International nongovernmental organizations (INGOs) face increasing accountability challenges stemming from past scandals and their claims to advance the public good. Since the 1990s, INGOs have responded with numerous reforms. The creation of the Humanitarian Accountability Partnership in 2003 and the INGO Accountability Charter in 2009 reflect sector-wide efforts to enhance accountability to mission, intended beneficiaries, and peer organizations.

Many INGOs have adopted a broad range of accountability reforms. This dissertation focuses on how World Vision, the world’s largest INGO, has done so. Downward accountability remains elusive due to such factors as INGOs’ lack of transparency toward beneficiaries; the power imbalance …

This is the third of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to track key outcomes in MAP developments and matched comparison sites. Using the NYC Open Data portal and data from NYPD and SPARCS, the research team looked to see if the presence of MAP showed initial impacts in crime and victimization …

Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill

Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

This paper examines a number of case studies and articles concerning media’s depiction of law enforcement and its effects on the officers’ duties to the public. Recent stories of excessive use of force by police throughout the country began a new generation of activists for civil rights, exposed to a more advanced news media. Nationwide coverage displayed an image of law enforcement which was overly aggressive. This study sought to determine the Medicare and Medicaid costs experienced by dual eligible older adults in Maine for whom Maine Adult Protective Services (APS) substantiated allegations of elder financial exploitation and to compare them to those of Maine’s general older population. The analysis is an important step forward in estimating the medical costs associated with elder abuse.

Elder financial exploitation may result in significant public burden on Medicare and Medicaid, shouldered by taxpayers. Efforts to detect, investigate, prosecute, and mitigate this abuse will benefit not only the victims, but also the financial stewardship of these public programs.

This paper offers a comprehensive political history of the Rhode Island Earned Income Tax Credit (EITC) and an analysis of Rhode Island EITC recipients. It explores the history of the Rhode Island EITC, an income subsidy available to low-income workers, from its introduction in 1975 through 2018. It details the forces behind expansions and reforms and the effects of those changes. It also analyzes microdata to construct a profile of current EITC recipients. This paper concludes that the Rhode Island EITC has historically been viewed as both a poverty alleviation program and an incentive for labor market work. The Rhode …

This study tests the hypothesis that the use of sanctions as a foreign policy tool produces favorable conditions for an increase in terrorism activity using cases of sanctions against Bosnia-Herzegovina, Libya, and Iran. Using literature as the basis for this hypothesis, data suggests that there is not significant evidence to support this theory using these cases. The circumstances surrounding the political environment and stability of each country tells different stories, where attributing rising terrorist activity to sanctions themselves ignores the complexity of foreign economies their political and social atmospheres in which they operate. The Patient Protection and Affordable Care Act (ACA) sought to improve the United States’ long-term services and supports (LTSS) system by expanding home and community-based services (HCBS). The ACA contained several optional Medicaid HCBS opportunities for states, including the Balancing Incentive Program, the 1915(k) Community First Choice personal care benefit, and the revised 1915(i) state plan benefit. This research examined these HCBS provisions to explain what factors determine whether states participate in the ACA’s new HCBS programs and, after adoption, what factors facilitate or impede implementation of these programs. This article puts forth a “4M Way” of dealing with the threat of violent Islamist extremism in Southeast Asia. It argues that our narrative must be fundamentally more attractive to the target audience than the competing vision of the violent extremists. The memes that constitute our narrative in the social media space must be “stickier” than those of the violent extremists. The personal credibility of our messenger in the eyes of the target audience should exceed that of extremist ideologues vis-á-vis that same audience. The Board of Trustees at the Campbell Union High School District (CUHSD) completed a district wide facility assessment and created updated facilities master plans (CUHSD, 2015). Consultants were contracted to coordinate focus groups consisting of district students and staff to develop a list of facility needs across the district (CUHSD, 2015). The facilities at all five high schools were in need of major capital projects, from replacement of aging mechanical systems to new classroom spaces for student growth (CUHSD, 2015).
