A defining feature of public sector employment is the regular change in elected leadership. Yet, we know little about how elections influence public sector careers. We describe how elections alter policy outputs and disrupt the influence of civil servants over agency decisions. These changes shape the career choices of employees motivated by policy, influence, and wages. Using new Office of Personnel Management data on the careers of millions of federal employees between 1988 and 2011, we evaluate how elections influence employee turnover decisions. We find that presidential elections increase departure rates of career senior employees, particularly in agencies with divergent …

We model personnel policies in public agencies, examining how wages and promotion standards can partially offset a fundamental contracting problem: the inability of public sector workers to contract on performance, and the inability of political masters to contract on forbearance from meddling. Despite the dual contracting problem, properly constructed personnel policies can encourage intrinsically motivated public sector employees to invest in expertise, seek promotion, remain in the public sector, and develop policy projects. However, doing so requires internal personnel policies that sort "slackers" from "zealots." Plan implementation is crucial to the success of any society. For a community to feel the impact of planning, planners should implement plans efficiently. In the light of the importance of plan implementation to our community, the study evaluated the various factors (institutional capacity, and citizen participation) that affected the implementation of the DMTDP (2006-2013) in Offinso Municipal Assembly (OMA) and Kwabre East District Assembly (KEDA) in Ghana. Sex offender registration policies have expanded rapidly, now extending to adolescent offenders across the nation. Policies mandating registration are based, in part, on arguments that registration is needed to prevent dangerous sex offenders from committing additional offenses and that risk of registration deters would-be offenders from offending in the first place. Research suggests that registration does not serve the former specific deterrent function for adolescents, but less is known regarding the latter goal of general deterrence. The disciplines of criminology and developmental psychology both offer important theoretical perspectives, but these frameworks have yet to be applied to this unique context. …

Food policy has a unique role for public, nonprofit, private, and academic stakeholders. Growing food in the city is a challenge worldwide. Food systems can be destroyed by external (weather extremes) and internal (zoning regulations) forces. This study explores urban farms as a secondary food source and their common themes across four sectors. A Northeastern U.S. city was the case study to examine how it implemented its formal urban agriculture program. The positive social change implications of urban farms include greater food visibility and food access in low-income areas and more consumer awareness about growing fresh food. The Appalachian Art Preservation Society is a non-profit organization dedicated to preserving and showcasing of past and present Appalachian artists. One of the ways that we wanted to do this was by making sure that communities had access to Appalachian Art and that local Appalachian artists were nurtured. We have a traveling collection of art, currently made up of twelve pieces including photographs, paintings, fiber arts, ceramics, and historic artifacts. We have had great success showcasing our collection in cities such as, Lexington, KY, Wheeling, WV, and Knoxville, TN. We are now asking to showcase our collection at Gladden Community …

Universities and colleges in the U.S. face competing demands marked by steeply declining state and local appropriations and increased competition for research dollars and prestige. This stress is felt most acutely at high and very high research universities who must face these funding challenges while at the same time must serve a multiplicity of missions and stakeholders.

Data Snapshot: Challenges To Small Business, Applied Policy Research Institute, Wright State University

Defense Policy

The percentage of contract dollars awarded to small businesses at DoD increased from just over 16% to just over 19%, but the actual dollars only changed by approximately 10%. The number of small business contract actions at DoD fell by nearly 70% yet the value of those contract actions rose by nearly 290%. As the data shows, fewer small companies are winning contracts, but the contracts won are larger in dollar amount.

While (urban) resilience has become an increasingly popular concept, especially in the areas of disaster risk reduction (DRR) and climate change adaptation (CCA), it is often still used as an abstract metaphor, with much debate centered on definitions, differences in approaches, and epistemological consider- ations. Over the past decade, there has been a dramatic increase in the number of areas where asking for help is restricted or banned. Whether called begging, panhandling, or solicitation, cities were spurred on by concerns of business owners and residents to ban or highly restrict this type of speech from occurring in public areas. Yet laws such as these have been repeatedly struck down by courts in recent months, fueled in large part by the Supreme Court’s decision in Reed v. City of Gilbert.

This paper examines the association between race blame attitudes with support for policies aimed at improving the nation’s large cities among White and Black Americans. Although legislative safeguards protect the constitutional rights of all Americans, Blacks trail Whites on nearly all quality of life indicators. By extension, the quality of life within cities with disproportionate and segregated Black populations is decidedly worse than in other cities. That said, the current study largely finds that black and white Americans maintain different motivations for supporting increased or decreased funding for large urban American cities, which often serves as a code word for …

Within the last century, interrogation practices throughout the United States have notably changed. Police interrogations went from physical harm (i.e., the third degree) to psychologically suggestive techniques. These psychologically coercive techniques put suspects at risk of giving a false confession, which is one of the contributing factors in wrongful convictions. One remedy to reduce false confessions is to electronically record interrogations. Very little is known about the specific policies and practices of electronic recordings during interrogation within law enforcement agencies. A great deal of political science literature has illustrated that U.S. Representatives respond to different electoral competition scenarios through modifying voting behaviors, floor statements, and bill sponsorship activities. However, scholarship has yet to significantly assess if and how political competition impacts the ways members of Congress present themselves to their voters and explain policy positions to their constituents. This dissertation longitudinally explores if and compares how members of Congress in different and changing electoral circumstances alter their home style behaviors, or not, due to the presence or lack of robust political competition.

The Obama Administration launched an e-petitioning site called “We the People” (WtP) in 2011 to encourage the submission of citizens’ policy suggestions. Since 2011, thousands of petitions have been submitted to this site. Analysis of the contents of petition texts using topic modeling may enable policy makers and government leaders to identify latent topics of public interest that are not otherwise apparent.
