งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์การลักลอบเคลื่อนย้ายยาเสพติดข้ามพรมแดนขององค์กรอาชญากรรมข้ามชาติผ่านช่องทางการขนส่งระหว่างประเทศทางน้ำและอากาศของประเทศไทย โดยมุ่งวิเคราะห์ปัญหา อุปสรรค และเสนอแนวทางการพัฒนามาตรการการสกัดกั้นที่มีประสิทธิภาพ งานวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยรวบรวมข้อมูลจากการสัมภาษณ์แบบกึ่งโครงสร้าง (Semi-structured Interview) กับผู้แทนจากหน่วยงานบังคับใช้กฎหมายและองค์การระหว่างประเทศ ได้แก่ สำนักงาน ป.ป.ส. สำนักงานตำรวจแห่งชาติ กรมศุลกากร และสำนักงาน ยาเสพติดและอาชญากรรมแห่งสหประชาชาติ (UNODC) ร่วมกับการวิเคราะห์เอกสารกฎหมายที่เกี่ยวข้อง โดยใช้แนวคำถามการสัมภาษณ์ (Interview Guide) เป็นเครื่องมือหลัก ผลการวิจัยสะท้อนให้เห็นปัญหาและอุปสรรคที่มีนัยสำคัญ ได้แก่ ความหลากหลายและความซับซ้อนของรูปแบบการลักลอบ อุปสรรคด้านการประสานงานและระบบข่าวกรอง และข้อจำกัดด้านทรัพยากร เช่น บุคลากร งบประมาณ และเครื่องมือ ตลอดจนข้อจำกัดด้านกฎหมายทั้งในระดับภายในประเทศและระหว่างประเทศ รวมถึงอิทธิพลของบริบททางการเมืองที่ส่งผลต่อการกำหนดนโยบายยาเสพติด นอกจากนี้ ยังพบว่าโครงสร้างองค์กรและแนวทางปฏิบัติที่เน้นการตอบสนองเฉพาะหน้า ยังคงเป็นข้อจำกัดต่อการสกัดกั้นเชิงระบบในระยะยาว เพื่อตอบสนองต่อปัญหาดังกล่าว งานวิจัยนี้จึงเสนอแนวทางการพัฒนาใน 6 ด้านหลัก ได้แก่ (1) การกำหนดยุทธศาสตร์เชิงรุก เช่น การใช้กลยุทธ์การส่งมอบยาเสพติดภายใต้การควบคุม (Controlled Delivery) และการพัฒนาระบบคัดกรองและสุ่มตรวจในจุดเสี่ยง (2) การบูรณาการความร่วมมือภายในประเทศ ผ่านการจัดตั้งระบบฐานข้อมูลกลางด้านข่าวกรอง และการขยายโมเดลคณะทำงานสกัดกั้นยาเสพติดในพื้นที่ด่านหน้า (3) การเสริมสร้างความร่วมมือระหว่างประเทศในระดับทวิภาคีและพหุภาคี โดยเน้นการแลกเปลี่ยนข้อมูลข่าวกรองและการสืบสวน (4) การพัฒนาเทคโนโลยีและระบบสารสนเทศ เช่น การใช้ AI และ Big Data วิเคราะห์พฤติกรรมเสี่ยง และการเสริมอุปกรณ์ตรวจสอบให้หน่วยงานภาคสนาม (5) การปรับปรุงกฎหมายให้สอดคล้องกับลักษณะของอาชญากรรมข้ามชาติ และ (6) การเสริมสร้างศักยภาพองค์กรและบุคลากร ทั้งในด้านทักษะเฉพาะทาง และกลไกการตรวจสอบภายในองค์กร ที่เข้มแข็ง ข้อเสนอแนะจากการวิจัยครอบคลุมทั้งระดับปฏิบัติการและระดับนโยบาย โดยเน้นการยกระดับระบบตรวจสอบและข่าวกรอง การพัฒนาทักษะเจ้าหน้าที่ การปรับปรุงกฎหมายให้สอดรับกับอาชญากรรมสมัยใหม่ และการออกแบบแผนยุทธศาสตร์ระดับชาติเพื่อรองรับปัญหาอย่างต่อเนื่องและเป็นระบบ ภายใต้การบูรณาการระหว่างภาครัฐ ภาคเอกชน และชุมชน เพื่อสร้างกลไกการสกัดกั้นยาเสพติดที่มีความยืดหยุ่น เข้มแข็ง และยั่งยืน ภายใต้หลักสิทธิมนุษยชนและนิติธรรม

