The 2015 presidential election cycle in Tanzania featured social media networks in electoral campaigning. Citizen and party campaigners emerged and used Facebook, Twitter, YouTube, Instagram and WhatsApp mobile instant-messaging application to recruit and mobilise voters. This article attempts to examine the most recent explosion of citizen and party election campaigners on Facebook. The analysis focuses on their engagement with Facebook campaigns, and whether the use of this social media platform amplified the promotion of presidential candidates. The findings indicate that some presidential candidates were hardly visible on Facebook and could not get citizen and party campaign-initiated support. Some were actively …

This paper presents endocentric and exocentric compounds in Ruhaya, with specific focus on their lexical properties, position of headwords, semantic relation between headwords and modifiers, and the semantic classification of noun-noun compounds. It offers a comparison between Ruhaya and other Bantu languages on these aspects, and extends the comparison to Indo-European languages (English, Dutch and French). It was found that Ruhaya has left-headed compounds, and words from the same and different lexical categories can combine to make up compound words. In the case of headed compounds, there is a kind of semantic relations through which modifiers slightly change the meaning …

Law Number 6 of 2014 on Village—apart from its political contribution in democratizing statevillage relation—has a fundamental limitation on natural resource issues in the village in the light of agrarian and ecological crises. Among others, general election for local government (pemilukada) since 2005 is an implementation of democratization and decentralization. Although democratization in Indonesia was praised by some researchers, many others also figured out some corruptive actions in the democratic process. Warren’s conception about democratic corruption helped us to understand the paradox of post-Reformation democratization and decentralization. This article was wrote based on a study to describe the shifting orientation of hard-line Islamic group in the decentralization of democratic era and its influences factor: from “Islamism” to “premanism”. Islamism, which at the beginning used as the main issue, has been shifted to occupying the economic resources. This article aims to analyze the settlement of a prolonged conflict between the Free Aceh Movement (Gerakan Aceh Merdeka/GAM) and the Indonesian Government through a Memorandum of Understanding (MoU) of Helsinki that had implications on changing the law for Aceh. Some previous studies stated that Memorandum of Understanding (MoU) as a win-win solution has been working well and give a better chance to end the separatist conflict in Aceh. It is recognized that international water sector development work has issues with a lack of sustained positive outcomes. A large driver of this outcome is how NGOs work with communities to implement and then manage water services. Many NGOs tend to focus their efforts on improving their reach and organisational growth by continually engaging in new projects. This behaviour is largely driven by short-term donor funding models that reward extended coverage, leaving little focus on sustained outcomes. Similarly, community-based management (CBM) schemes often impede sustained services as a result of the community’s limited capacity to operate and maintain the technology. …

Sex offender registration policies have expanded rapidly, now extending to adolescent offenders across the nation. Policies mandating registration are based, in part, on arguments that registration is needed to prevent dangerous sex offenders from committing additional offenses and that risk of registration deters would-be offenders from offending in the first place. Research suggests that registration does not serve the former specific deterrent function for adolescents, but less is known regarding the latter goal of general deterrence. The disciplines of criminology and developmental psychology both offer important theoretical perspectives, but these frameworks have yet to be applied to this unique context. …

The Sustainable Development Goals (SDGs) herald a new phase for international development. This article presents the results of a consultative exercise to collaboratively identify 100 research questions of critical importance for the post-2015 international development agenda. The final shortlist is grouped into nine thematic areas and was selected by 21 representatives of international and non-governmental organisations and consultancies, and 14 academics with diverse disciplinary expertise from an initial pool of 704 questions submitted by 110 organisations based in 34 countries. Even as resilience thinking becomes evermore popular as part of strategic programming among development and humanitarian organizations, uncertainty about how to define, operationalize, measure, and evaluate resilience for development goals prevails. As a result, many organizations and institutions have undertaken individual, collective, and simultaneous efforts toward clarification and definition. This has opened up a unique opportunity for a rethinking of development practices.
