Identifying Latent Workforce Capacities For Extreme Heat Resilience: An Artificial Intelligence Assisted Approach, Jieshu Wang, Patricia Solís
Technology & Society Faculty Publications
Extreme heat events, intensified by climate change, pose critical challenges to public health, infrastructure, and workforce resilience. Despite the urgency of these challenges, there is no systematic framework to identify workforce adaptive capacities that can help build regional heat resilience. This study introduces a novel large language model assisted approach, using task-level data from the O*NET dataset, to identify workforce capacities that enhance heat resilience. By defining heat-solution tasks as activities mitigating heat impacts, protecting public health, or improving infrastructure, we classify heat-solution occupations and dual-impact occupations, which are both vulnerable to heat and critical to heat resilience. A case …

Government Policies Influencing The Retainment Of Civil Engineers In Guyana's Public Sector, Gracelyn George
Walden Dissertations and Doctoral Studies
The low retention of civil engineers in Guyana’s public sector has impeded the execution of needed infrastructure projects in the country. The literature reviewed highlighted that there continued to be questions regarding why people leave engineering jobs. Moreover, there was a limited understanding of what societal attributes influenced the problem, while there continued to be a growing demand for civil engineers. The literature specific to government policies influencing the retention of civil engineers in the public sector was lacking, presenting an opportunity to expand the application of the policy feedback theory, which provided a lens for examining retention measures in …

Why Are Food System Workers Excluded From Local Food Policy Councils?, Frank Sarfo, Laura-Anne Minkoff-Zern, Jonnell A. Robinson
Center for Policy Research
One in seven workers in the United States is employed in food labor jobs, yet these jobs are among the lowest paid and least regulated in the country. Food Policy Councils (FPCs) have emerged to expand the benefits of food systems, however, few FPCs have prioritized food system labor concerns. This brief summarizes findings from a study that used data from the 2016-2023 Food Policy Network’s national survey as well as focus groups and interviews with over 25 FPC representatives and leaders to examine the challenges and barriers that have limited FPCs’ engagement with labor issues. The authors find that …

Tractors On The Mall: Unraveling The New Deal, Political Shifts, And The 1980s Farm Crisis, Tracy M. Neblina
UNLV Theses, Dissertations, Professional Papers, and Capstones
In the 1980s, Midwestern farmers faced an economic crisis that rivaled the Great Depression. Agricultural policy in the 1970s and 1980s led to a boom and bust for many of the nation’s farmers, causing the decline in rural communities in the middle of the country. During this period, more efficient agricultural production, shifting federal policy, high inflation, and devalued farmland led farmers in the Midwest to face incredible economic hardships, loss of land, changes in their communities, and challenges to their sense of purpose and identity. The Farm Crisis of the 1980s furnishes an extraordinary opportunity to investigate a confluence …

The Impact Of Tuition Assistance On Employee Retention: Cybersecurity Employee Perceptions Of National Security Agency’S College Tuition Assistance Program, Marta I. Benitez-Guzman
Walden Dissertations and Doctoral Studies
U.S. employers spend considerable sums on employee skill development, including investments in college tuition assistance programs (CTAP). Based on a review of recent literature, measuring employer return on investment can be difficult. The literature contained varying results on the effectiveness of employer-provided incentives on retention decisions and provided insufficient empirical or evaluative data on employee perceptions and the influence on retention. The purpose of this qualitative evaluative case study was to examine how cybersecurity employees at the National Security Agency (NSA) who participated in CTAP (2019–2023) perceived the program's effect on their career development and retention decisions. The theoretical framework …

Foster Kinship, a Nevada-based nonprofit, operates under the belief that “When children cannot be with their parents, they should be with their family” (Foster Kinship, 2022). It supports kinship caregivers, who often take in children during a crisis, in navigating the foster care system. The organization’s Kinship Navigator Program offers training, case management, and licensing support to kinship caregivers, enabling them to access financial assistance and other benefits. However, many caregivers who complete the training do not finish the licensing process, limiting placement stability and access to resources for the children. Understanding why kinship caregivers trained through the Foster Kinship …

Recidivism Reduction Through Collaboration For Those With Serious And Persistent Mental Illness, Marion Joseph Fowler
Walden Dissertations and Doctoral Studies
The purpose of this quantitative descriptive study was to investigate the levels of collaboration between mental health agencies in Hamilton County, Tennessee, which provide services to individuals who were arrested at least five times between 2018 and 2021, released from jail, and who were diagnosed with serious and persistent mental illness (SPMI). The primary research question revolves around the problem: in Hamilton County, Tennessee, despite available resources for those with SPMI, the current system for continuity of care does not include collaboration, which assists with holistic services to reduce recidivism. Respective services focus on single risk/need areas, leaving other issues …

