Recording Of Custodial Interrogations: Policies And Practices, Laura Rubino

Within the last century, interrogation practices throughout the United States have notably changed. Police interrogations went from physical harm (i.e., the third degree) to psychologically suggestive techniques. These psychologically coercive techniques put suspects at risk of giving a false confession, which is one of the contributing factors in wrongful convictions. One remedy to reduce false confessions is to electronically record interrogations. Very little is known about the specific policies and practices of electronic recordings during interrogation within law enforcement agencies. Practicing Representation : The Impact Of Electoral Competition On The Home Styles Of U.S. Representatives, Michael A. Armato

A great deal of political science literature has illustrated that U.S. Representatives respond to different electoral competition scenarios through modifying voting behaviors, floor statements, and bill sponsorship activities. However, scholarship has yet to significantly assess if and how political competition impacts the ways members of Congress present themselves to their voters and explain policy positions to their constituents. This dissertation longitudinally explores if and compares how members of Congress in different and changing electoral circumstances alter their home style behaviors, or not, due to the presence or lack of robust political competition.

The New York State Nursing Home Transition and Diversion Medicaid waiver program (NHTD) assists individuals with long-term care needs with the goal of living safely in their communities. This program is founded on two assumptions: it is less expensive to provide long-term care services to Medicaid recipients in the community as opposed to a nursing home and those who are willing and capable of living in a community setting should do so. This study examines factors that explain the structure of a regulatory policy with a particular focus on how distrust plays a role in shaping the structure of a regulatory policy network. Understanding the mechanisms that explain the structure of policy networks has been an important subject in the era of collaboration. However, previous research have almost exclusively studied network structures in the context of social service policies. Topic Modeling For E-Petition Analysis : Interpreting Petitioners' Policy Priorities, Loni Hagen

The Obama Administration launched an e-petitioning site called “We the People” (WtP) in 2011 to encourage the submission of citizens’ policy suggestions. Since 2011, thousands of petitions have been submitted to this site. Analysis of the contents of petition texts using topic modeling may enable policy makers and government leaders to identify latent topics of public interest that are not otherwise apparent.

Government social interventions hold considerable power over what choices and opportunities impoverished households have available to escape the oppressive socioeconomic trappings of poverty. The U.S. Internal Revenue Service’s Low Income Housing Tax Credit (LIHTC) is one such program. While there are many positive mission statements of social governance, this study focused on the regressive potential for oppressive institutional policies and practices. Theoretical frameworks guiding the study were Pierce’s 1979 model of oppression and Crenshaw’s 1989 intersectionality theory. The literature suggests that thoughtful board composition generates more strategic and thoughtful policymaking. This study examined one aspect of board composition that is frequently cited as a source of more strategic and thoughtful policymaking: clients as voting members.

This study used descriptive and inferential statistics to examine the prevalence of, and the factors associated with clients participating as board members of human services nonprofit organizations in San Diego County. At the end of the 20^th century, economic and political forces converged to create an unprecedented migration of Hispanics across and within U.S. borders. Many migrated for work in new destinations like the Southeast instead of traditional regions in the Southwest. In the Southeast many communities struggled to meet the economic and social needs of its newest members of a population that grew seemingly overnight.

Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. This thesis also looks into existing literature comparing the effectiveness of CCTs to other social protection programs (SPPs) and finds that CCT is one of the …
