Agricultural systems are increasingly challenged by climate variability, where shifting temperature regimes, hydrological variability, and the rising frequency of compound and cascading extremes threaten global food security and resource sustainability. Addressing these challenges requires integrated frameworks that bridge biophysical monitoring, predictive modeling, and adaptive decision-making. This dissertation develops a data-driven, multi-scale framework to quantify and enhance agricultural resilience by integrating remote sensing, climate analytics, and machine learning across the United States, with a focus on California and the Western U.S.

Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.

On the morning of 26 August 2026, the mountains above Nepal’s northern frontier delivered a disaster of almost unimaginable speed and scale. A massive mass of ice, rock, and sediment detached in the high Himalayan terrain near the Nepal–Tibet border, descended roughly 1,200 metres, interacted with the Lhende Khola system, and generated a debris-rich flood that surged through the Bhote Koshi and Trishuli river corridors, destroying settlements, markets, roads, bridges, hydropower facilities, and an international border crossing and transforming them into fields of mud, boulders, and wreckage within minutes (ICIMOD, 2026b; Reuters, 2026a). Urban roadway flooding in flat metropolitan environments often shows up as small areas of standing water rather than large, flowing floods. In low-gradient urban environments, subtle micro-topographic features—such as pavement crowns, curbs, and localized depressions—often control where surface water accumulates following rainfall. Accurately identifying these localized ponding areas is important for roadway flood screening and infrastructure management. This study develops a LiDAR-based depression mapping framework to identify roadway segments susceptible to surface ponding in flat urban environments. The environmental benefits of electric vehicle (EV) adoption depend on more than replacing internal combustion engine vehicles with electric powertrains. EV adoption reshapes electricity demand, interacts with regional generation mixes, and influences travel behavior and congestion, creating a coupled transportation-energy system in which vehicle and power-plant emissions must be evaluated together. This dissertation develops machine-learning frameworks for predicting energy consumption and emissions from vehicles and power grids under rising EV adoption. Mobile County, Alabama, receives among the highest annual rainfall totals in the United States resulting in frequent stormwater flooding that intersects with existing socioeconomic vulnerabilities. Within the Mobile County Public School System (MCPSS), 77% of students are economically disadvantaged and over 10% experience homelessness, creating heightened risk for educational disruption during flood events. This study investigates how stormwater flooding influences school attendance, closures, and academic performance across MCPSS, providing insight into how climate-driven hazards exacerbate educational inequities. The Caspian Sea, the Earth's largest inland water body, faces water level decline, drawing comparisons to the collapse of the Aral Sea. Unlike the Aral Sea, the relative roles of climatic variability, hydrological changes, and anthropogenic pressures on the Caspian Sea remain poorly understood. Here, we integrate satellite observations, in situ hydrological records and reanalysis data to examine recent drivers of the Caspian water loss. We show that total river inflow to the Caspian Sea has declined significantly, primarily due to reduced discharge from the Volga River. Transportation systems are increasingly dependent on digital technologies, networked communications, and cyber-physical integration, making cybersecurity an important issue for operational continuity, resilience, and safety. Although cybersecurity risks in transportation are widely recognized, much of the existing research remains mode-specific and lacks a standardized quantitative framework for comparing risk across transportation systems. Recent United States federal policy for military installations has emphasized the importance of developing a standardized approach for water security assessment to monitor changes in water resources and the ability for an installation to meet both its civilian and mission needs. The number of pedestrian deaths increased by 78% between 2009 and 2023, while other motor vehicle crash deaths increased by 13% in the same period [1]. To identify potential pedestrian safety measures, this study analyzed the effects of location-based demographics, pedestrian phasing type, and other physical infrastructure and behavior variables on the probability of pedestrian-vehicle conflicts at signalized intersections, which is a surrogate measure of crash risk. This study presents results from an NSF-funded convergence research project conducted in partnership with the Keweenaw Bay Indian Community (KBIC) in Michigan’s Upper Peninsula, USA. While convergence research frameworks often emphasize deep integration, we argue that participatory, place-based, and community-led convergence requires maintaining an integrity of difference. Through a systematic literature review, surveys and semi-structured interviews, we examined how team members operationalized convergence research and the Tribal Landscape System (TLS) framework. Across these data sources, convergence emerged as a negotiated practice shaped by distinct roles, institutional responsibilities, and long-term partnership commitments. This study examines the mechanical properties, durability, and lifecycle performance of lightweight aggregate concrete (LWC) and internally cured concrete (ICC) as alternatives in transportation infrastructure applications. This study introduces an integrated framework, the Transit+Walk Score (TWS), to evaluate how effectively residents of Sacramento, California, can reach healthcare facilities via public transit and how safely, comfortably, and conveniently they can walk from transit stops to those facilities. In the last decade, Egypt has experienced a noticeable upgrade in its infrastructure investment, implementing a lot of transport projects, especially in the Greater Cairo region. In a city with over 20 million residents, variations lie in socioeconomic elements like income, age, gender, and neighborhood, which shape people’s choice of mobility modes based on their culture and lifestyle.
