Today, the world faces the highest number of displacements ever recorded (United Nations [UN], n.d.), with refugees and asylum seekers amounting to 28.5 million, according to data released by the United Nations High Commissioner for Refugees (UNHCR) (UNHCR, n.d.). Rohingya Muslims, belonging to the Rakhine district in Myanmar (Ahmed, 2009), form a large section of these displaced individuals (UNHCR, n.d.), who are forced to flee their homeland in the face of atrocities afflicted by the Government of Myanmar (Warr, & Wong, 1997).
According to UNHCR, Rohingya are one of the most persecuted minorities in the world (Baloch, 2017), subjected to …

Statistical Anomaly Detection And Mitigation Of Cyber Attacks For Intelligent Transportation Systems, Ammar Haydari
USF Tampa Graduate Theses and Dissertations
Secure vehicular communication is a critical factor for secure traffic management. Perfect security in intelligent transportation systems (ITS) has solid and efficient intrusion detection systems (IDS). In this paper, we consider false data injection attacks and distributed denial-ofservice attacks (DDoS), especially the stealth low-rate DDoS attacks, targeting the integrity and availability, respectively, in vehicular ad-hoc networks (VANET). Novel statistical intrusion detection and mitigation techniques are proposed for the considered attacks. The performance of the proposed methods are evaluated using a traffic simulator and a real traffic dataset. Comparisons with the state-of-the-art solutions clearly demonstrate the superior performance of the proposed …

Steady State Hydroplaning Risk Analysis And Evaluation Of Unsteady State Effects, Menna Yassin
USF Tampa Graduate Theses and Dissertations
Hydroplaning is a major concern on high speed roadways during heavy rainfall events. Hydroplaning tools are widely used by designers to reduce their roadway’s hydroplaning potential, therefore reducing the possibilities of severe crashes. This dissertation presents two methodologies for improving the prediction of hydroplaning potential.
The first phase focused on improving an existing widely used software called PAVDRN. Using multiple datasets from the Florida Department of Transportation, the author filtered the data using specific criteria to leave only truly dynamic hydroplaning crashes. The author then evaluated PAVDRN’s prediction capabilities and assessed its reliability in predicting a hydroplaning crash. Using past …

Master of Urban and Regional Planning Workshop Projects
In 2017, the City of Monroe Planning Commission decided to update its Comprehensive Plan, last amended in 1986 and sought technical support. In addition to developing a Buildable Lands Inventory, Housing Needs Analysis, and Economic Assessment to support the comprehensive plan update process, Constellation Planning created a Field Guide as an interactive resource to be used for long range planning processes in Monroe, recognizing an opportunity to increase planning capacity.
The Field Guide includes educational appendices and usable worksheets that are intended for a diverse audience, including community members, commissioners, elected officials, city staff, planning partners, and consultants. Using a …

Master of Urban and Regional Planning Workshop Projects
Legal Walls PDX charts a path toward a more inclusive atmosphere for street art, and specifically graffiti, in Portland by planning a legal graffiti wall for public expression in the Central Eastside Industrial District. This plan proposes legal routes forward, as well as recommendations for implementing, designing, and stewarding the wall. These recommendations are informed by stakeholder outreach, best practices in other cities, and key advisory interviews. The complementary zine presents the idea of a free wall through storytelling and provides an approachable version of the plan for a wider public audience.
The companion zine is available below in the …

Municipal Diverging From “Bureaucracy:” A Case Study Of Organizational Image In Housing Services, Shawn T. Flanigan Ph.D.
Journal of Public Management & Social Policy
This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

Small Towns With Big City Problems: Mobility Challenges And Solutions In Our Natural Areas, Danya Rumore, Philip Stoker, Zacharia Levine, Lindsey Romaniello
TREC Project Briefs
Western North America boasts an abundance of scenic mountains, ski areas, stunning desert landscapes and national parks. Living near these natural amenities are small communities, many of which are becoming increasingly popular places to live and visit. The influx of visitors creates unique transportation and mobility challenges for these small towns and cities, such as seasonal spikes in severe roadway congestion and a desire for e-bike share programs in communities of less than 1,000 people. These challenges often in turn affect community character and wellbeing.
Given their proximity to these impacted communities, NITC researchers Danya Rumore of the University of …

Permitting A Homeless Transition Village: Transactions Between The Informal And The Formal, Stephen Luoni
Community Design Center Faculty Publications and Presentations
More than three million Americans experience homelessness annually. Emergency shelter capacity is limited while local governments are unable to provide even temporary housing. Informal housing involving interim self-help solutions are now popular adaptive actions for obtaining shelter, despite nonconformance with city codes. Unfortunately, most informal solutions have resulted in objectionable tent cities and squatter campgrounds where the local response has simply been to move the problem around. Our homeless transition village plan prototypes a shelter-first solution using a kit-of-parts that can be replicated in other communities. Village design reconciles key gaps between informal building practices and formal sector regulations, creating …
