Bulletin of Chinese Academy of Sciences (Chinese Version)
With the digital transformation and the construction of digital China, a digital world parallel to the real world is being born. Historically, numbers have shaped our perception of the world and human beings. Digital transformation will further expand human cognitive space and means, release productivity, and change the way people think and behave. However, the virtuality and "outof domain" characteristics of people and things in the digital world have caused ethical problems in the digital world. Artificial intelligence (AI) is the core of the fourth industrial revolution, and it has brought challenges to ethics and social governance. On the basis of explaining the current ethical risks of artificial intelligence, the study furtherly analyzes the current consensus on ethics, governance principles, and governance approaches of artificial intelligence. Moreover, the study also proposes to take "co-construction, co-governance and sharing" as the guiding theory to gradually build a multi-dimensional ethical governance system, including education reform, ethical norms, technical supports, legal regulations, and international cooperation.

Biotechnology is changing greatly over recent years, providing huge benefits to human society. However, the ethics, safety, and negative externalities of biotechnology have become increasingly prominent. Currently, biotechnology is still in the early stage of development, and full of high uncertainty. Technological changes in this field have the characteristics of stronger subversiveness, complexity, and social relevance. The world is facing a process of great development of biotechnology, new outbreaks of ethical challenges, and ethical governance reforms. China should take this opportunity to promote the high-quality development of biotechnology on the one hand, and on the other hand, adopt a multi-pronged …

The Role Of Public And Private Sectors: How To Promote National Cybersecurity Strategies And Critical Infrastructure Protection In Southeastern Europe, Larry Cruz
Independent Study Project (ISP) Collection
This paper seeks to address the important role of public and private interests in protecting critical infrastructure in Southeastern Europe, providing examples from Serbia. While the public sector does have a role in protecting critical infrastructure needs, it is the private sector which holds major oversight of the critical infrastructures of the region, therefore having an important role in maintaining their functionality and protection. The literature in this field argues for more collaboration and information sharing between the public and private sectors of the region, though the task is not as simple as it appears given the varying aspirations of …

Historical Experience Of Tackling Original And Leading Problems Of Science And Technology—Case Study Of National Superconductivity Research, Chao Gu
Bulletin of Chinese Academy of Sciences (Chinese Version)
Tackling original and leading problems of science and technology (TOLPST) is the key to strengthening national strategic scientific and technological forces and achieving scientific and technological self-reliance of China. The national superconductivity research which began in 1987 is a typical TOLPST. It has helped China's high-temperature superconductivity research leap from backwardness, follow-up phase to parallel running state or even leading position, but it did not produce original innovation. The historical experience of national superconductivity research has important implications for TOLPST: (1) Basic research should be categorized and accurately implemented, especially the original innovation should be distinguished from the application-oriented research …

Lake is an important component of inland water resource of China, and key ecological component of Mountain-RiverForest-Farmland-Lake-Grassland life community. Lake is also a perfect research unit for ecological theory owing to its relative clearly isolate ecosystem. Field observatory, controlled experiment, and numerical simulation are common research methods for limnology theory development and ecological restoration technology innovation. In shallow lakes, the lake ecosystem is very sensitive to the change of environmental condition. For example, changes of physical condition, such as wind-wave, could strongly influence the sediment-water interaction, light condition of water, and the growth of phytoplankton, and finally change the whole …
