Since Richard Thaler and Cass Sunstein published Nudge in 2008, policy makers and behavioral economists have applied their theory of behavioral interventions in offices called nudge units across the world. In the U.S., three models of operating nudge units have emerged in cities, and their work helps generate revenue and improve the welfare of citizens. However, the limited media attention and academic analysis dedicated to municipal nudge units has left many unresolved questions about the ethical implications and empirical challenges associated with government-sponsored behavioral interventions. In recent years, transparency has been proposed as the solution to, and the cause of, a remarkable range of public problems. The proliferation of seemingly contradictory claims about transparency becomes less puzzling, this essay argues, when one appreciates that transparency is not, in itself, a coherent normative ideal. Nor does it have a straightforward instrumental relationship to any primary goals of governance. To gain greater purchase on how transparency policies operate, scholars must therefore move beyond abstract assumptions and drill down into the specific legal, institutional, historical, political, and cultural contexts in which these policies are crafted and implemented. They pursue different strategies, mixing and matching a variety of tactics in the pursuit of their economic objectives. While scholars have studied the relationship between economic development tactics and economic growth or business climate and economic growth, none to my knowledge have studied the impact of economic development efforts on economic outcomes while accounting for a state’s business climate.

The Affordable Care Act (ACA) sought to provide universal health insurance coverage for Americans through a combination of Medicaid expansions, insurance market policies, advance premium tax credits, among other reforms. Lawmakers intended to enforce Medicaid expansion through the ACA at the federal level. However, the June 2012 United States (U.S.) Supreme Court decision in National Federation of Independent Business v. Sebelius allowed states to opt-out of Medicaid expansion. As a result, states took different approaches to expand Medicaid eligibility. State regulators have the task of promulgating regulations for multiple heavily regulated industries, but there is a dearth of research to help public policy makers better understand how rulemaking processes are perceived by stakeholders in those processes. Regulators who promulgated rules for the legalization of marijuana in Colorado used both required and discretionary methods of participation in rulemaking to involve stakeholders with multiple competing interests. This phenomenological qualitative study aimed to explore the impacts of workplace loneliness on senior leaders of various criminal justice organizations. The theoretical framework used was Descartes' views of the self-concept theory, which explained how individuals defined and described themselves within a social context. Using purposive sampling and semistructured telephone, and email interviews of 16 criminal justice senior leaders from the Washington, D.C. metropolitan area, this research was conducted to answer the overarching question of this study. Data-driven research is an ethical precept for nearly every profession, and it holds a particular importance within any human-services field, including public health education. This research study used a phenomenological methodology and Brofenbrenner’s theoretical framework to construct descriptive themes, investigating how public school instructors' personal beliefs impact teaching practice. Ten in-depth face-to-face interviews were conducted with public high school teachers who self-identified as being involved with sex education instruction. Probation and parole officers (PPOs) deviate from evidence-based practices implemented to reduce recidivism among adult felony offenders. PPOs fail to adhere to risk-need assessment results during case management, but prior research has not established the reasons for this deviation. This qualitative phenomenological study explored the lived experiences of PPOs implementing the risk needs responsivity (RNR) model by addressing the criminogenic needs of adult felony offenders. A descriptive analysis was conducted on secondary data compiled by the Department of Justice (1980-2014) and the Mapping Police Violence Organization (2015-2018) to compare Police-Civilian Interaction between races and cities over the past four decades. Trend analysis was conducted on arrests records for Atlanta, Georgia and Detroit, Michigan for years 1980 to 2014, and for persons who were fatally shot by police from 2015 to 2018 in these cities.
