For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). I find that the share of out-of-state students has risen by an average of 55 percent since 2002 and that 48 of …

In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

There is a continued crisis in public schooling in India’s low-income and socially disadvantaged communities. Schools are supposed to provide a safe and healthy environment conducive to learning that ultimately helps to disrupt the transmission of intergenerational poverty and leads to social and economic mobility among low-income and socially disadvantaged students. In practice, however, schools have served to disproportionately exclude marginalized populations from attaining quality education. Previous research has revealed that less affluent students attend under-resourced schools in buildings with poor infrastructural facilities and fewer or unqualified teachers (India Infrastructure Report, 2012), where they face hidden normative barriers that negatively …

In 2020, healthcare expenditures averaged $12,530 per person, up 9.7% from 2019. In 2018, 19% of U.S. households had medical debt with $2,000 being the median amount owed. Over half of adults between 18 to 64 years of age are estimated to experience some form of medical financial hardship including medical bills or debt, stress about medical bills, and delaying or forgoing treatment specifically due to cost. In a 2022 survey of 140 Medicaid and Marketplace members by researchers from the Social Policy Institute (SPI) and the Centene Center of Health Transformation, one-third of respondents reported having unpaid medical bills. …

The 17 Sustainable Development Goals (SDGs) were created for all countries by the United Nations in 2015 with the aim of transforming the world for the better. Each country is responsible for working towards achieving these SDGs. Within Canada, fifteen research universities known as the U-15 make up the majority of private-sector research and innovation. About 65% of these U-15 institutions have developed their own SDG report/plan, illustrating a high level of initiative and involvement when it comes to the SDGs. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.
For example, chapter one analyzes how universities promote DEI when hiring new faculty. I audit a subset of academic job postings and present the first evidence on how many require DEI statements, as well as the …

The school to prison pipeline is a phenomenon fed by exclusionary discipline practices that increase the likelihood that a student will have an interaction with the juvenile or criminal justice system at some time in their life; this phenomenon disproportionately affects Black students. Understanding the problem is key to slowing down the school to prison pipeline. This study of a school district in Missouri explores questions about how interpersonal relationships, implicit bias awareness, and school policies influence the learning environment, and how those factors relate to school discipline, which ultimately can lead to the school to prison pipeline. In this report, Henry T. Woodyard, Tim R. Sass, and Ishtiaque Fazlul estimated the effects of attending an oversubscribed school-based Georgia’s Pre-K Program on achievement, attendance, and discipline in elementary school. Using waitlist data for oversubscribed school-based pre-K sites in one metro-Atlanta school district, we compared students who gained a seat through an enrollment lottery and attended a school-based site in Georgia’s Pre-K Program to students who did not gain a seat through a lottery and did not go to any (school-based or non-school-based) site in Georgia’s Pre-K Program.
We find that students selected in a lottery enter kindergarten significantly …

This dissertation is comprised of three essays on education and childhood health. Each chapter examines the effect of health or health insurance coverage during childhood on schooling outcomes. Chapters 1 and 3 estimate the impact of insurance coverage for disability-related healthcare on academic and behavioral outcomes for students with disabilities. Chapter 1 exploits variation in Medicaid coverage for mental and behavioral healthcare generated by the Rosie D. vs. Patrick class action lawsuit.
