Purpose
Legislative mandates that require GPS monitoring of offenders add to the existing logistical complexities of community supervision. Challenges in implementing GPS policies and practices are heightened by the lack of sound empirical research. Studies examining the relationships between GPS monitoring of sex offenders in the community and the legislative goals of public safety, deterrence, and cost effectiveness are virtually nonexistent. To begin to address this gap in the literature, this study examines the impact of a statutorily-based GPS monitoring program for adult sex offenders convicted of dangerous crimes against children and placed under community supervision.

This work examines the genocidal rape policies that occurred in the Rwandan and former Yugoslavian conflicts. Traditionally, rape has been considered an unfortunate yet inescapable consequence of war. In the early 1990s, the Hutu and Serbian regimes developed a new tactic and utilized rape as a genocidal weapon. Following a comparative analysis framework, the present study will examine the similarities and differences of the genocidal rape in Rwanda and the former Yugoslavia. Five points of comparison were established: perpetrators, victims, global economics, social disorder, and militias. Using a combination of techniques stemming from the spatial analysis approach of Geography, structural-functionalist theory in Sociology, and an ecological perspective of Criminology, this thesis addresses where sex offenders reside and why. Analyses were performed using the twin cities of Minneapolis and St. Paul, Minnesota as a typical urban setting. The purpose of this study was to understand how offender age impacted residential substance abuse treatment (RSAT) program success in reducing rates of recidivism for offenders exiting the judicial system. Despite passing legislation in the 1980s and 1990s, which increased the penalties for certain crimes, offender recidivism remains high, with no apparent drop in the number of incarcerations and re-incarcerations, resulting in high costs and threats to the safety and quality of life experienced within communities. To address the primary problem of racial profiling by police, many states have passed legislation that require police departments to collect demographic data on those with whom the officer comes into contact; these data are later evaluated by supervisors. The problem lies in the possibility for police officers to disengage, or depolice, when faced with data collection policies that may be viewed as lessening the officer's discretion. A Specialized or Super Intensive-1 (SI-1) supervision level refers to a contact requirement imposed on special needs offenders (SNOs) under Texas parole supervision. SI-1 supervision requires greater contact with parole officers and treatment providers than supervision levels used on regular offenders (ROs), yet little is known about whether SI-1 supervision offenders violate terms of their parole or commit new crimes at a different rate compared to the regular offender population in the State of Texas. This chapter makes a case for the republican tradition in political philosophy as a theory that can provide a rational reconstruction of criminal law. It argues that republicanism offers a reconstruction of criminal law that is both rational and plausible. In particular, it shows that republicanism can help us to make sense of three important features of criminal law: first, the conviction that crime is a public wrong; second, the general pattern of development of criminal law historically; and third, the public nature of criminal law as a cooperative enterprise. Intimate partner violence is a very serious issue in the United States. In spite of improvements, there is still much work to be done. Policies focusing on formal controls such as arrest, orders of protection, and prosecution have questionable potential. However, collective efficacy and the examination of community context have much to offer the field of intimate partner violence. Collective efficacy, comprised of social cohesion, social capital, and informal social control, may be more effective in reducing intimate partner violence than use of traditional formal social controls alone. Using a sample of college students, we apply the general theory of crime and the lifestyle/routine activities framework to assess the effects of individual and situational factors on seven types of cybercrime victimization. The results indicate that neither individual nor situational characteristics consistently impacted the likelihood of being victimized in cyberspace. Self-control was significantly related to only two of the seven types of cybercrime victimizations and although five of the coefficients in the routine activity models were significant, all but one of these significant effects were in the opposite direction to that expected from the theory.
