Representative bureaucracy indicates that police agencies should reflect the communities they serve to improve public perception of the agencies. An underrepresented population in U.S. law enforcement is minority females. The purpose of this qualitative phenomenological study was to explore participants’ lived experiences regarding perceived barriers to the recruitment and retention of minority females in U.S. law enforcement agencies. The study used theories of representative bureaucracy and intersectionality as frames. Data were collected from 15 survey responses and semi-structured interviews with minority female officers from federal, state, and local law enforcement agencies in Maryland. Indianapolis, the capital of the U.S. state of Indiana, continues to experience a high rate of offenses committed by juvenile offenders. Community programs are in place to assist in the deterrence and/or reduction of juvenile crimes, yet the city’s crime rate continues to increase with youth being the perpetrator of many of these crimes. The purpose of this study was to determine the perceived effectiveness of these programs, which has not been adequately studied. Measures imposed on the Ministry of the Environment, Conservation, and Parks (MECP) have compelled the provincial agency in Ontario, Canada, to seek policy alternatives in carrying out its enforcement duties. Addressing this problem is important to the public, whose welfare is paramount, and to MECP managers, who must contend with the budget cuts. The intersection of religion and politics results in “wicked” policy problems for which evidence-based solutions are hard to find. An example is the Affordable Care Act's contraceptive coverage requirement (CCR). Evidence suggests that women and society benefit from increased access to contraceptives, but religious freedom objections have been effective in litigation to limit the CCR's reach. The purpose of this study was to explore the narrative elements and strategies used by Catholic and Evangelical stakeholders regarding the CCR, contraceptives, and religious freedom. Life in Hampton Roads: Politics, Policy and COVID-19 Response
The survey included several questions that provide a window into the views of Hampton Roads citizens concerning policy choices and leadership during the COVID-19 pandemic response. Overall and on most issues the public was quite divided, with divisions often falling along party lines, but President Trump and the Centers for Disease Control and Prevention (CDC) seemed to elicit the strongest negative and positive responses, respectively. A substantial majority approved of Governor Northam’s timing on the initial stay-at-home order, and respondents leaned toward the view that additional restrictions on public activity should …

School closings during COVID-19 exposed an under-addressed gender equity issue in the United States: child care in crisis. To better understand the child care crisis in the current U.S. context, we detail how New York City is addressing child care during COVID-19. We then connect the current approaches to the Lanham Act that was instituted during WWII as a historical parallel. Ultimately, we argue for the adoption of a universal system that is affordable, high-quality, federally-funded with local involvement and discretion, and flexible for primary caregivers seeking care support. This potential system builds on current congressional proposals and should take …

In the discipline of public administration, popular culture remains under-examined in scholarship and under-utilized in pedagogy. However, the field would benefit from greater integration of popular culture to expand understandings of governance, especially in that it provides important representations of and messaging about some of today's most pressing social equity issues. To contextualize popular culture in public administration, we use critical discourse analysis as a frame to demonstrate how popular culture can inform public administration, especially regarding social equity.
