Post-election audits have been a standard practice for election officials across much of the United States since the 2000 presidential election. However, there were still six states that had never performed a post-election audit as the nation prepared for the 2020 presidential election. Due to the controversies of the 2020 presidential election and the resulting decrease in voter confidence, particularly among Republican voters, there was a concerted effort in the few remaining states to pass legislation that would require election officials to conduct post-election audits. Consistent access to healthy food even before pregnancy can play a role in maternal and child health. The Supplemental Nutrition Assistance Program (SNAP) provides food assistance to low-income individuals, including those who do not yet have children (often classified as Able-Bodied Adults Without Dependents, or ABAWDs). Our study uses ABAWD work requirement waivers – which vary within and across counties over a 15-year-period – as a measure of SNAP access for childless women. We use this variation to investigate pre-pregnancy SNAP access and the health of mothers and their infants. Using rich, population-wide Vital Statistics data combined with county-level SNAP …

Over the course of two years, I spent more than 130 hours completing on-the- ground volunteer work with the Low-Income Taxpayer Clinic (LITC), a clinic within North Mississippi Rural Legal Services that provides free legal assistance to individuals navigating disputes with the IRS. While the Sixth Amendment guarantees legal representation in criminal cases, no such guarantee exists for civil matters such as tax disputes, housing instability, or loss of public benefits. Clinics like LITC fill a crucial gap by offering support in areas that are often overlooked, such as tax law, where clients risk audits, wage garnishments, and court proceedings …

Despite progress in workplace equality, women face barriers to advancement in the FBI. This underrepresentation raises concerns about organizational performance and decision-making. The purpose of the study was to explore the obstacles to promoting women to senior leadership positions within the FBI by focusing on gender roles, social expectations, and organizational culture. The qualitative phenomenological approach used interviews with female law enforcement officers in conjunction with feminist theory. The study findings identified biases in selection processes, discriminatory hiring practices, non-inclusive workplace culture, and limited professional development opportunities as barriers to promotion. Underuse of healthcare services by Blacks, who receive fewer influenza vaccinations than Whites in New York, has resulted in elevated health complications and increased healthcare costs. The purpose of this quantitative correlational study was to determine if there is an association between race and insurance status with length of inpatient stay and total charges. Theoretical frameworks were the Quality, Cost, and Health Model and the Institute for Healthcare Improvement Triple Aim framework. Using a dataset from the New York State Planning and Research Cooperative System with a sample size of 3,137 cases, findings showed significant disparities during analysis. Regression analysis …

Suicide has become the second leading cause of death in adolescents in the United States (CDC, 2023). To prevent suicide among school-aged children, the state of Rhode Island enacted the Nathan Bruno and Jason Flatt Act (2021-H5353, 2021-S003) in July of 2021. The legislation requires teachers, students (Grade 6 through 12), and hired school personnel to be annually trained in suicide awareness and prevention. In this paper, I will be looking at how the Coronavirus Aid, Relief, and Economic Security (CARES) Act, a revolutionary public policy, led to income inequality decreasing during the Covid-19 pandemic in the US. Additionally, from the data available, the CARES Act seems to not have had any long run effects on income inequality in the US. Although, I would recommend more research on the CARES Act’s long-run effects when more data become available as time passes.

The United States healthcare industry is an integral aspect of every American’s life. The Affordable Care Act (ACA) in 2010 reformed the healthcare system by expanding coverage to millions of Americans and eliminating claim denials due to pre-existing conditions. It requires participating states to submit transparency data. Despite these reforms, coverage denials continue and vary by plan category, metal level, and among different states. Farming communities across the United States (U.S.) face significant challenges with occupational safety and health (OSH) policy noncompliance, resulting in injury, sickness, and even death. Various stakeholders, including federal and state governments, nonprofit organizations, advocacy groups, and farm employees, play a role in enforcing and promoting OSH policy compliance. This dissertation investigates whether compliance with pesticide safety policies exists, identifies factors influencing compliance or noncompliance, and explores why farm management and Latinx farmworkers located in Idaho, Oregon, and Washington, choose to adhere to—or disregard—public rules and private recommendations about pesticide safety. Recreation on public lands has never been higher. Agency budgets dedicated to the ecological health of recreation areas have not kept pace with recreation growth. Recreation managers have been calling for a paradigm shift in recreation management. Using a social-ecological systems (SES) approach, I ask, can non-consumptive recreationists (i.e., hikers, runners, mountain bikers, and equestrians) improve ecological health asynchronously while taking part in their recreation endeavors? I call these asynchronous ecologically beneficial actions regenerative recreation.

Consumable substances have long been used to enhance performance and ease nerves in first-responder populations. Among these substances, caffeine and nicotine products are some of the most frequently used by law enforcement. For the purposes of this study, these substances will be coded as “soft substances” (SSs). As opposed to hard substances (heroin, methamphetamines, crack-cocaine, etc.) SSs are non-criminalized substances that do not significantly change one’s state of consciousness; these substances are also commonly used during the workday (e.g. nicotine used on smoke breaks, caffeinated drinks consumed during the day). This study explores the role of rural public libraries in Arkansas in fostering cultural capital development among youth. By employing a mixed-methods approach combining quantitative analysis from the 2022 Arkansas Public Library Survey and qualitative insights gathered from semi-structured interviews with rural librarians, the research investigates three core questions: (1) How do rural libraries impact youth cultural capital development? (2) In what ways can these libraries enhance their effectiveness in this area? (3) How do librarians perceive their roles in this developmental process?

This research examines whiteness in education policymaking through a three-article dissertation, contributing to the broader understanding of how whiteness manifests across education policy and legislative discourse. The first article presents a comprehensive scoping review of critical whiteness studies (CWS) in education policy research. Using CWS tenets such as whiteness as property and colorblind racial ideologies, the analysis identifies themes of manipulated discourse, the economics of whiteness in education, and the protection of whiteness. This study anchors the second and third studies, which examine whiteness ideologies at play within the education policymaking discourse of the American Southeast. The second article addresses …
