In Nebraska, variations of bills attempting to amend mandatory minimum laws in the state have been introduced. The harshness of the mandatory sentences, as well as the looming state of emergency caused by prison overcrowding, have sustained the debate over sentencing laws. This essay identifies the core issues of mandatory minimum sentencing laws and analyzes the states of Nebraska, Texas, Alabama, California, and the federal system’s use of mandatory minimums for felony charges to identify potential solutions. This report, written for the Oregon Department of Transportation (ODOT) by Portland State University’s Northwest Economic Research Center, outlines the challenges that regional revenue collection poses for ODOT’s biennial Highway Cost Allocation Study (HCAS). The HCAS assesses the relative burdens of light and heavy vehicle classes on state infrastructure, in relation to the amount of revenue that said vehicle classes generate. In other words, it ensures that light vehicles and heavy vehicles are “paying their share” of state transportation expenditures.

Evaluators play a critical role in supporting philanthropic learning, programming, and strategy, but evaluation and learning in philanthropy is often limited in ways that impede deeper resonance and impact.
Most philanthropic evaluation is focused on the needs of individual foundations, knowledge sharing with the broader field is limited, and foundations struggle to integrate evaluation and learning as a management tool.
