With the tremendous increase in spending on public projects, contractors need to employ efficient and effective bidding strategies to cope with the competitive bidding environment. Usually, general contractors carry a portion of the work and subcontract other parts to eventually submit a holistic joint bid. This bidding setting is referred to as multistage bidding where subcontractors submit their quotations/bids to the general contractor, after which the general contractor submits a final joint bid for the whole project. One of the current pressing problem for all DOTs is the corrosion-oriented deterioration of the existing metal culverts. These metal culverts typically are designed for a life of 50 years. However, corrosion is making them last no longer than 30years. Here we propose use of Glass Fiber Reinforced Polymers (GFRP) pipe section as a fit-in GFRP profile liner for complete repair and rehabilitation of the corroded metal culvert with an expected life of 75 years. This paper presents the results of a community survey that was designed to better under-stand the effects of permafrost degradation and coastal erosion on civil infrastructure. Observations were collected from residents in four Arctic coastal communities: Point Lay, Wainwright, Utqiaġvik, and Kaktovik. All four communities are underlain by continuous ice-rich permafrost with varying degrees of degradation and coastal erosion. The types, locations, and periods of observed permafrost thaw and coastal erosion were elicited. Survey participants also reported the types of civil infrastructure being affected by permafrost degradation and coastal erosion and any damage to residential buildings. Jointless bridge designs have become increasingly popular due to their low construction and maintenance costs. But this design carries risks. Most notably, integral end bents can be displaced and undergo settlement due to soil movement in embankments and loads carried by the superstructure. In response, the Kentucky Transportation Cabinet (KYTC) devised a novel treatment for end bent and abutment backfills on low- and middle-span concrete bridges in which elasticized geofoam is placed between geosynthetically confined soil and an integral end bent (GCS-IEB). Operating an unmanned aircraft system (UAS) for commercial purposes in the United States requires the pilot to pass the Federal Aviation Administration’s (FAA’s) knowledge exam to earn their UAS license. The exam does not include a practical component where flight proficiency is assessed. This represents a source of risk for contractors if flight proficiency is not evaluated in another way. The National Institute of Standards and Technology is a federal agency and has developed the Basic Maneuvering Test (BMT). It is the only nationally recognized UAS flight proficiency exam. This project was initially inspired by the Earthships built in New Mexico. During the design process the Earthships' design and materials used was evaluated, then altered to better suit Rwanda based on the available natural resources and needs of the people. Access to primary health care facilities is a key component of public health, and measuring that access is vital to understanding how to target interventions. Transportation is one dimension of access and measuring distance via multiple modes allows better understanding of how varied populations access health care, particularly those who do not have access to a personal vehicle. Review of construction-related AM literature is used to identify the advantages, challenges, and current trends of the research. Using a scientometric analysis of 522 bibliographic records, this research systematically analyzed construction related AM research to determine the key research areas and trends. Results showed that starting in 2015, the field has been growing at an exponential rate. Recent AM research focused on materials and reinforcement topics, which matched the most notable challenges of AM, which are material rheology, reinforcement, and lacking construction standards. Asset managers must balance maintenance plans between preventive (PM) and corrective maintenance (CM). While PM plans have been a staple for decades, the benefits achieved have not been thoroughly examined at the asset specific level. This study focuses on the U.S. Air Force chiller portfolio to better understand the relationship between PM and CM, utilizing multiple stages of linear regression modeling and data from 14 US Air Force installations. This thesis is a response to climate threats identified by DoD report on Climate Change in 2019. A critical review of climate change literature related to coastal infrastructure was conducted to synthesize past research and to inform future research. This review intends to inform how climate change may impact infrastructure systems, how those impacts are evaluated, can the investigation be improved, and what can stakeholders learn from the outcomes. Intensifying extreme weather events, tied to the rise in the global average temperature, put global built infrastructure at risk. This research develops a multi-criteria decision analysis model to quantify project complexity and inform decision-makers in resource-constrained organizations with the Tyndall Program Management Office (PMO) as a case study. The complexity score is used as a risk metric to determine the appropriate number of skilled or novice project managers to effectively manage the PMO portfolio to mitigate cost and schedule overruns. The research provides an innovative approach to consider manning levels at the PMO and other project management-focused organizations/sections.

Climate change is resulting in rising sea levels and increased rainfall, posing new challenges to stormwater management, particularly along coastlines. The airfield stormwater systems of Tyndall Air Force Base discharge directly into an interior bay of the Gulf of Mexico through tidal canals and ditches, creating a risk of system inundation from high tidewater conditions from sea-level rise (SLR). This study explores the performance and consequences of an inundated stormwater system from SLR during rainfall events using the EPA’s Stormwater Management Model (SWMM).
