With the new round of global scientific and technological revolution and accelerated industrial transformation and the rapid development of interdisciplinary research, the basic research is shifting from the exploratory behavior of individual scientist to a more organized form. This article raised the conceptualizing framework of "organized basic research", revealed its characteristics and major types. The article also discussed and clarified several important issues in relate to the organized basic research, that it should stick to the goal of scientific development, it should be led by scientists, and academic freedom would always constitute as its foundation.

One goal of this research was to determine potential themes that may influence the understanding of Digital and Multimedia Evidence (DME) by attorneys and Digital Forensic Examiners (DFE) within the United States Criminal Justice System. Qualitative semi-structured interviews were conducted to gather information from experienced criminal attorneys and DFEs regarding potential influences on their understanding of DME. Any policy requires a ‘frame’ and, by the same token, entails an ‘overflow’, externalizing a certain part of the world as irrelevant. This mundane business of policy framing and overflowing became an urgent matter of concern in Japan in March 2011, as the Fukushima nuclear disaster exposed how the existing frame of nuclear safety had permitted the fatal overflow of severe accident management.
