This thesis study examines the relative sense of community by isolating key factors that contribute to a sense of community: social trust, identity, and bridging/social cohesion. It also analyzes the relationship, if any, between these three factors and the built environment. Data was collected from 107 archived community impact measurement surveys from NeighborWorks Blackstone River Valley. The results show that residents experienced a lack of sense of community despite the built environment although results were not significant.

Historically, the field of outdoor experiential education (OEE) has been exclusionary and has primarily served white middle- and upper-middle class male populations. Scholars have called for research on how to address issues of social justice in the field for decades, and leaders are finally making steps toward becoming more inclusive. Through a secondary analysis of empirical studies on OEE, this paper examines how the field has modified its focus towards minority populations in K-12 OEE programs in the United States and provides recommendations for practitioners of OEE. School District Enrollment Forecast Reports
This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2018‐19 to 2032‐33. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

Increasing the resiliency of the electrical utility system in a region has numerous benefits to the residents, companies, and public entities operating in that region ranging from improved safety to financial impacts. However, attracting political interest and capital for such a major infrastructure improvement project requires an expectation from the potential participants that the project will be technically possible and economically attractive for investors. Performing a feasibility study is an important first step to ensure that a project is worthy of pursuit from both a technical and economic viewpoint.

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. This report analyzes the potential economic impact of La Villa Hispana’s construction and operation proposed in the Clark‐Fulton neighborhood of Cleveland, the home to the densest population of Hispanic residents in the State of Ohio. We separately estimate the economic impact of El Mercado, one of the foundational projects of the La Villa Hispana development. The economic impacts are assessed on the City of Cleveland, Cuyahoga County, and the State of Ohio.

When does a public good become harmful? And who does it harm? To tackle these questions I take a detailed look at how public transportation affects housing prices. Public transportation is a common good utilized by people of all different socioeconomic levels, but scholars have found that the presence of a new public transportation stop can be a catalyst for gentrification, raising housing prices and displacing previous residents. This thesis explores how economic factors, preferences, and self-efficacy interact to determine housing pathways. Emerging connected and autonomous vehicle technologies (CAV) provide an opportunity to improve highway capacity and reduce adverse impacts of stop-and-go traffic. To realize the potential benefits of CAV technologies, this study provides insightful methodological and managerial tools in microscopic and macroscopic traffic scales. In the macroscopic scale, this dissertation proposes an analytical method to formulate highway capacity for a mixed traffic environment where a portion of vehicles are CAVs and the remaining are human-driven vehicles (HVs). We estimate the network effects of a public transit system by examining the impact of its expansion on housing prices. Our results show that a major expansion of Singapore's Mass Rapid Transit (MRT) system increased the price of apartments within 0.5 km of a pre-expansion station by 1.8% relative to apartments that were further away from a station. Evaluated at the mean housing price, the expansion increased the value of pre-connected apartments by at least S$455 million in aggregate, which is equivalent to 9% of the estimated S$5 billion cost of the expansion.

This article examines tax increment financing (TIF) in Kansas City and St. Louis, two heavy users of the tool under the same statutory authority. Based on a complete database of TIF projects through 2013 (2012 for Kansas City) and numerous interviews with local government officials in both metropolitan areas, we explore the TIF use of these two cities, which have different structural aspects and have gone through sharp policy changes, to examine if central cities that use different strategies beget different outcomes in their suburban areas. Although a significant fraction of public transit riders in the United States are immigrants, relatively little research explores whether immigrants have unique transit experiences. This paper analyzes intercept survey data from 1,247 transit riders in the San Francisco Bay Area to explore how mode choices and travel experiences differ for low-income immigrants compared to higher-income immigrants and US-born residents. We find that some public transit experiences are similar across all immigrant status and income groups, while in other ways low-income immigrants differ from their higher-income counterparts or from US-born respondents. Vertical equity and the maximization of farebox revenue are important but conflicting goals in the development of fare policy in the United States. Reducing fares for low-income riders reduces revenue for a transit agency, while increasing fares could disproportionately impact lower-income riders. This paper details this conflict, explores strategies that could account for both goals, and evaluates fare programs in the United States. Two types of low-income strategies are discussed: first generation strategies and targeted subsidy strategies. First generation strategies have several limitations that targeted subsidy strategies account for; first generation strategies focus more on supply, while targeted subsidy strategies …

Compares market urbanism to new urbanism and to defenders of suburban sprawl. Like new urbanists, market urbanists find urban life to be socially valuable, and emphasize that sprawl is not always in line with consumer preferences. But market urbanists are more likely to emphasize the role of government regulation in creating suburbanization, and to oppose anti-sprawl land use regulations.