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาลักษณะร่วมของชุมชนกองทุนแม่ของแผ่นดินใน การป้องกันและแก้ไขปัญหายาเสพติด โดยศึกษาการสนับสนุนทางสังคม และแนวทางการควบคุม ทางสังคมของชุมชนที่ช่วยในการป้องกันและแก้ไขปัญหายาเสพติดในพื้นที่จังหวัดเชียงราย จำนวน 4 หมู่บ้าน การศึกษาวิจัยครั้งนี้ใช้วิธีการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) เก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ รวม 16 คน ได้แก่ คณะกรรมการกองทุนแม่ของแผ่นดิน 3 คน และสมาชิกชุมชน 1 คน ต่อหมู่บ้าน โดยใช้การสัมภาษณ์เชิงลึก (In-depth Interview) และการสังเกต (Observation) สภาพแวดล้อม การใช้ชีวิต รวมถึงการทำกิจกรรมร่วมกันของคนในชุมชน จากนั้นจึงวิเคราะห์เนื้อหา (Content Analysis) ผลการศึกษาพบว่า ลักษณะร่วมของชุมชนที่ส่งผลดีต่อการป้องกันยาเสพติด ได้แก่ ความสามัคคี ความไว้วางใจในผู้นำ และการมีส่วนร่วมในกิจกรรมสาธารณะ ด้านการสนับสนุนทางสังคม ชุมชนใช้พลังของเครือญาติ ความใกล้ชิดระหว่างครอบครัว และกิจกรรมทางศาสนาในการดูแลกลุ่มเสี่ยง สำหรับการควบคุมทางสังคม ชุมชนใช้ความเชื่อผ่านพิธีปฏิญาณตนต่อศาลพ่อปู่ซึ่งเป็นสิ่งยึดเหนี่ยวจิตใจของสมาชิก เสมือนเป็นกลไกควบคุมพฤติกรรมอย่างไม่เป็นทางการ ร่วมกับการตั้งกติกาและความร่วมมือกับหน่วยงานรัฐ ผลการศึกษาชี้ให้เห็นว่าชุมชนสามารถสร้างระบบป้องกันยาเสพติดที่เข้มแข็งจากภายใน โดยอาศัยความร่วมมือของสมาชิกในชุมชนร่วมกับการใช้ความเชื่อในท้องถิ่นเป็นเครื่องมือควบคุมพฤติกรรมที่สอดคล้องกับบรรทัดฐานทางสังคม อีกทั้ง การส่งเสริมระบบฟื้นฟูและคืนคนดีสู่สังคม การบูรณาการพลังศรัทธาเข้ากับมาตรการทางสังคม และการเชื่อมโยงระหว่างชุมชนผ่านการเรียนรู้ร่วมกัน จะเป็นแนวทางสำคัญที่สามารถต่อยอด เพื่อสร้างภูมิคุ้มกันในการป้องกันและแก้ปัญหายาเสพติดได้

เส้นทางชีวิตของผู้ลี้ภัยที่ค้าบริการทางเพศในกรุงเทพมหานคร, กวิสรา ทศพะรินทร์

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาพลวัตของเส้นทางชีวิต รูปแบบการค้าบริการทางเพศ และแนวทางการป้องกันการค้าบริการทางเพศของผู้ลี้ภัยที่อาศัยอยู่ในเขตกรุงเทพมหานคร โดยมุ่งเน้นไปที่ปัจจัยทางโครงสร้าง ปัจจัยทางสังคม และปัจจัยส่วนบุคคลที่ส่งผลต่อการตัดสินใจเข้าสู่วงจรการค้าบริการทางเพศ งานวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพผ่านการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญรวมจำนวนทั้งหมด 12 ราย ซึ่งประกอบด้วยกลุ่มผู้ลี้ภัยที่ค้าบริการทางเพศในกรุงเทพมหานคร เจ้าหน้าที่องค์กร NGO และองค์กรระหว่างประเทศที่เกี่ยวข้อง ผู้บังคับใช้กฎหมายและผู้เชี่ยวชาญด้านนโยบายเกี่ยวกับผู้ลี้ภัย ผลการวิจัยพบว่าเส้นทางชีวิตของผู้ลี้ภัยที่ค้าบริการทางเพศมีความซับซ้อนและเปราะบางโดยมีปัจจัยผลักดันสำคัญอันได้แก่ การเข้าไม่ถึงสิทธิขั้นพื้นฐานและการขาดโอกาสในการประกอบอาชีพอย่างถูกกฎหมาย การไม่ได้รับรองสิทธิความเป็นพลเมือง ผลจากข้อจำกัดทางเศรษฐกิจและความจำเป็นในการเอาชีวิตรอดทำให้ผู้ลี้ภัยเกิดการตัดสินใจเข้าสู่วงจรการค้าบริการทางเพศ อีกทั้งยังพบว่ารูปแบบการค้าบริการทางเพศของคนกลุ่มนี้มีทั้งแบบอิสระและแบบพึ่งพาผู้อื่นในการจัดหาลูกค้า นอกจากนี้ผลการวิจัยยังแสดงให้เห็นถึงความเสี่ยงที่ผู้ลี้ภัยต้องเผชิญ เช่น การถูกละเมิดสิทธิแรงงาน การเลือกปฏิบัติและความรุนแรงทางเพศ ผลการศึกษานี้ชี้ให้เห็นถึงความจำเป็นในการปรับปรุงนโยบายเกี่ยวกับผู้ลี้ภัยและการคุ้มครองสิทธิ รวมถึงแนวทางการแก้ไขปัญหาทางเศรษฐกิจและสังคมที่ครอบคลุม ไม่ว่าจะเป็นการเข้าถึงสิทธิมนุษยชน การรับรองสถานะทางกฎหมาย การส่งเสริมทางเลือกทางอาชีพและการทำงานร่วมกันระหว่างรัฐและองค์กรภาคประชาสังคม

