Frontline healthcare workers – especially direct care workers (DCWs), such as home health aides, struggle due to low pay, lack of benefits, and difficult working conditions. The need for these workers is growing. Unless frontline healthcare jobs improve, positions may be difficult to fill, and care for vulnerable members of society may be compromised.
In this study, we surveyed 2,321 frontline healthcare workers and conducted in-depth interviews with 30 of these workers concerning pay, benefits, work conditions, and financial well-being. Key survey findings included:

Since that time, schools have slowly transitioned back to in-person learning, and school year (SY) 2021–22 was the first full year where most students returned to in-person learning. We investigate whether and how Achieve Atlanta’s college scholarship and associated services impact college enrollment, persistence, and graduation among Atlanta Public School graduates experiencing low household income. Qualifying for the scholarship of up to $5,000/year does not meaningfully change college enrollment among those near the high school GPA eligibility thresholds. However, scholarship receipt does have large and statistically significant effects on early college persistence (i.e., 14%) that continue through BA degree completion within four years (22%). We discuss how the criteria of place-based programs that support economically disadvantaged students may influence results for different types of students.

In summer 2021, a metro-Atlanta school district offered a voluntary summer school program that provided opportunities for credit recovery and acceleration to address the negative effects of the COVID-19 pandemic on student achievement growth. Students who met any one of a set of eligibility criteria were invited to participate, but others could opt in to the program—even if they were not specifically invited. We analyze the impact of inviting students to participate in this program on student achievement and provide descriptive evidence on which students chose to participate in the program.

This thesis presents a comparative study of the regional education policies and programs in three Latin American (LA) regional entities (hereafter ‘regimes’ and ‘regionalisms’): The Southern Common Market (MERCOSUR), the Bolivarian Alliance for the Peoples of Our America – People’s Trade Treaty (ALBA-TCP), and Pacific Alliance (PA). The role of African American parents in education reform initiatives in Chicago is not clearly defined. Local School Councils (LSC) allow parents to make school related decisions in Chicago. But LSCs are removed from decisions about whether or not to place school on or off probation, and whether or not to close schools based on performance or building utilization. In this report, we will provide a descriptive analysis of the main trends in educational achievement for Latinos in Massachusetts in the period 2010-2022. We highlight areas in which Latino students have made considerable progress since the publication of the 2010 Gastón report “The State of Latinos and Education in Massachusetts: 2010,” along with other areas in which progress has stalled and/or been reversed. The data presented cover only until 2020, before the full effects of the Covid-19 pandemic were felt. We end with recommendations for further development of a Latino Education agenda.

Though the growth of the gig economy has coincided with increased economic precarity in the new economy, we know less about the extent to which gig work (compared with other self-employment arrangements and non-gig work) may fuel economic insecurity among American households. We fill this gap in the literature drawing on a sample of 4,756 workers from a unique national survey capturing economic hardships among non-standard workers like app-and platform-based gig and other self-employed workers during the COVID-19 pandemic. For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.
