El artículo revisa las respuestas iniciales de los gobiernos de Guatemala, El Salvador, Costa Rica y Panamá ante la pandemia del Covid-19. A partir de una revisión de documentos oficiales, se identifican y comparan las características de las respuestas que estos gobiernos ejecutan durante el primer semestre del 2020. Se concluye que, si bien los gobiernos desarrollan principalmente medidas de bioseguridad, hay diferencias importantes en las estrategias adoptadas por estos, posiblemente motivadas por las características sociales, política y económicas imperantes en dichos países. El propósito del estudio de caso es analizar la respuesta del gobierno de la ciudad de México a la crisis derivada de la COVID-19 y, en particular, la forma en que ha afectado la protección social de la infancia durante los primeros meses de la pandemia. En la actualidad, más del 40% de las personas en situación de pobreza en la Argentina son niños/as y adolescentes. En 2009, se creó la Asignación Universal por Hijo para Protección Social (AUH) para hacer frente a esta problemática al equiparar los derechos de los hijos/as de los trabajadores/as formales con los de los informales y desempleados. Esta investigación reconoce las debilidades del análisis de los regímenes de bienestar apoyado en las taxonomías nacionales y se propone una “variación a lo local”, argumentando los beneficios que se tienen al delimitar los territorios nacionales por sus diferencias regionales y sus distintas necesidades locales. El artículo muestra el proceso de evolución de tres modelos referenciales de política social y de régimen de bienestar en los albores del siglo XXI en Colombia. Se acude al método de análisis cognitivo en políticas públicas, como estrategia para la construcción de datos, evidencias y argumentos que permiten describir e interpretar los diversos enfoques y tipos de política social implementados en contextos territoriales caracterizados por un aumento de relaciones de exclusión y desigualdad. Un Enfoque Comparado Sobre Los Regímenes De Bienestar Para El Estudio De Las Políticas Sociales Globales, Geof Wood, Ian Gough

Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. For many poorer, partially capitalized societies, people’s security relies informally upon various clientelist relationships. Formalizing rights …

Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

Increasingly standardized and assessment-driven educational systems are failing to meet the needs of many students, replacing their love of learning with a fear of failure. Importantly, the fear of failure is a common mindset of not only students but also teachers, administrators, and policymakers. This qualitative, action research study is situated in a design thinking/growth mindset conceptual theory that posits that the design thinking process can serve as a meaningful growth mindset opportunity for teachers and students. Drawing on Bachrach and Baratz’s first and second faces of interest group power, we explore the relationship between teachers’ union power and reopening decisions during the fall 2020 semester in 250 large districts around the United States. We leverage a self-collected panel data set of reopening decisions coupled with measures of teachers’ union first face power (drawn from social media postings on teachers’ unions’ Facebook pages) and second face power (operationalized as district size, whether the school district negotiates a collective bargaining agreement with the teachers’ union, the length of the collective bargaining agreement, and the amount of revenue raised …

This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

State funding for higher education is one of the most pressing issues facing both institutions and policymakers in 2022. Colorado has seen significant declines in the amount of state funding per student over the past two decades, resulting in increases in student burdens for tuition. Policy discourse analysis through a poststructural and neoliberal lens provided insight towards the legislative process and the discursive themes utilized by Colorado policymakers during the 2021-22 legislative budgeting cycle. Juntos Luchamos: A Postcritical Ethnographic And Photovoice Study On Latinx Student Civic Engagement Practices At A Hispanic-Serving Institution, Liliana Diaz

Situated at a Hispanic-Serving Institution (HSI), this postcritical ethnographic and photovoice study sought to explore how Latinx students define and practice civic engagement. Theoretically framed by Latino Cultural Citizenship (LCC), the study explored how current Latinx student civic engagement practices inform a Hispanic-Serving Institutions’ civic engagement efforts. Data collection took place over the 2021-2022 academic year and an exhibition of the study’s findings was made publicly available at the culmination of the study. Findings from the study indicate that Latinx postsecondary students define civic engagement as knowledge and resource sharing (KRS) and achieving success.
