This chapter examines how effectively TAFE Institutes and universities in the State of Victoria contribute to meeting the social and economic needs of the population in terms of opportunities to study and relevance of the qualifications offered. It identifies some key achievements and areas for improvement. The chapter closes with a series of recommendations that include the need for a greater system approach to tertiary education in order to support sustainable regional development and the role that the State of Victoria can play in this strategy.

This paper explores the construction of knowledge about ‗children‘, ‗rights‘ and ‗ECEC‘ in Irish early childhood policy discourses. This research forms part of a wider thematic research project exploring Irish early childhood policy design from a number of angles; this strand of the research is concerned with ―revealing meaning‖ from Irish ECEC policy texts through a critical discourse analysis study. Now more than ever in making decisions about water, including the protection of source water, there is concern about the process and context in which decisions are made. Historically, government agencies have dominated decision making using a top down approach. More recently, however, a wider array of participants is included in water-related decision making processes. Goals underlying this shift can include democratizing the process, adding legitimacy to the outcomes, strengthening the capacity of local communities, and increasing likelihood of plan implementation.

In January 2008, Nebraska Governor Dave Heineman hosted the Governor’s Summit for Expanded Learning Opportunities. The Summit explored collaborative efforts of schools and community leaders to create expanded learning opportunities for Nebraska’s children and youth. Following the event, Governor Heineman asked the Nebraska Children and Families Foundation and the Nebraska Community Learning Centers Network to map funding for expanded learning opportunities in Nebraska.

Begun in 2006, the Fusion Project connects new refugees and their communities with local community resources in Lincoln, Nebraska. One of three goals of the Fusion Project is equipping Lincoln’s mainstream community to work with four refugee communities: African, Asian, Eastern European, and Middle Eastern. The University of Nebraska Public Policy Center evaluated the Fusion Project with respect to this goal using the information gathered through two facilitated focus groups. The security and social inequality approaches to public health present distinct answers to policy objectives relative to a pandemic. However, each approach leaves us with tough choices between the most valued objectives. I demonstrate how the networked approach, which Kettl's Rocket Science Model (RSM) exemplifies, does not leave us with such choices. Furthermore, I connect the epidemiological concepts public health practitioners apply toward communicable disease pandemics to RSM concepts. Finally, drawing on the disease parameters of a worst-case scenario influenza pandemic, I demonstrate how the networked approach helps public health practitioners expand capacity such that tough choices are unnecessary.

Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …

Elements of both projects can be seen as very successful. Overall, the UNMAS project was more successful, whereas UNDP's ANBP was seen as increasingly under-performing, and became less relevant, during this funding period. However, the work of ANBP's Implementing Partners (IPs), and in particular the HALO Trust's village level Weapons & Ammunition Disposal (WAD) programme, initially funded by ANBP, is seen as highly successful.

Residential energy use has been envisioned in varied ways, each highlighting different factors and capturing a partial truth. This paper outlines assumptions of core theories about household energy use. It gives an abbreviated list of major empirical findings framed by these theories. It then identifies a new set of "blind spots" created by overly-simple reliance on models and by data shortcomings that in combination may block development of a more sophisticated understanding of energy use. Policies and program strategies, in turn, can become oriented toward simplistic approaches to change. We point to the need for improved interpretation and elaboration of …

In May 2008, South Africa experienced an outbreak of violence

against foreign Africans living in the country. Political

leaders expressed shock and surprise, but there has in reality

been long-standing and well-documented hostility toward

African immigrants in South Africa. Several competing explanations

have been put forward, with debate gaining urgency

and polarization since the xenophobic attacks of 2008. After

a selective review of the relevant literature to sketch the

contours of that debate, this paper presents findings from

research conducted with African immigrants living in Cape

Town. Their experiences provide further evidence that antiimmigrant
