Does the delivery of humanitarian aid outside the control of the state increase repressive practices by the government and harm the population? Concerns over the unintended negative impacts of humanitarian aid continues to drive research and spirited debate by scholars, policy makers, and practitioners. Although several contend humanitarians serve as “watchdogs” and constrain repression by their presence in a country, whether they do this, the methods employed, and the scope of impact has not been theoretically or empirically addressed. Purpose: The purpose of this phenomenological study was to identify and describe experiences of church leaders adapting the Scarneo (2019) intrapersonal and interpersonal socioecological influences while managing membership during the COVID-19 Pandemic.

Methodology: This study used a qualitative phenomenological approach with a socioecological justification with open-ended interview questions investigating the lived experiences of the participants. This study aimed to gather data from sample size 10 church leaders in Los Angeles County, California plus a snowball sampling of referred church leaders who managed during COVID-19. For previously incarcerated persons, affordable and safe housing options are scarce. Barriers to securing housing include federal mandates (i.e., eligibility requirements) as well as local rules and regulations (i.e., zoning and ordinances). When housing is available, disclosing criminal history on applications impacts individuals’ chances to rent (Philips & Spencer, 2013). A lack of a consistent rental history, no personal and/or employment references, and securing capital to cover security deposits are added challenges. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). This dissertation addressed a critical public health concern stemming from the prevalence of antisocial behavior among U.S. teenagers. The study specifically tackled the lack of information regarding the components of an effective risk-reduction mentoring program for teens. The primary aim was to explore how young adult alums of a central Florida mentoring program articulated the influence of mentoring relationships that have shaped their attitudes and perceptions concerning prosocial behavior during adolescence. This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. Domestic violence programs are essential resources for survivors of intimate partner violence (IPV). Programs offer services that go beyond providing safety and shelter. To improve outcomes, program staff have expanded services to meet the needs of survivors. One population of survivors that has gained attention in the peer-reviewed literature is survivors who use substances (SWUS). These survivors have unique needs and are at increased risk of IPV due to substance misuse. Research about the support available to SWUS after they access shelter is scarce. Disability-serving non-profit, non-governmental organizations (NGOs) play a critical role in fostering care networks and supporting humanitarian action for disabled people before and during emergencies, particularly in the absence of targeted philanthropic and governmental support. However, relatively few NGOs serving disabled people are led or operated by people with disabilities, especially by disabled women. Agricultural land protected by community land trusts (CLTs) is more likely to remain in active production due to the CLT’s ability to enforce land use practices and select tenants committed to farming. While land tenure approaches vary among CLTs, protected agricultural lands typically utilize long-term leases with affordable rents (Ela and Rosenberg, 2020). Such leasing arrangements enable farmers to access land at prices unaffected by escalating land values (Schwartz et al., 2013). The CLT model not only safeguards farmland but also promotes active agricultural production, thereby ensuring local food supply and providing economic opportunities for farmers.
