Despite the existence of New Jersey Department of Children and Family (NJDCF) policy guidelines, it remained unclear whether New Jersey superior courts consistently applied these principles and guidelines in Department of Child Protection and Permanency (CP&P) child abuse cases. Limited research had been conducted to examine how courts interpreted and adhered to these policies in legal rulings, leaving a gap in understanding how NJDCF principles influenced judicial decision-making. This gap in the literature made it difficult to assess whether policy guidelines effectively shaped court outcomes in ways that supported child protection and welfare. This study was conducted to examine racial disparities in media portrayals of filicide cases involving African American and Caucasian women, exploring how systemic biases and societal narratives influenced public perception, policy, and the child welfare and legal systems. Using a qualitative content analysis of 42 cases involving African American women and 20 involving Caucasian women, framing techniques, language, and imagery were analyzed. The research addressed three questions were (a) What narratives and framing were used?, (b) How did these differ across racial lines?, and (c) What are the broader societal and systemic implications? Transaction Intercept (TI) leverages artificial intelligence to engage individuals responding to online ads for the commercial sexual exploitation of minors. The interactions between TI bots and those clicking on decoy ads generate data, including the number of distinct individuals that respond to ads over any timeframe, the number of active sex buyers identified, the features of the ads and digital personas that buyers have responded to, and the outcome of the interactions. During development, TI has already been deployed in dozens of U.S jurisdictions and collected data allows for cross-site comparisons. The technology was created for law enforcement agencies, and …

On July 23, 2003, Salvadoran President Francisco Flores introduced a punitive and militaristic gang-prevention measure, Plan Mano Dura (Plan Iron Fist), in an attempt to solve the gang phenomenon plaguing El Salvador. Although it turned out to be an abject policy failure, its future effects and significance would far outweigh its intended impact, essentially dictating how El Salvador would combat gang violence for the next 20 years and beyond. Adolescents are a developmentally distinctive population with unique primary health care needs; they comprise about 10% of Oregon's population and more than half are covered by the Oregon Health Plan (OHP). This dissertation investigated significant declines in preventive care utilization (well visits and HPV immunizations) among adolescents enrolled in OHP during the COVID-19 pandemic and the relationship between the decline in utilization and the rise in telehealth availability. The study focused specifically on the role of race/ethnicity, geography, and access to health systems in mitigating or exacerbating decreases in preventive care. The startup ecosystem in Southern Nevada has undergone significant transformation during the past decade, evolving from a fragmented and nascent environment into a dynamic and increasingly coordinated landscape. This study examines the growth of the Southern Nevada startup ecosystem, analyzing key components such as funding sources, incubators, accelerators, and public-private collaborations. Utilizing both quantitative and qualitative data, including investment trends, economic impact reports, and interviews with over 100 stakeholders, this policy brief provides a comprehensive assessment of the strengths and gaps within the ecosystem. Public health is a political issue, and the health of ethnic minorities is a key component of it. We argue that far-right populism, whether grassroots or elitist, harms the health of immigrants and minorities. Anti-minority attitudes and policies—such as health chauvinism promoted by far-right populists—along with hate rhetoric and ensuing personal and institutional discrimination create a climate of hostility that negatively affects health outcomes in underprivileged communities. We hypothesize that immigrants and ethnic minorities living in such a climate are more likely to experience health problems and underutilize healthcare. Mapping the key emotional red lines of parties and addressing them creatively may offer new opportunities for peace. Labor organizations do not significantly represent the interests of restaurant workers in the United States. In the absence of labor representation, nonprofits have become the main advocates for restaurant workers in politics. Among the most active is OneFairWage (OFW), a nonprofit focused on eliminating the subminimum wage for tipped restaurant workers. OFW’s legislative efforts have had mixed outcomes. Two of its campaigns - D.C. and Chicago - were successful. All other campaigns, like those in New York state and Michigan, have struggled to achieve their goal. This capstone analyzes five memoirs by LGBTQ+ migrants—Jose Antonio Vargas, Edafe Okporo, Staceyann Chin, Danny Ramadan, and Samra Habib—to explore how governments weaponize gender and sexual orientation to construct national identity and exert control over both citizens and migrants. Their diverse migration experiences highlight how “gender border control” operates across families, communities, and national government systems, reinforcing heteronormative structures that regulate queer identities. My analysis of their memoirs reveals how both formal tools, such as immigration policies, and informal tools, such as social exclusion, make individuals outside heteronormative identity categories susceptible to state and societal violence. This paper examines the dynamics of power asymmetry in the interdependent relationship between Cameroon and France from 2000 – 2024 with a focus on security and economic cooperation. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? Based on the hypothesis that increased interdependence between these two states during this period has strengthened existing power disparity. This article explores the leadership contributions of General Sir Gerald Templer, who was both High Commissioner and Director of Operations, during the counterinsurgency campaign waged by the British colonial authorities in Malaya against the Malayan Communist Party, between 1948 and 1960. This campaign has become known as the Malayan Emergency. The article explores how Templer’s leadership—marked by a combination of high intellect, sound practical nous, and the ability to galvanize governmental action and ultimately inspire the population to eventual victory—was instrumental in transforming the nature of the problematic initial British response to the Communist insurgency.
