The Impact Of Legalization Of Marijuana On Opioid Overdose Deaths, Radhika N. Bharadwaj

This masters’ thesis aims to examine the impact of the legalization of marijuana for recreational use on the death toll from opioid misuse in the state of Colorado. This investigation was done using the Synthetic Controls Method via data collected primarily from the CDC and IPUMS databases. The results indicate that the 2012 legalization policy in Colorado appears to reduce the number of deaths due to opioid overdoses.

Dependent Care Flexible Spending Accounts (DCFSAs) can help workers save money on child care expenses by using pre-tax dollars, but few employees actually use the accounts, particularly low- to moderate-income (LMI) employees, because:

• DCFSAs are difficult to understand; figuring out if they are possible to use and worth the trouble is a complex task for families.

• Families face a “double-hit” if they use the accounts – they have to set aside pre-tax dollars for child care expenses and then pay out-of-pocket before getting reimbursed.

• Using a DCFSA may require certainty about a year’s worth of child care …

I will explore statistics involving the health and well-being of Central Brooklyn, how the environment plays a disparate role in the poor health and lack of access to services of its African-American residents in comparison to other regions in Brooklyn. Governor Brown’s health care financing package, which was released with the 2019-21 recommended budget included several revenue components which provide broad-based, sustainable revenue for health care coverage in Oregon for the next six years. One component of that package is the Subsidized Employer Participation Program, which would be similar to the San Francisco Health Care Security Ordinance (HCSO). The new requirement would compel employers of a certain size who otherwise do not qualify for any exemption to contribute to their employees’ health care costs. Drawing on studies on the economics of conflict, this paper reviews the literature on maritime and territorial disputes; and it examines an array of economic implications associated with territorial and maritime disputes. These include adverse effects on certain economic and development outcomes arising from possible armed confrontation, with some of these possibly lingering in the aftermath of conflict. There are also various economic disruptions and costs associated with these disputes, emphasizing how they also affect the livelihoods of resource users in the disputed areas. Studies examining the costs of coastal habitat restoration have focused on the cost per acre of restoration or on cost efficiency of various restoration methods. On the other hand, studies examining the benefits of restoration have focused on various ecosystem services that more directly affect welfare including amenity value, storm protection, nutrient retention and biodiversity. We examine a set of 133 Gulf of Mexico coastal habitat restoration projects to estimate the cost of obtaining average annual habitat units (AAHUs), a measure which captures the quantity and, importantly, quality of habitat restored, which is one of the more direct ecosystem service …

This paper considers the role of local government entities as actors in global climate governance regimes. The authors review traditional state-based climate governance efforts and existing attempts to engage municipal and local actors through transnational municipal networks (TMNs). Arguing for the importance of TMNs to effective and time-sensitive climate action, the authors then show how and why TMNs are crucial to future efforts to address climate mitigation as part of multi-level, holistic plans for global climate governance.

The Washington State Department of Children, Youth, and Families (DCYF) will be implementing and testing the effectiveness of telework for child welfare field operations staff and their supervisors. DYCF is a stateadministered system with a total of 3,075 employees. There are approximately 1,600 field operation staff and 260 field operation supervisors that make up the majority of the child welfare workforce in the agency. A comprehensive workforce needs assessment showed a strong desire among employees to be able to work from home or an alternate work site. The Nebraska Department of Health and Human Services Division of Children and Family Services (DCFS) workforce intervention will address secondary traumatic stress (STS) among frontline staff and supervisors. Nebraska is a state-run child welfare system with about 400 Child and Family Service Specialists (CFSS) organized into five service areas across the state. Currently, the annual CFSS turnover rate in Nebraska is about 30%, but DCFS is committed to retaining and supporting high quality CFSS. This is the second of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

The term "upstanding" encompasses actions and behaviors grounded in one’s defense of their own beliefs and others. While such broad application of the term has merit, from a critical education perspective it lacks direction. To efficaciously address injustice, upstanding action must go beyond one’s beliefs. A directional application of upstanding behavior, or the notion of "upstanding for justice," frames upstanding as action to address chronic social victimization via systems of oppression.
