The disenfranchisement of felons in the United States evolved from a historical precedent brought to the Americas during colonization. Our country adopted the political philosophy that shaped criminal voting laws around the country—criminals are unable to govern themselves and therefore unable to govern a country; their participation in our government would be danger to the purity of the ballot box. With rising racial tensions after Reconstruction, preserving the purity of the ballot box became a preservation of the white vote. Private school vouchers—programs providing public funds for students to attend K-12 private schools—tend to be the most contentious form of school choice. Preventive health services and screenings are an important component in the continuum of care provided to individuals across all ages. Yet, research has shown that rural residents generally use fewer preventive health services and screenings. This study used the National Health Interview Survey to examine receipt of preventive health services (cholesterol check, fasting blood sugar test, mammogram, pap smear, and receipt of the HPV vaccine) by rural and urban women over the age of 18. Findings indicate that rural women were less likely than their urban peers to receive preventive health services, and that some of the differences may be …

Aging populations in developing countries have spurred the introduction of public pension programs to preserve the standard of living for the elderly. The often-overlooked mechanism of intergenerational transfers, however, can dampen these intended policy effects, as adult children who make income contributions to their parents could adjust their behavior in response to changes in their parents’ income. Exploiting a unique policy intervention in China, we examine using a difference-in-difference-in-differences (DDD) approach how a new pension program impacts inter vivos transfers. The Trump administration has recently established a rule that will prohibit abortion services providers from receiving Title X funds for the non-abortion family planning services they provide. Little public opinion research has focused on family planning and reproductive health topics outside of abortion. I find statistically significant experimental evidence that increasing perceptions of local need for a local reproductive health clinic caused subjects to be more supportive of federal reproductive health funding for local clinics. I did not find statistically significant correlational evidence that objective measures of poor reproductive health at the county level influence public opinion on federal reproductive …

The implementation of safety programs in Flight Operations has been successful since the Federal Aviation Administration formally introduced Safety Management Systems (SMS) procedures in 2000. The addition of safety programs like SMS into aviation organizations has been confirmed to improve safety culture, communication, and overall hazard mitigation. This research explores the changes and improvements that are made in maintenance programs where an SMS is formally implemented. In the United States it is legal for children under the age of twenty-four months to fly in commercial aircraft on the lap of a parent or guardian, while being unsecured or unrestrained. In 2015-16, the United States spent over $660 billion on its public education system in hopes of providing children with greater opportunities to excel academically and to improve their life trajectories. While public education dollars have risen at a relatively fast pace historically, future challenges, including underfunded pension liabilities, suggest policymakers should economize wherever possible. Meanwhile, the number of public charter schools has increased exponentially. From 1991 to 2018, charter school legislation passed in 44 states and the nation’s capital, and student enrollment in charters increased to around 3.2 million.

This research focuses on the Telecommunications Regulation in the UAE and studies the interrelationship of ‘better public governance’ and ‘performance’ of telecommunications regulation in the UAE. The work is a reexamination of the thesis that “Countries with better (governance) institutions have better telecom regulators”, and, “Private regulated firms achieve the same public interest goals as state-owned firms”. Prosecutors’ discretionary decisions have enormous impact on individuals and communities. Often, prosecutors exercise their vast power and discretion in questionable ways. This Article argues that, to encourage prosecutors to use their power wisely and not abusively, there is a need for more informed public discussion of prosecutorial discretion, particularly with regard to prosecutors’ discretionary decisions about whether to bring criminal charges and which charges to bring. But the Article also highlights two reasons why informed public discussion is difficult—first, because public and professional expectations about how prosecutors should use their power are vague; and, second, because, particularly in individual cases, …

This research examines disadvantaged populations’ accessibility and mobility in the non-car transportation system in St. Louis. By employing mixed methods, this research investigates accessibility and mobility through three distinct scholarly lenses: physical infrastructure and proximity, individual experiences, and political processes. The thesis synthesizes the analyses from these three approaches in order to provide holistic policy recommendations for creating more equitable transportation systems in St. Louis and beyond. Empirical findings show that neighborhoods with lower median incomes and lower percentages of white population in St. Louis are less accessible for biking and walking, with highly variable public transit accessibility.
