Climate Transparency Pact (Ctp) For Post-Gst Accountability A Policy Framework For Strengthening Global Climate Governance Through Transparency, Incentives, And Behavioral Insights, Sandy Elnenay
COP30
The Climate Transparency Pact (CTP) is an actionable proposal to bridge the credibility gap in the Paris Agreement's Global Stocktake (GST). While the Enhanced Transparency Framework (ETF) sets a reporting structure, it remains largely voluntary and lacks strong compliance measures. The result is clear: despite successive COP negotiations, global temperature projections remain at 2.5-2.9C above pre-industrial levels (UNEP, 2023), threatening ecosystems, economies, and human security. Drawing upon Dr. Robert Cialdini's six principles of persuasion, the CTP is built not only as a legal instrument but also as a behavioral framework: Authority: Embedding the CTP under UNFCCC's Subsidiary Body for Implementation …

Facilitating The Move Towards A Wellbeing Economy Through Supporting Infrastructure: A Review Of Frontrunner Countries, Henry Bartelet, Vincent De Gooyert
Quantitative Methods and Information Technology Faculty Publications
As more governments seek to shift beyond gross domestic product (GDP) as the dominant measure of progress, the concept of a “wellbeing economy” has gained traction. This approach prioritizes human and environmental wellbeing through broader, more holistic policy frameworks. A central question in this transition is what the implications of shifts to a wellbeing economy are for infrastructure investments. In this study, we identify four frontrunner governments, Bhutan, Scotland, New Zealand, and Wales, that have formally adopted wellbeing economy principles. We analyse how each operationalizes the concept and assess the resulting implications for infrastructure planning and investment. Despite shared goals, …

Debt Accumulation In Fossil Fuel-Reliant Localities During The Shale Boom And Implications For The Energy Transition, Brandon Charles
Center for Policy Research
The energy transition away from fossil fuels poses long-term economic risks for communities reliant on oil and natural gas production and some may face exceptionally difficult challenges in adapting to the change. Bonds issued by these localities during the shale boom may undermine their financial resilience as shale activity dwindles. Declining tax revenue may undermine their ability to service the debt and maintain the associated physical assets. This study addresses the extent to which local governments in oil- and natural gas-producing communities accumulated significantly more municipal debt during the shale boom than other communities. The analysis uses bond issuance data …

Upper Peninsula Regional Economic Development Strategy, Iryna V. Lendel, Chloe Wieber, Gerrit Anderson, Sevrin Williams
Upjohn Institute Technical Reports
This comprehensive report describes the economy of Michigan’s Upper Peninsula, outlining both persistent issues and emerging opportunities. The region faces several structural challenges, including a decline in prime-age workers and bachelor’s degree attainment that falls below state and national averages, while shortages in housing and healthcare further limit its ability to attract and retain residents. Despite those challenges, the U.P.’s universities, longstanding industries, abundant natural resources, and robust outdoor recreation economy provide strong foundations for future development. The report recommends strategies such as strengthening retention of the talent pipeline, expanding housing and healthcare capacity, fostering small and mid-sized firms in …

Policy Recommendations To Reduce Old Age Food Insecurity In The United States, Colleen M. Heflin, Madonna Harrington Meyer
Center for Policy Research
In 2023, 7.4 million adults ages 60 and over in the United States were food insecure. As the number of older people at risk of food insecurity in the U.S. continues to rise, effective policy responses are critical. The current policy responses to old age food insecurity are complex, costly, and not nearly effective enough.
Based on the book, Food for Thought: Understanding Older Adults Food Insecurity, this brief summarizes five policy recommendations to improve food insecurity among U.S. older adults. The authors recommend measuring food security in multidimensional ways, treating food insecurity as a health issue, adopting SNAP …

Despite widespread concern about teacher shortages, there is little evidence on when teaching positions are posted and how many people apply for them. Using detailed job-posting and application data on nearly 57,000 applicants from 19 traditional school districts and 24 charter organizations, we provide descriptive evidence on the timing of job postings, the supply of applicants, and the characteristics of applicants, emphasizing how each varies across organizations and between the district and charter sectors. We find that late hiring is less prevalent than prior single-district studies suggest—about 11% of openings are posted late—but varies widely across organizations. Applicant supply differs …

This study aims to inquire the Political Budget Cycle (PBC) by examining the relationship between the presence of an incumbent during the simultaneous district/city level elections in 2015, 2017, 2018, 2020 and village financial assistant. Using the village financial assistant data in 2013-2021, this study conducts a random effect model. The results showed that the existence of an incumbent is significantly correlated with an increase in village financial assistant in one or two years prior to election. Meanwhile, in the election year, there is no significant relationship between variables. The PBC took place in the years prior to election.

A Qualitative Study Of Cash Welfare Assistance Recipients’ Preparedness For Economic Self-Sufficiency, Kimberly Pickens
Walden Dissertations and Doctoral Studies
Single mothers receiving cash welfare assistance through the Temporary Assistance for Needy Families (TANF) program, may not be prepared for economic self-sufficiency due to TANF’s primary focus on employment and limited focus on self-sufficiency barriers. Past studies have found that cash welfare assistance recipients may not become self-sufficient due to low-wage employment, limited education, and the lack of a public policy-based standardization of the concept of economic self-sufficiency. The purpose of this study was to examine the experiences of single mother TANF recipients pursuing economic self-sufficiency through the lens of the capabilities approach, life chances theory, and the feminization of …

