This study's main question is as follows: What are the effects of internal and external environmental factors on public value expressions found within Florida county and municipal governments' strategic plans? This study uses Moore's (1995) Public Value Theory and its main propositions, as Dong (2015) described. This study also adheres to the tradition established by DiMaggio and Powell (1983) by focusing on homogeneity, not variation, between strategic plans under study. Data for this dissertation were obtained from 77 official strategic plans of Floridian counties and municipalities. Furthermore, the dissertation proceeded in two distinctive phases. In December 1977, the Liberal government of Pierre Elliot Trudeau authorized the Department of National Defence to begin the acquisition of new warships for the navy. The decision to acquire fully combat capable warships was a shocking decision which marked the conclusion of a remarkable turnaround in Canadian defence policy. The navy, which had grown into a substantial and capable force during the early Cold War in the 1950s, had been in a steady decline since the mid-1960s as a result of the shifts in defence policy, cuts in personnel, and still deeper cuts to the capital funding needed to …

Three years after Hurricane Maria, rural municipalities of Puerto Rico find themselves as vulnerable as before the category 4 storm dwindled the Island’s resources. The town of Aguas Buenas is among the rural municipalities struggling to prepare for the next natural disaster. This pilot study provides a plan for activating the community with the purpose of forming the first community emergency management team (CEMT) in coordination with local officials. Welfare-to-work (WTW) programs are an essential part of societal assistance made available to families in need. In ABC County, CA, problems have been found with the implementation and success rates of their WTW program: Temporary Assistance to Needy Families (TANF). Even with funds allotted for the program, ABC County has not been able to design a WTW program that meets the TANF program work participation requirement of 50% of active TANF recipients in a WTW activity. This dissertation focuses on relationships between state and local governments. Of particular interest in this project is how the shift of power from the state to local governments changes local governments’ performance. This dissertation is comprised of four chapters. The first chapter briefly introduces the motivation and organization of the dissertation. The second chapter reviews the three state-imposed fiscal institutions—home rule, debt limitations, and tax and expenditure limitations, across states. While previous studies have looked at specific institutions, few studies have comprehensively reviewed the status of those institutions across states. Ex-offenders participate in community-based reentry programs to help transition back into society, yet some are still reoffending. Previous research suggested that community-based reentry programs need to be evaluated to successfully determine their influence on reintegrating ex-offenders. Limited research existed on the experiences of ex-offenders while taking part in such programs. This qualitative study was designed to examine citizen trust in government relations. Data consisted of information from 23 semistructured interviews from 14 consumers/clients and 9 information technology coordinators in Oakland, California participating in a 501 C3 nonprofit agency and 2019 Pew Center surveys. Data were analyzed using content analysis and cross-verified through the process of data source triangulation. Results of each group interviews in comparison to survey results from the Pew Research Center’s 2019 Trust and Distrust in America study indicated that participants demonstrated trust in social media platforms, and these platforms informed participants’ views on their trust in …

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Significant research has demonstrated how public service motivation (PSM) predicts individual outcomes, such as job satisfaction, organizational commitment, and choice of employment sector. Other research has demonstrated how PSM serves as an outcome variable. Between these two strands of PSM research, there is a knowledge gap concerning how PSM acts as a mediator.
