intellectual disabilities (ID) aspire to gainful employment1. To assist them with this goal, state vocational rehabilitation (VR) agencies offer employment services based upon Individualized Plans for Employment (IPEs). A commonly used measure of outcomes is the rehabilitation rate, defined as the percentage of individuals exiting the program who have achieved an employment outcome after receiving services with an IPE. This indicator does not consider that not all eligible consumers progress to receive services after an IPE is developed. This occurs for a variety of individual, service, and systems reasons. Since 2009, researchers have analyzed the economic and employment impact of ARRA spending and tax policies. The current report is possible due to the efforts of Massachusetts policymakers who went beyond federal reporting requirements to require additional reporting on the number of workers who received ARRA-funded pay. ARRA workers’ demographic characteristics were also collected as part of the Massachusetts’ ARRA reporting requirements to allow for transparency and determine the fiscal policy’s impact on the state and local economy. The recent successful ballot initiatives in Colorado and Washington to legalize recreational marijuana despite restrictive federal law continue to demonstrate the disconnect between national and state marijuana policy. In order to understand how many of these national policies were enacted, an investigation will be presented of the discriminatory history of marijuana legislation, indicating the inconsistent nature of past regulation. Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

States have adopted various policies and initiatives to develop and/or expand their energy industries, many of which have been driven by economic development purposes rather than specific energy or environmental concerns. Of the many reasons states have considered explicit energy policies, the direct economic benefits of stimulating the economy—creating jobs and increasing revenues—have often been at the forefront of policy decision making. This research note reviews existing policies targeted at developing the energy industry and presents two typologies of state-level energy policies. The intent of this paper is not to solve the problems facing public retirement systems, but to give decision makers and policy leaders a better understanding of what affects the funding levels of these systems. The LFUCG currently forecasts their revenues internally and has their forecasts validated by the Center for Business and Economic Research (CBER) at the University of Kentucky. However, it does not have a well-developed method of forecasting franchise fee revenue. They are not alone, as the literature on revenue forecasting that finds that between 50 and 75 percent of local governments rely on informal, judgmental approaches to forecast revenue instead of more formal, quantitative techniques. The minimum wage has been a prominent topic of discussion among labor economists. According to Neumark and Wascher, the minimum wage has been a core element of public policy for several decades. The effects of minimum wage were brought back to light during the State of the Union address by President Obama, in which he proposed increasing the minimum wage to $9.00, a 24% increase.
