A Multi-City Investigation Of The Effect Of Holidays On Bikeshare System Ridership, Lori Palaio
USF Tampa Graduate Theses and Dissertations
Bikeshare provides important first-mile last-mile, commuting, circulation, and sightseeing options in many cities. Bikeshare can also be healthy and convenient for users. Throughout the year, holidays occur which change typical bikeshare activity patterns. Existing literature shows mixed results relating to the ridership impacts of holidays, as some research shows that these days may result in higher ridership, while others show no effect. Because of variations in system locations and modeling methods, it is difficult to determine the reasons for these mixed results. To control for these aspects, this project consists of a multi-city study of the effect of holidays on …

Determining Access To Financial Services Among The Young And Poor In American Communities, Komla Dzigbede, Sarah R. Young
Journal of Public Management & Social Policy
This paper investigates access to financial services in American communities. It analyzes the access gap that the young and poor face relative to more economically advantaged and older groups in society. The paper uses data from the World Bank’s Global Financial Inclusion survey to create a multi-dimensional index of financial access and estimates a menu of quantitative models to gauge financial inclusion. Results show that young and poor people face substantial gaps in access to financial services when compared with older people, higher income individuals, more educated people, and individuals who are less vulnerable to future economic shocks. These findings …

Have Voucher Will Relocate? Poverty Deconcentration In A Large American City, Kathy Thomas, Nicholas O. Alozie Dr.
Journal of Public Management & Social Policy
The epic failure of fixed public housing projects supports the paradigm that poverty concentration makes poverty and the cycle of poverty intractable. Moreover, neoliberal, free-enterprise theorists interrogate the viability of the state as a provider of social goods and services and press the need for market-based schemes such as housing vouchers. However, how do you de-concentrate the poor voluntarily without government dictating residential choice? This article reports the results of the first ten years of a policy experiment leveraging a mobile voucher program to attempt to achieve voluntary dispersion and de-concentration of the poor in Phoenix, Arizona. Using Phoenix’s 308 …

Barber Shops, Salons, And Spas: The Complexity – And Simplicity – Of Implementing Outreach And Enrollment Contracts Under The Affordable Care Act, Michael Hatch, Rebecca Yurman, Anna A. Amirkhanyan, Jocelyn Johnston
Journal of Public Management & Social Policy
This article examines the implementation of The Patient Protection and Affordable Care Act (ACA) with a particular focus on the states’ contracted outreach and enrollment services. Having collected administrative and perceptual data from key informants, we examined outreach and enrollment contracts in six states that have reduced the uninsured rate by at least 20% of ACA-eligible population. Our findings suggest that the complexity of the law and its structure, as well as the characteristics of contracting were, in effect, “drowned out” by clear patterns of highly collaborative implementation that involved extensive chains of diverse outreach/enrollment actors. These networks – ranging …

In 2019, the LADOT Vision Zero Division launched the Vision Zero Dignity Infused Community Engagement (VZ DICE) strategy with the intent to transform the way the City engages with local communities. This planning process intentionally and holistically incorporates the viewpoints, lived experiences, and perspectives of those most impacted by a planning project and seeks to restore and atone for historic, systemic, and institutional injustices. A team of community partners, advocates, social scientists, artists, everyday residents, and technical experts came together to reach community residents in ways that reflect the local social, cultural, and racial/ethnic identity of a neighborhood. The strategy …

Neighborhoods of color tend to be the most dangerous places for cyclists and other road users, a result in part of historic disinvestment and failure to provide basic infrastructure. Safety efforts to reduce crashes, like Vision Zero, have called for both increased investment, a qualified benefit for disenfranchised communities, and increased traffic enforcement, a response that is likely to place people of color in even greater harm based on extensively documented police injustice.

The implementation of fiscal decentralization has brought significant changes to the management of public finances in Indonesia. Decentralization has been empirically proven to increase the size of government (ratio of government spending to output). Good institutional quality is considered as an important factor to ensure government spending is effective and able to contribute positively to the economy. This study aims to determine whether the influence of government size on economic growth depends on the quality of the institution. The study uses the level of analysis in 491 districts / municipalities in Indonesia during 2011-2017. Using Ordinary Least Square (OLS) estimation …

Regional Transportation Goals: Reducing Sprawl Through Interconnected Centers, Reid Ewing
TREC Project Briefs
A “polycentric” region is a network of compact developments (centers) that are connected with each other through high-quality transportation options. As the antidote to sprawling suburbs, compact centers can encourage all the things that sprawl discourages: public health, environmental sustainability, social cohesion, and economic diversity. But how can metropolitan planning organizations ensure that their regional plans will actually meet these goals? Polycentric development has been advocated by urban and transportation planners for more than a decade. However, effective practice must be backed by solid research, and to date there has been little or no research that quantifies the transportation benefits …

Compact development can result in many benefits for communities and residents. Areas can connect compact developments through high-quality transportation options, creating a network of centers, or a “polycentric” region. This development pattern is very popular in Europe and is linked to significant benefits. Salt Lake County has organically developed several small centers, and with the right strategies could continue to fuel this kind of growth. The metropolitan planning organization (MPO) for the region, the Wasatch Front Regional Council, has been planning for polycentric development since the Wasatch Choice for 2040 Vision was released in 2010. Our research is aimed at …