This quality improvement project focuses on optimizing the intake process for the Removal Defense Program at a nonprofit immigration legal office serving asylum-seeking clients. The existing intake relied on unstructured, phone-call-based intake interviews that gathered incomplete information, leading to inconsistent documentation, reduced efficiency, and significant client processing delays. A structured, multilingual, and multiplatform new-client admission protocol coupled with the implementation of a client-facing resource guide for waitlist clients were co-developed and implemented using the Lippitt Change Theory framework. Utilizing a mixed methods approach, the study involved staff interviews and observational assessments with staff members from the program. Baseline intake process …

Beyond The Individual: Community Socioecological Correlates Of Mass Shootings In A Cross-Sectional Analysis, Barbara (Basia) E. Lopez
Walden Dissertations and Doctoral Studies
Mass shootings represent an urgent and persistent threat to public safety in the United States, yet most research has focused on individual-level characteristics, leaving community-level socioecological conditions comparatively underexamined. This study addressed this gap in knowledge through an examination of the statistical correlations between community-level characteristics and mass shooting incidence using Ostrom’s social-ecological systems theory as a guiding framework. A cross-sectional quantitative design was employed using secondary data from The Violence Project, the U.S. Census Bureau, Neighborhood Atlas National Data Archive, and publicly available law enforcement and policy records. Multiple regression analysis was performed to test both main and interaction …

Trauma responsive practices are a type of educational practice currently being utilized in our schools. Our students come to school every day with some type of trauma which is a negative event that a child experiences. Types of traumatic experiences could be in the form of a natural disaster, car accident, or some type of abuse. The current study examined barriers that schools experience when implementing trauma responsive practices. The schools were examined further to investigate whether or not there were differences in barriers in rural, suburban, and urban school districts in the state of Indiana.

Funder Listening To Shift Power: Definitions And Context, Melinda Tuan, Rick Moyers, Gita Gulati-Partee
The Foundation Review
Listening in the context of philanthropy is a common colloquial term that can have many definitions, ranging from everyday conversations that inform foundation work to more formal opportunities for community engagement. Most foundations say they listen, but all forms of listening are not equally beneficial, and listening alone does not inherently advance equity. Listening, done poorly, can be performative and extractive. Listening well, in ways that advance equity, is done in partnership, requires a response from the listener to acknowledge what’s been heard and what will be done as a result, and ultimately shifts power to the community.

Listening And Participation Prime Funders To Honor And Build Community Ownership, Gita Gulati-Partee, Katy Love
The Foundation Review
Funder listening is an essential complement to community participation to disrupt white dominant culture habits that entrench the status quo of hierarchy and power. Community-centered listening, combined with participatory processes, offers funders an opportunity to shift in deep and sustainable ways from an individualistic, “power over” orientation to interdependent relationships with community partners.
In this article, two practitioners of equity and participatory philanthropy share how funder listening and community participation form a potent combination to help funders confront their own power and use it intentionally to honor and bolster community ownership and agency.
Drawing on the authors’ direct experience, this …

The Foundation Review
Reflecting a growing consensus that meaningful change doesn’t come without the involvement of those most impacted, funders have signed on to efforts to “listen,” “get proximate,” and “empower.”
In this article, the authors draw on their lived expertise and research to describe how even well-intentioned community engagement efforts can become extractive, tokenizing, and undermine existing community assets. As a meaningful alternative, the authors suggest “centering community” as an orientation to all philanthropic work and the Community Bill of Rights (CBR) as a tool to guide the required change (Black et al., 2022).

A New Opportunity For Funder-Nonprofit Partnership: Advancing Shared Listening Efforts To Learn From Community, Valerie Threlfall
The Foundation Review
Funders lack scalable tools and processes for advancing their community listening efforts. As foundations explore this work, there is an opportunity to leverage the nonprofit sector’s experience in listening and to partner more actively with grantees to learn from community.
Nonprofits have embraced community listening more rapidly than funders over the past 10 years. Over 40,000 organizations have affirmatively described their listening practices via How We Listen, a feedback self-assessment that is part of Candid and Charity Navigator’s nonprofit profiles, and approximately 1,400 organizations have participated in Listen4Good’s capacity-building programs. This momentum has enabled the development of tools such as …