รูปแบบการฉ้อโกงสกุลเงินเข้ารหัสในระเทศไทย, กรกนก พุ่มพวง

วิทยานิพนธ์เรื่องรูปแบบการฉ้อโกงสกุลเงินเข้ารหัสในประเทศไทย มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์สาเหตุการเกิดอาชญากรรมสกุลเงินเข้ารหัสในประเทศไทย รูปแบบและแนวโน้มการเกิดอาชญากรรมสกุลเงินเข้ารหัสในประเทศไทย โดยเป็นการศึกษาเชิงคุณภาพและใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ ประกอบด้วยผู้เสียหายหรือผู้ตกเป็นเหยื่อ ซึ่งเป็นกลุ่มตัวแทนผู้เสียหายจากอาชญากรรมที่เกี่ยวข้องกับเงินสกุลเข้ารหัส กลุ่มผู้เชี่ยวชาญด้านการเงิน กลุ่มผู้เชี่ยวชาญในการให้คำแนะนำด้านการลงทุน กลุ่มผู้เชี่ยวชาญด้านกฎหมาย กลุ่มผู้เชี่ยวชาญด้านสินทรัพย์ดิจิทัล และกลุ่มพนักงานสอบสวนพิเศษ DSI จำนวนทั้งสิ้น 26 คนผลการศึกษาพบว่า สาเหตุการเกิดอาชญากรรมสกุลเงินเข้ารหัสในประเทศไทย ได้แก่ 1) ความไม่รู้และความเข้าใจผิดของผู้ลงทุน 2) ความคาดหวังผลตอบแทนสูงโดยไม่ตรวจสอบ และ 3) ข้อจำกัดด้านกฎหมายและการปรับตัวของอาชญากร ในขณะที่รูปแบบและแนวโน้มการเกิดอาชญากรรมสกุลเงินเข้ารหัสในประเทศไทย ได้แก่ 1) การฉ้อโกงผ่านแพลตฟอร์มเลียนแบบหรือแพลตฟอร์มเถื่อน 2) การฉ้อโกงผ่านการเสนอขายเหรียญดิจิทัล (ICO) โดยไม่ได้รับอนุญาต 3) Rug Pull และสัญญาอัจฉริยะ (Smart contract) ที่ฝังกลโกง 4) การใช้คริปโทเคอร์เรนซีเป็นช่องทางฟอกเงินหรือหลีกเลี่ยงการตรวจสอบ และ 5) การปกปิดข้อมูลและการโฆษณาเกินจริง

