اهمية دور مراقب الحسابات في الحد من ظاهرة التهرب الضريبي, فرقد فيصل جدعان الغانمي

تعد اينما وجدت الضريبة أداة مهمة من أدوات السياسة المالية وذلك كونها احد مصادر الإيرادات العامة للدولة التي تعتمد عليها في رسم سياستها المالية ومع توسع نطاق وأنواع الضرائب نتج عنه ظاهرة خطيرة سميت بالتهرب الضريبي وتساعد فاعلية اداء مراقبي الحسابات في الحد منها لذلك يهدف هذا البحث إلى توضيح أهمية دور مراقب الحسابات عند المصادقة على الحسابات الختامية المقدمة من قبل المكلفين (الأفراد والشركات) في الحد من ظاهرة التهرب الضريبي واختتم البحث بجملة من الاستنتاجات منها مساعدته في تفعيل دور مراقبي الحسابات من خلال الالتزام بمعايير التدقيق وقواعد السلوك المهني وتطبيق التشريعات والقوانين النافذة في الحد من التهرب الضريبي.

سعت الكثير من البلدان النامية إلى تطبيق سياسات الإستقرار الاقتصادي والتكييف الهيكلي المفروضة من صندوق النقد والبنك الدوليين خلال النصف الثاني من عقد الثمانينات من القرن الماضي ، من بينها سياسات تحرير التجارة الخارجية والانفتاح على اقتصاد السوق، سعياً منها لتحقيق جملة من الأهداف، منها زيادة معدلات النمو الاقتصادي وخفض معدلات التضخم وخفض العجز المالي في الموازنة العامة وخفض العجز في الحساب الجاري لميزان المدفوعات وخفض معدلات البطالة والمديونية الخارجية ، غير إن الواقع العملي أثبت أن تطبيق تلك السياسات قد أفضت إلى ظهور آثار اقتصادية واجتماعية سلبية على التنمية البشرية.

تعد ظاهرة الاغراق السلعي واحدة من التحديات التي تواجه الاقتصاد العراقي ولاسيما بعدعام2003 حيث شهد ت السوق العراقية انفتاحا كبيرا امام السلع المستوردة من مختلف دولالعالم ، وكان لهذه الظاهرة الغير مخطط لها اثر كبير على الاقتصاد العراقي في جوانبه المختلفة فقد ادت الى تراجع القطاع الصناعي والقطاع الزراعي وتزايد معدلات البطالة وزيادة الميل نحو الاستهلاك عما كان عليه سابقا وقد ساهم في استشراء هذه الظاهره هو عدم وجود قوانين تنظم الاستيراد، والضعف الواضح في اجهزة الرقابه فضلا عن تأخر الحكومات المتعاقبه في وضع الحلول لهذه الظاهره.

This paper studies a cooperative game of inventory transshipment among multiple firms. In this game, firms first make their inventory decisions independently and then decide collectively how to transship excess inventories to satisfy unmet demands. In modeling transshipment, we use networks of firms as the primitive, which offer a richer representation of relationships among firms by taking the coalitions used in all previous studies as special cases. Capacity Planning With Financial And Operational Hedging In Low‐Cost Countries, Lijian Chen, Shanling Li, Letian Wang

The authors of this paper outline a capacity planning problem in which a risk-averse firm reserves capacities with potential suppliers that are located in multiple low-cost countries. While demand is uncertain, the firm also faces multi-country foreign currency exposures. This study develops a mean-variance model that maximizes the firm’s optimal utility and derives optimal utility and optimal decisions in capacity and financial hedging size. The authors show that when demand and exchange rate risks are perfectly correlated, a risk- averse firm, by using financial hedging, will achieve the same optimal utility as a risk-neutral firm. We analyze the efficacy of different asset transfer mechanisms and provide policy recommendations for the design of humanitarian supply chains. As a part of their preparedness effort, humanitarian organizations often make decisions on resource investments ex ante because doing so allows for rapid response if an adverse event occurs. However, programs typically operate under funding constraints and donor earmarks with autonomous decision-making authority resting with the local entities, which makes the design of efficient humanitarian supply chains a challenging problem. When it becomes publicly known that products are associated with suppliers that engage in unsustainable behaviors, consumers protest, as Nestlé, Zara, and Kimberly Clark, among others, have learned. The phenomenon by which consumers hold firms responsible for the unsustainable behavior of their upstream partners suggests the notion of “chain liability.” This study aims to generate insights into the antecedents and consequences of such consumer responsibility attributions. Using data from four vignette-based survey experiments, the authors find that the chain liability effect increases if an environmental degradation incident (1) results from supplier behavior rather than force majeure, (2) results from a …
