We appreciate the Bureau of Reclamation’s extensive effort in preparing the Post-2026 Draft Environmental Impact Statement (Draft EIS) for operational guidelines for Lake Powell, Lake Mead, and the Colorado River Basin. This commentary will address positives, questions, and concerns from the Draft EIS. We also share recommendations for consideration in the Final EIS.

Arthrospira platensis (Spirulina) is a filamentous cyanobacterium valued for its nutritional profile, particularly the pigment–protein phycocyanin, with potent antioxidant and anti-inflammatory properties. Despite its industrial significance, large-scale commercialization remains constrained by high cultivation costs and inefficient extraction methods. This study investigated the use of food-based industrial wastewater as an alternative nutrient medium for Spirulina cultivation, aiming to reduce production costs, enhance phycocyanin yield, and support sustainable wastewater remediation. Three types of food-based wastewater with different nutrient composition (WW1, WW2, WW3) was diluted with Kosaric medium (1:1) and used for Spirulina cultivation. This study quantifies how interlayer time gaps and mixture rheology jointly influence interfacial integrity and mechanical performance in 3D concrete printing (3DCP). Two mixtures incorporating identical binders, but differing limestone fineness (4 and 50 μm) were printed with interlayer delays of 0, 2, and 5 min, corresponding to stacking rates of approximately 9, 0.5, and 0.2 m/h. The finer limestone mixture exhibited higher plastic viscosity (13.2 vs. 11.5 Pa s) and faster structural buildup (58 vs. 38 Pa/min), resulting in accelerated early stiffening. Interpreting ultrasonic waveforms is often challenging, especially in the presence of tilted boundaries that introduce multiple reflections, mode conversions, and echoes. Current engineering standards lack the ability to predict the peak impact forces of breaking waves impinging directly upon coastal structures. In this study solitary waves impacting vertical and tapered walls are investigated. To capture the detailed physics of the wave profile that impacts the wall, two-dimensional direct numerical simulations are applied to model the wave traveling over a simplified bathymetry consisting of an initially uniform depth, followed by a uniform beach ramp and then terminating in a uniform depth inshore region and vertical wall. Storm events generate significant quantities of vegetative debris composed of wood, branches, twigs, and other organic materials. Efficient post-storm resource recovery and carbon accounting depend on reliable predictions of decomposition within these large, heterogeneous debris piles. While small-scale wood decay is well studied, decomposition dynamics within multi-layer debris piles remain poorly characterized, limiting municipalities' ability to estimate material longevity and resource recovery potential.

Highlights: What are the main findings? A Random Forest-based model using dual-polarimetric radar features achieves >99% accuracy in classifying precipitation and non-precipitation echoes. Multi-scale spatial variability features enhance discrimination between genuine precipitation and spurious echoes. Fusion of GOES-16 infrared satellite data with NEXRAD radar effectively removes non-precipitation echoes with precipitation-like signatures, including wind turbine clutter. A CAPPI scan strategy improves near-radar precipitation detection by recovering valid echoes misclassified at the lowest elevation due to side-lobe interference and limited sampling volume. In this study, GPS-X simulation was used to predict how a WWTP behaves under different operating conditions and to suggest ideas for future improvement. The California Central Coast experiences sustained housing demand and infrastructure pressure, yet it lacks the visible concentration of construction firms found in larger markets. This study examines why construction activity in the region appears limited despite a strong demand. Using a qualitative, interview-based approach, four construction companies who operate across Monterey, San Luis Obispo, Santa Barbara, and Ventura Counties were interviewed to identify recurring themes related to labor, environmental regulation, housing feasibility, technology adoption, and future outlooks. The study concludes that structural constraints rather than lack of opportunity limit the scalability of construction on the Central Coast.

This senior project focused on planning, designing, and constructing drainage and pedestrian access improvements at City Farms SLO, a nonprofit in San Luis Obispo that promotes sustainable agriculture and youth education. Prior to construction, the site experienced significant stormwater pooling and erosion in a central area of the farm, making daily operations and visitor access difficult during wet weather. Construction Waste continues to be a major issue within the construction industry, affecting project costs, schedules, and environmental performance. A large portion of construction and demolition materials/ waste ends up in landfills. This is due to poor planning, limited worker training, and inefficient jobsite practices. This research-based senior project examines waste management efficiency on construction jobsites, while comparing and contrasting residential and commercial construction practices. The study evaluates how contractors manage material separation, recycling, reuse, and disposal of common construction waste. These include wood, drywall, concrete, metals, and packaging.