การวิจัยเรื่อง “เสรีภาพจากการกดขี่: การเสริมพลังคนพิการผู้ก้าวข้ามความรุนแรง” มีวัตถุประสงค์เพื่อ (1) ศึกษาสถานการณ์ความรุนแรงต่อคนพิการในประเทศไทย (2) ศึกษาปัจจัยที่มีผลต่อการเสริมพลังคนพิการที่ประสบความรุนแรงในประเทศไทย และ (3) เสนอมาตรการในการป้องกันและแก้ไขปัญหาการเสริมพลังคนพิการที่ประสบความรุนแรงในประเทศไทย ใช้ระเบียบวิธีวิจัยแบบผสมผสาน โดยการวิจัยเชิงปริมาณเก็บข้อมูลด้วยแบบสอบถามจากเจ้าหน้าที่ในศูนย์บริการคนพิการของภาครัฐและองค์กรคนพิการ จำนวน 559 คน ด้วยการสุ่มตัวอย่างแบบง่าย เครื่องมือวิจัยเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้น (IOC = 0.802, Reliability = 0.958) วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนาและการวิเคราะห์การถดถอยพหุคูณ โดยใช้ตัวแปรปัจจัยด้านการเสริมพลังคนพิการ ปัจจัยด้านนโยบาย ปัจจัยด้านการดำเนินคดี ปัจจัยด้านการคุ้มครอง ปัจจัยด้านการป้องกัน และปัจจัยด้านความเป็นหุ้นส่วน ในส่วนของการวิจัยเชิงคุณภาพ ดำเนินการสัมภาษณ์เชิงลึกโดยใช้แบบสัมภาษณ์กึ่งโครงสร้างกับผู้ให้ข้อมูลสำคัญซึ่งเป็นผู้เชี่ยวชาญ จำนวน 25 คน และกรณีศึกษาคนพิการหรือผู้ดูแลที่ก้าวข้ามความรุนแรง จำนวน 10 คน ข้อเสนอแนะจากงานวิจัย ได้แก่ ควรปรับปรุงกฎหมายให้ครอบคลุมการคุ้มครองคนพิการจากความรุนแรงทุกรูปแบบ แต่งตั้งผู้สนับสนุนสิทธิคนพิการ พัฒนามาตรฐานสถานดูแลภาคเอกชน จัดทำฐานข้อมูลกลาง ส่งเสริมการสร้างพื้นที่ปลอดภัย พัฒนาระบบเฝ้าระวังความรุนแรงในชุมชน สร้างความตระหนักรู้แก่สังคม จัดอบรมเสริมพลังให้คนพิการและครอบครัว พัฒนาคู่มือการปฏิบัติงาน และส่งเสริมงานวิจัยที่ใช้กรอบแนวคิดการผนวกรวมประเด็นคนพิการ

This paper traces an expanded ethical perspective for youth and community work (YCW) practice in response to the climate and biodiversity crises. Discussing ecological ethics, we problematise the liberal humanist emphasis on utilitarianism and reject it as inappropriate for YCW in these times. Instead, we argue for an ecocentric practice ethic which intrinsically values the non-human world. To advance an ecocentric ethical perspective for YCW we draw on decolonial and posthuman theory. Inspired by a Freirean dialogical approach, we apply these theoretical domains as lenses to problematise YCW practice, seeking a generative dialogue between perspectives. Over 100,000 Americans are now dying from drug overdoses annually, signifying that the goal of the 1986 Anti-Drug Abuse Act (ADAA) to end illicit drug use has not been achieved. What’s more, numerous statutes within the ADAA have created or worsened housing instability among people who use drugs and their families. This is because the ADAA allows public housing officials to use their own discretion when determining evictions and lease refusals and has disproportionately harmed individuals in public housing who did not participate in the drug-related activities that led to their eviction. Bi-Negativity: An Assessment Of Negativity Surrounding Bisexuality From The Lgbtq+ And Heterosexual Communities, Whitney R. Ford

This study was conducted to test the hypothesis that negative attitudes towards bisexual people (bi-negativity) exists within the LGBTQ+ and heterosexual communities and to determine if levels of bi-negativity are higher within the LGBTQ+ group. I administered the Gender-Based Attitudes Towards Bisexuality (GBAB) Scale by Nielsen et al. (2022) to measure bi-negativity using an online survey. The results, obtained from 87 participants who identify as LGBTQ+ and 121 participants who identify as heterosexual between the ages of 18 and 80, support my hypothesis that bi-negativity exists within both groups. The concept of ethnicity, once in vogue, has largely gone out of fashion among twenty-first-century social scientists, now replaced by models of assimilation defined in terms of the construction of whiteness and white supremacy. Beyond Whiteness: Revisiting Jews in Ethnic America explores the benefits of reconfiguring the ethnic concept as a tool to analyze the experiences of twentieth-century American Jews—not only in relation to other “white” groups of European descent, but also African Americans and Asian Americans, among others. Anti-Semitism is a pervasive global issue, particularly prominent in the United States. Studying and defining anti-Semitism prove remarkably challenging for scholars, leading to inadequate understanding and exclusion from contemporary academic discourse and social justice initiatives. In this dissertation, I made the case that anti-Semitism is hard to categorize, stemming, in part, from the difficulty in categorizing what it is to be Jewish, which seems to be multi-form (a figure of thought, a race, an ethnicity, a religion, a nation, none of the above). Scholars and practitioners often have different understandings and interpretations of allyship in the social movement context. There are conflicting expectations of allies, making it difficult to clearly identify their role and relationship to the overall movement and membership. The result can be confusion, unmet expectations, and disappointment. This research addresses this challenge by examining allyship as a means of solidarity in racial justice social movements.
