In 2009, the Commonwealth of Virginia passed Senate Bill (SB) 1294 that directly involved the Department of Criminal Justice Services and the Department of Behavioral Health and Developmental Services in the spread of the Crisis Intervention Team (CIT) program statewide. The purpose of this mixed-method study was to explore how the passage of SB 1294 affected the level of stakeholder cooperation within Virginia’s statewide CIT program, through 11 interviews with Virginian CIT leaders and by the completion of 115 questionnaires by CIT members in a region of central Virginia. As a city in Tennessee continues to expand and the population continues to grow, citizens are concerned with safety and accessibility for pedestrians and cyclists. In this study, citizen comments and concerns for the city planning department were collected. A case study design was used for this study because it allowed for a focus on one setting and gathering data from a specific set of key stakeholders in the community. Municipal law enforcement officers contend with unique occupational stressors. They must overcome stress from their employing agency and the pressures that arise from performing their basic enforcement duties. The intention of this qualitative case study was to understand the disaster survivors’ experiences with disaster volunteers. Understanding the experiences of the survivors with the volunteers may determine how disaster volunteer training could be improved to inform how overall assistance is provided to disaster survivors. This study's main question is as follows: What are the effects of internal and external environmental factors on public value expressions found within Florida county and municipal governments' strategic plans? This study uses Moore's (1995) Public Value Theory and its main propositions, as Dong (2015) described. This study also adheres to the tradition established by DiMaggio and Powell (1983) by focusing on homogeneity, not variation, between strategic plans under study.
