Public interest in environmental and health impacts from shale oil and gas extraction (what the public calls “fracking”) is growing. Industry claims the public outcry against the new technology is not grounded in science. In February 2013, Resources for the Future (“RFF”) published a list of high priority “risk pathways” that experts from NGOs, academia, government, and industry all agreed were real concerns about fracking. This article used the risk matrix to evaluate whether public comments in dockets of federal agencies that proposed regulation concerning hydraulic fracturing tracked expert concern. ITF Enhancing Human Security (ITF) had an exceptionally busy and demanding 2016. Primarily, we will remember the past year for passing a remarkable milestone in our institutional history and reaching 400 million USD in implemented donations. Even though our initial mandate was geographically limited to Bosnia and Herzegovina, we have employed these funds over the past 19 years for the benefit of over 30 countries, territories and regions. In 2016 alone, we helped individuals, communities and institutions in 18 countries, territories and regions.

APOPO is a global non-profit organization registered in Belgium that researches, develops and implements detection rat technology for humanitarian purposes. Detection rats, nicknamed HeroRATs, save lives by detecting landmines and tuberculosis. APOPO is headquartered in Tanzania and clears landmines in Mozambique, Angola and Cambodia, and soon in Zimbabwe. APOPO also detects tuberculosis in Tanzania and Mozambique and soon in Ethiopia. APOPO’s research and development center is based in Tanzania.

Clearance has been remarkably successful both in reclaiming land and making life safer for some of the most disadvantaged people in the world. As the number of casualties due to landmines has fallen, we have seen the number of deaths and injuries caused by explosions in ammunition storage areas rise and an increasing diversion of ammunition away from state stockpiles and into the hands of non-state actors.

As a secular democracy, India’s constitution enshrines relatively robust safeguards for religious equality and freedom. Article 25 provides all citizens the right to “freely profess, practice, and propagate” religion, and avoids assigning to Hinduism any special role or explicit privilege (in contradistinction to the situation with Buddhism in Sri Lanka, for example). Moreover, the Indian government itself has not generally engaged in any systematic or flagrant way in the direct persecution or oppression of its religious minorities.

Plan implementation is crucial to the success of any society. For a community to feel the impact of planning, planners should implement plans efficiently. In the light of the importance of plan implementation to our community, the study evaluated the various factors (institutional capacity, and citizen participation) that affected the implementation of the DMTDP (2006-2013) in Offinso Municipal Assembly (OMA) and Kwabre East District Assembly (KEDA) in Ghana. Sex offender registration policies have expanded rapidly, now extending to adolescent offenders across the nation. Policies mandating registration are based, in part, on arguments that registration is needed to prevent dangerous sex offenders from committing additional offenses and that risk of registration deters would-be offenders from offending in the first place. Research suggests that registration does not serve the former specific deterrent function for adolescents, but less is known regarding the latter goal of general deterrence. The disciplines of criminology and developmental psychology both offer important theoretical perspectives, but these frameworks have yet to be applied to this unique context. …

One of the ways that we wanted to do this was by making sure that communities had access to Appalachian Art and that local Appalachian artists were nurtured. We have a traveling collection of art, currently made up of twelve pieces including photographs, paintings, fiber arts, ceramics, and historic artifacts. The percentage of contract dollars awarded to small businesses at DoD increased from just over 16% to just over 19%, but the actual dollars only changed by approximately 10%. The number of small business contract actions at DoD fell by nearly 70% yet the value of those contract actions rose by nearly 290%. As the data shows, fewer small companies are winning contracts, but the contracts won are larger in dollar amount.

Reluctant students often criticize the study of history as irrelevant to the present day.

In the case of one important and controversial piece of legislation, nothing could be farther from the truth. The 1973 War Powers Resolution (WPR), which places limits on presidential power to deploy troops in combat situations, has ample application to the political functioning of the United States today. Thus, investigating and studying the resolution remains relevant and important today. The WPR became law in 1973, overcoming a predictable veto by President Nixon. In a January 2016 meeting, the Clark County Commission heard a proposal from the County Public Works Department about a $200 million plan to build two urban elevated expressways constructed above existing roadways, potentially linking McCarran International Airport with the Las Vegas Strip’s resort corridor. Commissioners lauded the project with a “high degree of confidence” for funding sources and praised the “magnificent way of moving traffic” and “out of the box thinking” of these urban elevated expressways. Yet the positive feedback that County Commissioners showered on this proposal flies in the face of decades of history on urban elevated expressways. …

Over the past decade, there has been a dramatic increase in the number of areas where asking for help is restricted or banned. Whether called begging, panhandling, or solicitation, cities were spurred on by concerns of business owners and residents to ban or highly restrict this type of speech from occurring in public areas. Yet laws such as these have been repeatedly struck down by courts in recent months, fueled in large part by the Supreme Court’s decision in Reed v. City of Gilbert.

This paper examines the association between race blame attitudes with support for policies aimed at improving the nation’s large cities among White and Black Americans. Although legislative safeguards protect the constitutional rights of all Americans, Blacks trail Whites on nearly all quality of life indicators. By extension, the quality of life within cities with disproportionate and segregated Black populations is decidedly worse than in other cities. That said, the current study largely finds that black and white Americans maintain different motivations for supporting increased or decreased funding for large urban American cities, which often serves as a code word for …
