As the online spread of misinformation increases, policymakers are finding it more difficult to ensure that the public is only exposed to the evidence they share and that their evidence is believed. Policymakers find they must now combat misinformation spread by a variety of entities. This dissertation explored thematic concepts regarding information in existing literature – information as a thing, information as a public good, information as propaganda, information use by elected officials, and information on social media. This research examines the community needs of a specific region, Northwestern Pennsylvania, in order to determine how well the community’s current social needs are being addressed by nonprofit organizations in this area. A comprehensive review of related literature is provided in order to establish a theoretical framework for this topic. This background is utilized in the development and execution of a community needs assessment for the Northwest Pennsylvania region. Previous research on social equity performance in the distribution of funding mechanisms across institutions of higher education has found biases in reputation and administrative capacity contributing to peer reviews during the funding process. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Recent conflict research has relied on proxy variables of horizontal inequality to make causal assumptions, but these do not reveal the root of deprivation in aggrieved populations. However, it is important to continue to explore the greed-grievance dichotomy to explain the persistence of violent civil conflict. The purpose of this quantitative study was to expand this line of inquiry by investigating the relationship between indicators of vertical deprivation and reported civil conflict incidents to determine whether a significant correlation exists. However, the field would benefit from greater integration of popular culture to expand understandings of governance, especially in that it provides important representations of and messaging about some of today's most pressing social equity issues. A few ruling individuals from party organizations overpowered Indonesia's post-authoritarian, representative democracy. The legislative process of the 2017 Election Act was the case study employed to examine this assumption. The underlying thinking was that there was a contest between “wealth power” (oligarchy) and “participation power” (democracy). The power of wealth controls the party and government institutions. Tax increment financing (TIF) policy is the most popular economic development policy in the United States. Despite the popularity of research on TIF, only a few comprehensive reviews of previous studies on TIF policy tool have been conducted. In light of this, the purpose of this paper is to review previous TIF studies relating to the controversy surrounding TIF programs. Specifically, previous studies do not provide clear answers about the efficacy of TIF and, indeed, raise more questions than answers. Contracting out has been considered one of the main performance management strategies for reducing costs and bringing more expertise into government agencies. Previous studies have examined the effects of contracting use on agency performance, but have focused more on measurable, traditional performance in the public sector. There is a lack of research analyzing the influence of contracting use on non-traditional performance outcomes, which are usually non-mission based and difficult to measure, such as fairness, nondiscrimination, due process, and individual rights. Scholars have pointed out that performance measurement processes pay less attention to these non-mission-based values and tasks.

In its 2015 landmark civil rights decision in Obergefell v. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny. Does Public Ownership Of Utilities Matter For Local Government Water Policies?, George C. Homsy, Mildred E. Warner

Public Administration Faculty Scholarship

What differentiates local governments that implement water policies on equity and the environment? Analyzing a 2015 survey of 1,897 U.S. municipalities, we find municipalities that own their water utilities more likely have policies to protect low-income residents from disconnection and to implement water resource management. Respondents from 8% of municipalities report protecting residents from disconnection. State economic regulation of publicly owned utilities and Democrat-majority municipal governments are positively associated with policies protecting low-income households from shutoffs but bear no association with resource management. Public ownership of utilities and state economic regulation may play a role in meeting water policy goals.
