From the earliest efforts to mandate the amount of capital banks must maintain, regulators have grappled with how best to accomplish this task. Until the 1980s, regulation had been based largely on discretion and judgment. In the wake of two bank failures, the central bank governors of the G10 countries established the Basel Committee on Banking Supervision (BCBS) and in 1988, the BCBS introduced a capital measurement system, Basel I. Article 1 of the US Constitution assigns the US Congress numerous responsibilities. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees, including the House and Senate Science Committees, Armed Services, and Appropriations Committees. These committees conduct many public hearings on space policy which invite witnesses to testify on US space policy programs and feature debate on the strengths and weaknesses of these programs. A once abundant species, plains zebra (Equus quagga), is declining across much of sub-Saharan Africa. Reintroduction efforts at Majete Wildlife Reserve, Malawi, have resulted in rapid population increases, but little is known about how such populations resemble natural populations socially or behaviourally, and what those attributes may reveal about restoration success. Human-wildlife conflicts, especially those involving large carnivores, are of global conservation and livelihood concern and require effective and locally-adapted prevention measures. Risk of lion attack on livestock (i.e. depredation) may vary seasonally and may be associated with variation in wild prey abundance or landscape characteristics. To test these competing hypotheses, we used a resource selection approach, and determined whether prey catchability (indicated by geo-spatial variables), or prey availability (indicated by modeled abundance recorded via camera traps) explained spatial and seasonal variation in livestock depredation risk by African lions on Manyara Ranch Conservancy, a multi-use area in northern Tanzania. Administrative Easing: Rule Reduction And Medicaid Enrollment, Ashley Fox, Wenhui Feng, Edmund Stazyk

Administrative burden is widely recognized as a barrier to program enrollment, denying legal entitlements to many eligible individuals. We examine what effect voluntary state reductions in administrative burden (what we call administrative easing) have had on Medicaid enrollment rates using differential implementation of the Affordable Care Act. Using a novel dataset that includes state-level data on simplified enrollment and renewal procedures for Medicaid from 2008-2017, we examine how change in Medicaid enrollment is conditioned by the adoption of rule-reduction procedures. We find that reductions in the administrative burden required to signup for Medicaid were associated with increased enrollments. Real-time eligibility …

Our article explores the contribution of local initiatives to the creation of path dependencies for energy transition in Germany and Japan in the face of resistance from entrenched incumbents at the national level. We use a process-tracing methodology based partly on interviews with local participants. In particular, we explore the role of local initiatives in securing "socio-political space" for the expansion of renewable energy (RE) and in embedding themselves in "ecosystems" of public and private institutions. German energy activists were more successful than their Japanese counterparts in expanding this space and creating positive feedback in part because they were able …

The survey included several questions that provide a window into the views of Hampton Roads citizens concerning policy choices and leadership during the COVID-19 pandemic response. Overall and on most issues the public was quite divided, with divisions often falling along party lines, but President Trump and the Centers for Disease Control and Prevention (CDC) seemed to elicit the strongest negative and positive responses, respectively. State regulators have the task of promulgating regulations for multiple heavily regulated industries, but there is a dearth of research to help public policy makers better understand how rulemaking processes are perceived by stakeholders in those processes. Regulators who promulgated rules for the legalization of marijuana in Colorado used both required and discretionary methods of participation in rulemaking to involve stakeholders with multiple competing interests. One of the most niche sub-arenas of public administration, higher education administration, involves preparing future leaders and scholars for global perspectives. This original research examined whether collegiate, traditionally-aged, undergraduate student risky behavioral choices rose during the study abroad experience as compared to when in the home collegiate environment. After investigating the literature an opportunity to connect the phenomena of domestic risky behavior, collegiate study abroad, and tourism materialized.
