After undergoing a form of rehabilitation (i.e., youth detention centers in Georgia), statistics show that juveniles have a 65% chance of reoffending within 3 years after being released. The Georgia Juvenile Justice System’s $300 million annual budget raises concerns about the acts of juvenile recidivism. The purpose of this research was to understand why juveniles reoffend after being in a juvenile detention center in Atlanta, Georgia. The conceptual framework for this study was centered on the alternative to youth detention centers. Administrative decentralization is a well-known strategy to foster municipal governance, yet Angolan citizens perceive a lack of impact from this strategy. Individuals posing a risk to the community who pass preemployment interviews represent a problem for law enforcement departments and their communities. The purpose of this phenomenological study was to explore the shared experiences of participants regarding hiring biases that may exist among individuals tasked with interviewing law enforcement applicants. Argyris’s organizational learning theory provided the framework for the study. Despite this inequality, a small number of African American women have overcome the odds and have productively earned senior leadership roles as executive directors in mainstream nonprofit PAOs. This study's main question is as follows: What are the effects of internal and external environmental factors on public value expressions found within Florida county and municipal governments' strategic plans? This study uses Moore's (1995) Public Value Theory and its main propositions, as Dong (2015) described. This study also adheres to the tradition established by DiMaggio and Powell (1983) by focusing on homogeneity, not variation, between strategic plans under study. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

The town of Aguas Buenas is among the rural municipalities struggling to prepare for the next natural disaster. This study compared trends in arrests and fatalities between Black Americans and Caucasians in Atlanta and Detroit. A descriptive analysis was conducted on secondary data compiled by the Department of Justice (1980-2014) and the Mapping Police Violence Organization (2015-2018) to compare Police-Civilian Interaction between races and cities over the past four decades. Trend analysis was conducted on arrests records for Atlanta, Georgia and Detroit, Michigan for years 1980 to 2014, and for persons who were fatally shot by police from 2015 to 2018 in these cities. the resulting partisan divisions impeded compromise necessary for effective governance. The purpose of this qualitative exploratory case study was to examine whether, and to what extent, Twitter usage by Hillary Clinton and Donald Trump contributed to political polarization during the 2016 U.S. Presidential race. In 2009, the Commonwealth of Virginia passed Senate Bill (SB) 1294 that directly involved the Department of Criminal Justice Services and the Department of Behavioral Health and Developmental Services in the spread of the Crisis Intervention Team (CIT) program statewide. The purpose of this mixed-method study was to explore how the passage of SB 1294 affected the level of stakeholder cooperation within Virginia’s statewide CIT program, through 11 interviews with Virginian CIT leaders and by the completion of 115 questionnaires by CIT members in a region of central Virginia. Welfare-to-work (WTW) programs are an essential part of societal assistance made available to families in need. In ABC County, CA, problems have been found with the implementation and success rates of their WTW program: Temporary Assistance to Needy Families (TANF). Even with funds allotted for the program, ABC County has not been able to design a WTW program that meets the TANF program work participation requirement of 50% of active TANF recipients in a WTW activity. This dissertation focuses on relationships between state and local governments. Of particular interest in this project is how the shift of power from the state to local governments changes local governments’ performance. This dissertation is comprised of four chapters. The first chapter briefly introduces the motivation and organization of the dissertation. The second chapter reviews the three state-imposed fiscal institutions—home rule, debt limitations, and tax and expenditure limitations, across states. While previous studies have looked at specific institutions, few studies have comprehensively reviewed the status of those institutions across states. Information related to the experiences of sex offenders required to register under the Sex Offender Registration and Notification Act of 2006 is predominantly based on quantitative data, and the majority of information relates to the factors that contribute to sexual offenses, recidivism rates, and public opinion of the sex offender registry.
