Does Child Care Works Work? An Exploration Of Pennsylvania’S Child Care Subsidy Program, Samantha J. Martin

The Gettysburg Journal for Public Policy

This article explores the theory and implementation behind Child Care Works, Pennsylvania's child care subsidy program. The article then studies and evaluates the policy through three criterion: effectiveness in providing families with low cost but high quality child care, efficiency in how it uses resources dedicated to childcare in the state, and the equitable distribution of access to childcare. Child Care Works has the potential to increase access to childcare and employment in Pennsylvania, but the current budget does not allot enough money to the program for it to be as helpful as it could be.

Neurodiversity describes unique ways in which an individual's brain works, impacting skills such as executive function, social interaction, communication, and sensory processing. Sensory processing describes the system which receives, processes, organizes, and responds to sensory information received in several environments throughout the day. Sensory sensitivity involves both over- and under-responsiveness to sensory information received, both causing an impact on one’s participation. Different mitigation strategies were developed as higher education institutions transitioned back to in-person learning, and the effectiveness of these strategies depended largely on adherence by college students. The systemic denial of mortgages, loans, and other financial services to specific neighborhoods on the basis of race, a practice known as redlining, has continued to have a disproportionately negative effect on communities of color since its inception in the 1930s. The contemporary impacts of redlining can be seen in ongoing disparities in household income, property values, generational wealth, and more. The purpose of this study is to demonstrate a more comprehensive understanding of the impact that a child’s broader context has upon his or her academic outcomes, and presumably, life. Using Bronfenbrenner’s theory of human development, this study examines the extent to which social capital and student achievement are correlated and whether an infusion of funding for schools that presumably lack social and economic capital might predict academic achievement in schools from economically depressed regions. Career and technical education (CTE) incorporates occupational skills, workforce readiness skills, and credentials that make high school graduates better prepared for the workforce. Students who complete CTE programs of study have higher employment rates after high school graduation and often go on to postsecondary education. For those who do not go on to postsecondary education, CTE programs can provide opportunities for increased earnings and more access to the labor market.

Public education in the United States has produced lackluster results in the past decades. Various forms of school choice have emerged in recent years to combat the poor results seen in the public education system, but these private schools are financially unattainable for many Americans. Bureaucratic overload, city corruption, inequities in funding, and frequent teachers’ strikes have certainly contributed to the destitute state of Illinois’ public education.
