In the Netherlands, the Betting and Gaming Act from 1964 largely determines the current structure of gambling markets. The policy was to channel consumers to a limited number of licensed operators. This led to state-owned monopolies for lotteries, sports betting and casinos, a private monopoly for horse race betting, a limited number of privately owned charity lotteries, and a large number of private slot machines operators.

Pending legislation proposes an online market without a limit on the number of operators. Furthermore, state ownership will be phased out, and introduced legislation to privatizing and expanding the number of casinos. The current …

As jurisdictions worldwide have overseen gambling expansion, most have implemented regulatory and public policy regimes to reduce harm. This study was conducted to specify the nature and extent of gambling-related harm that public policy efforts could prevent or mitigate in Ontario, Canada.

Research has historically operationalized harm from gambling as cases of disordered gambling; and policy work has focused on the prevalence and treatment of these cases. Skill-based gambling machines combine elements of video games (skill, social interaction, competition, achievement and progress) with the random pay-out schedule of electronic gaming machines (EGMs, slots, pokies, VLTs, FOBTS). These new machines are designed to be more engaging than traditional EGMs and specifically appeal to younger generations to address the aging EGM player base apparent in many international jurisdictions. Skill-based gambling machines are currently only legally-provided in a handful of U.S. states. International nongovernmental organizations (INGOs) face increasing accountability challenges stemming from past scandals and their claims to advance the public good. Since the 1990s, INGOs have responded with numerous reforms. The creation of the Humanitarian Accountability Partnership in 2003 and the INGO Accountability Charter in 2009 reflect sector-wide efforts to enhance accountability to mission, intended beneficiaries, and peer organizations.

This is the third of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to track key outcomes in MAP developments and matched comparison sites. Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill

Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

This study sought to determine the Medicare and Medicaid costs experienced by dual eligible older adults in Maine for whom Maine Adult Protective Services (APS) substantiated allegations of elder financial exploitation and to compare them to those of Maine’s general older population. The analysis is an important step forward in estimating the medical costs associated with elder abuse.

Elder financial exploitation may result in significant public burden on Medicare and Medicaid, shouldered by taxpayers. Efforts to detect, investigate, prosecute, and mitigate this abuse will benefit not only the victims, but also the financial stewardship of these public programs.

Resolving Conflict Between Canada’S Indigenous Peoples And The Crown Through Modern Treaties: Yukon Case History, Kirk Cameron

This article presents an example of how modern treaties with Yukon First Nations have created a foundation for co-relational involvement in the direction and control of land and resource management throughout Canada’s subnational region of Yukon, approximately 470,000 square kilometers in size. The modern treaties with eleven of the fourteen Yukon First Nations create assessment and management structures where appointment to these bodies are nominations not only from the territorial and federal governments but from the Yukon First Nations. This article contextualizes intractable conflict within the lived experiences and worldviews of an Indigenous person, imbued with academic and scholarly research. The text illustrates how intractable conflict is experienced within the “developed world,” resulting in both freedom and fragmentation. Whether intractable conflict stems from colonial and postcolonial development and influences current Indigenous Peoples’ self-development efforts in Canada, specifically, and possibly across British colonies in general seems to be a new inquiry. There is a growing appreciation that conflict and violence in many communities have their origins in a history of traumatic experiences. Why this link exists and how it comes about is still unclear. We have no unified psychology of traumatized communities, and little is known about how to address these traumatic origins collectively in these communities. This article proposes a psychodynamic model of collective trauma and a psychoanalytically informed approach to working with traumatized communities to address their issues of conflict and violence. This paper offers a comprehensive political history of the Rhode Island Earned Income Tax Credit (EITC) and an analysis of Rhode Island EITC recipients. It explores the history of the Rhode Island EITC, an income subsidy available to low-income workers, from its introduction in 1975 through 2018. It details the forces behind expansions and reforms and the effects of those changes. It also analyzes microdata to construct a profile of current EITC recipients. This article puts forth a “4M Way” of dealing with the threat of violent Islamist extremism in Southeast Asia. It argues that our narrative must be fundamentally more attractive to the target audience than the competing vision of the violent extremists. The memes that constitute our narrative in the social media space must be “stickier” than those of the violent extremists. The personal credibility of our messenger in the eyes of the target audience should exceed that of extremist ideologues vis-á-vis that same audience.