Economics and Finance in Indonesia
The 2024 Indonesian presidential election marked a striking realignment as Prabowo Subianto—a former opposition leader—secured victory with the tacit endorsement of outgoing President Joko Widodo (Jokowi). This study investigates how the enduring popularity and policy achievements of Jokowi shaped voter preferences in favor of Prabowo, effectively positioning the election as a referendum on political continuity. Building on theories of economic voting and retrospective performance evaluation, the analysis explores the impact of district-level economic indicators, social media penetration, ideological orientation, social assistance distribution, and sociocultural characteristics on electoral outcomes. Employing Ordinary Least Squares (OLS) regression on data from 481 administrative regions, …

A Town Divided: Leadership At Hoxie, Rodney W. Harris
The Ozark Historical Review
Five elected School Board members, a School Superintendent, and local leaders in rural Hoxie, Arkansas, were people of strong beliefs who in 1955 desegregated their school district. In this article, I argue that a combination of moral leadership and pocketbook concerns drove these men to oppose outside forces intervening in Hoxie, Arkansas, and that by doing so these men created a precedence of using the federal courts to uphold integration.

This study examines the impact of intensity of household debt on domestic violence (DV) towards children in Indonesia. There is a positive relationship between the amount of household debt and the likelihood of domestic violence towards children based on literature review. This research uses a quantitative method with multinomial logistic regression analysis. The results of this study indicate that households with more than one household debt are correlated with an increased likelihood of both psychological and physical domestic violence towards children compared to the likelihood of no domestic violence, both before and after controlling variables added.

Abundance Strategies Should Promote Abundant Jobs In Distressed Places, Timothy J. Bartik
Upjohn Institute Policy Papers
A prominent recent policy debate is about “abundance policies”: policies to make it easier to build housing or infrastructure, deliver government services more quickly and more efficiently, and expedite the public funding of the most innovative and socially impactful research. In this essay, I argue that abundance advocates often mistakenly ignore or have a negative attitude toward “place-based policies.” These place-based policies would seek to increase employment rates, particularly in good jobs, in two types of distressed places that lack abundant job opportunities: distressed local labor markets and distressed neighborhoods. Both the goals and means of place-based policies fit into …

A Case Study Of Public Policy, Neighbourhood Change, And Transit Equity Outcomes, Stacy-Ann Baker
Tennessee State University Alumni Theses and Dissertations
Despite intentions or understatement, public policy has influenced neighbourhood change, such as gentrification. However, its impact tends to be muted, ignored, or underappreciated. Transit equity policy and research have also lacked a robust social justice framework that considers spatial justice. Additionally, there have been several knowledge gaps, limitations, and mixed results regarding impacts, notably concerning buses, bus rapid transit (BRT), accessibility, and communities of concern. Unlike other studies, this dissertation proposal employs the social-ecological system framework (SESF), the public transportation sustainability list (PTSIL), and sustainability impact assessment (SIA) guidance from the Organization for Economic Co-operation and Development (OECD) in a …

Towards A New Health Politics In Kenya: Labor Organizing And Strikes By Health Workers In The Public Health Sector, Michael Scanlon
Graduate Doctoral Dissertations
There has been insufficient attention by global health scholars to labor organizing by health workers, including when and why organizing occurs, what forms and strategies it takes and its implications for governance and policy. These questions are critical but largely absent in research on what has been called the “global health workforce crisis.” Kenya represents an important case study. A new constitution in 2010 expanded institutional spaces for labor organizing and decentralized governance of the health system. Both reforms had significant implications for the health workforce and strikes by health workers have been pervasive. In 2017, nationwide strikes by public …

Managing Crowdfunding Risks In Terrorism Financing: A Mediated Analysis Of Government Intervention And Donation Intentions, Fithriadi Muslim, Eva Achjani Zulfa, Muhamad Syauqillah
Indonesia Law Review
Crowdfunding has emerged as a popular platform for collective funding of social, charitable, and commercial projects. However, its increasing use has raised concerns over potential misuse, including as a source of terrorism financing. This study investigates the relationship between donation intentions using crowdfunding and the risk of crowdfunding being used as a source of terrorism financing. Furthermore, it explores the mediating role of government intervention in this relationship. Using a Structural Equation Modeling-Partial Least Squares (SEM-PLS) second-order approach, the research evaluates the interaction between donor intentions, crowdfunding risks, and government regulations. Findings reveal that while donor intentions significantly impact the …

Adapting To Southwest Idaho's Shifting Wildfire Regime: Sustainable Collaboration As A Means To Socioecological Resilience, Olivia Awbrey
Dissertations and Theses
Community wildfire adaptation is happening at multiple scales across the western United States. A range of collaboratively formed groups have addressed compounding issues related to wildfire risk, forest health and land use. In Southwestern Idaho, place-based collaboratives emerging in the early 2000s have considered trade-offs between localized social and ecological needs as they approach wildfire adaptation from the bottom-up. More recently, regional partnerships have emerged that emphasize cross-boundary wildfire risk reduction to cover larger geographic areas for risk mitigation. In between these micro- and macro-scales of activity exist bridging agencies such as county and state-level programs that account for gaps …

Public Compliance Towards Indonesian National Police (Polri) Authority In The Midst Of A Strained Public-Police Relationship, Ilham Dwi Hatmawan

Public trust in the Indonesian National Police (Polri) has experienced significant fluctuations due to allegations of misconduct, corruption, and excessive use of force. This study examines the relationship between public trust and compliance with Polri authority, particularly in the context of strained police-community relations. Drawing on procedural justice and restorative regulation theories, the research argues that trust directly influences voluntary compliance and that procedural justice alone is insufficient to repair legitimacy deficits. Instead, a dual model combining procedural fairness with restorative reconciliation, including acknowledgment of past harms and community dialogue is proposed as a more effective strategy for rebuilding trust. …
