Despite recent public policy initiatives limiting or banning forms of distracted driving resultant from cellular phone use, crashes remain on the rise. Individuals from the millennial generation, ages 16 to 35, appear to be most susceptible to distracted driving. Understanding the behaviors, attitudes, and habits of millennials is critical to developing effective policy for behavior change. Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Two problems may result from inadequate implementation of these programs: weakened national security from the failure to protect critical infrastructure in remote areas and a threat to public safety in rural towns. Assaults on emergency department nurses by patients are higher than any other occupation in the private sector. Professional nursing organizations have lobbied for penalty enhancement laws that increase the categorization of assaulting a nurse on duty from a misdemeanor to a felony. As of 2015, 32 states have implemented these laws. Yet, low assault reporting rates by nurses remains a problem, and little is known about whether penalty enhancements improved reporting rates. Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. Government social interventions hold considerable power over what choices and opportunities impoverished households have available to escape the oppressive socioeconomic trappings of poverty. The U.S. Internal Revenue Service’s Low Income Housing Tax Credit (LIHTC) is one such program. While there are many positive mission statements of social governance, this study focused on the regressive potential for oppressive institutional policies and practices. In the case of one important and controversial piece of legislation, nothing could be farther from the truth. The 1973 War Powers Resolution (WPR), which places limits on presidential power to deploy troops in combat situations, has ample application to the political functioning of the United States today. In a January 2016 meeting, the Clark County Commission heard a proposal from the County Public Works Department about a $200 million plan to build two urban elevated expressways constructed above existing roadways, potentially linking McCarran International Airport with the Las Vegas Strip’s resort corridor. Commissioners lauded the project with a “high degree of confidence” for funding sources and praised the “magnificent way of moving traffic” and “out of the box thinking” of these urban elevated expressways. After providing a historical context of the dairy industry and its connections with federal policy, this paper follows the story of a large dairy cooperative: Association Milk Producers, Inc. U.S. Department of Veterans Affairs (DVA) leaders created a Veterans First Contracting Program (VFCP) under Public Law 109-461 to provide procurement opportunities for veteran-owned small businesses (VOSBs) and service-disabled veteran-owned small businesses (SDVOSBs). However, DVA leaders established a preference hierarchy that increased opportunities for SDVOSBs and decreased opportunities for VOSBs. This ethnographic and phenomenological study examined the relationship between the benefits and compensation afforded to emergency responders; their perceptions of work equity, equality, justice, and risk management; and the effect of perceived equity, equality, justice, and risk management on the execution of an emergency responder's duties. The data was collected through interviews with members of the culture group, including law enforcement officers, firefighters, and emergency medical responder's (n = 24).
