What differentiates local governments that implement water policies on equity and the environment? Analyzing a 2015 survey of 1,897 U.S. municipalities, we find municipalities that own their water utilities more likely have policies to protect low-income residents from disconnection and to implement water resource management. Respondents from 8% of municipalities report protecting residents from disconnection. State economic regulation of publicly owned utilities and Democrat-majority municipal governments are positively associated with policies protecting low-income households from shutoffs but bear no association with resource management. Public ownership of utilities and state economic regulation may play a role in meeting water policy goals.

Small nonprofit organizations, with annual budgets of $500,000 or less, are assigned many obligations by external stakeholders while conducting their mission-related work. However, little is known about the impact of these obligations or mandates being received from their external stakeholders, which rarely have funding allocated to minimize any capacity impact they create. There is a higher rate of recidivism for U.S. veterans compared to the general population of offenders. To address the unique needs of veterans, separate housing units for veterans (VSUs) are now operating within correctional facilities in 29 U.S. states. Despite reports that VSUs are having a positive impact on recidivism, little is known of the experiences of correctional administrators who have implemented a VSU. Georgia’s racial and ethnic minority communities have a continual problem of disproportionately worse health outcomes, including higher chronic disease and behavioral risk factors, compared to their nonminority counterparts. The average cost per year for chronic disease between 2016 and 2030 could be $64.6 billion in medical costs and $26.8 billion in lost employee productivity for Georgia. New York State first responders, including police, fire, and emergency medical personnel, often lack consistent awareness and diversity training to assist at-risk populations, which can pose challenges to preparedness and response strategies during disasters and emergencies. The purpose of this study was to assess the awareness and diversity training practices among first responders across New York State in assisting people with at-risk characteristics during disasters. Research shows that women’s leadership development can be fostered through gender-based mentoring. However, even when involved in gender-based mentoring relationships, African American women face additional challenges due to the intersectionality of their race and gender, often known as “double jeopardy.” The purpose of this phenomenological study was to explore how this intersectionality shapes African American women leaders’ perceptions about their gender-based mentoring experiences from the perspectives of both mentors and protégés. The laws, policies, and rehabilitation programs of Georgia’s juvenile justice system need to be revisited, especially given the documented rates of recidivism of African American male juveniles in southwest Georgia. The primary purpose of the juvenile justice system is to rehabilitate youthful offenders and to ensure that recidivism, defined as 3 or more arrests within 3 years after release, does not occur. Data have suggested that corrective behavior sanctions, rehabilitation programs, and lenient sentencing have escalated African American male juvenile recidivism rates, particularly in Dougherty and Tift Counties, Georgia. Studies have found criminogenic consequences of imprisonment when testing the deterrence hypothesis, yet few studies were found that examined the magnitude of post release criminal offenses among the drug offender population. The specific deterrence and criminogenic effects of imprisonment were the theoretical frameworks that guided this study of Harris County, Texas, to determine if incarceration predicted serious reoffending among low-level drug offenders. The Nigerian government’s cannabis prohibition policy has failed to achieve the suppression of supply and reduction of demand for drugs. The purpose of this qualitative case study was to explore the policy implementation experiences of Nigeria’s drug control officers regarding Nigeria’s drug control policies.
