Images or videos are generally coded before transmission, and they can be either non-scalable coded or scalable coded, which can be further classified into fine-scalable coded and coarse-scalable coded. In this paper, we focus on delivery of fine-scalable coded content. The objective of our work is to design algorithms to optimize the quality of fine-scalable coded images or videos on peer-to-peer networks when a requesting peer is delay-sensitive and has to display content within a certain delay bound. In this paper we describe a novel mode of human computer interaction based on gaze tracking using the electro-oculogram (EOG). Despite the relative simplicity of recording this signal, it is often discounted as a reliable method of gaze tracking because of problems arising from changing sensitivity and DC drift. We describe an original technique, Target Position Variation (TPV), which addresses this issue by presenting moving icons which, when followed with the eye, create a corresponding pattern in the EOG signal which can be used to infer the correct gaze position and to compensate for variations in sensitivity.

Patients with many different conditions are required to take the management of their condition into their own hands and perform Point of Care Testing (POCT) at home. However, this raises quality control issues that would not arise in a clinical setting, since the sample acquisition and testing procedures are not overseen by professional hospital staff. The TrioSon software allows users to map musical patterns to input data variables via a graphical user interface (GUI). The application is a Java routine designed to take input files of standard Comma Separated Values (CSV) format and output Standard Midi Files (SMF) using the internal Java Sound API. TrioSon renders output Sonifications from input data files for up to 3 user-defined parameters, allocated as bass, chord and melody instruments for the purposes of arrangement. Endothelial cells are highly sensitive to changes in the extracellular milieu. Sepsis results in activation of inflammatory and coagulation pathways. We hypothesized that sepsis-associated mediators may alter the response capacity (so-called “set point”) of endothelial cells. Human umbilical vein endothelial cells (HUVEC) were preincubated in the presence or absence of tumor necrosis factor (TNF)-α, lipopolysaccharide (LPS), hypoxia, hyperthermia, and/or high glucose; treated with or without thrombin for 4 h; and then processed for RNase protection assays of selected activation markers. This paper considers application of a convolutional interleaver and the issue of infuence of the space parameter in the turbo code performance. Similarly to previously considered convolutional interleavers, the new interleavers are designed as block interleavers and their performance in different code structures is compared with the interleaver having higher periods and space value of 1. In each comparison, the number of inserted stuff bits at the end of each data block is considered to be of similar order. Finally, suitable modification to the new interleavers is proposed improving performance for the codes with lower number of stuff bits.

We have organized an exciting technical program which includes tutorials, plenary sessions, and technical presentations. All technical submissions to the conference were based on full-length papers. Each paper has been assessed by at least two reviewers. This year marks the first time that a double-blind peer review process has been used in an ISSPA conference. Overall, the process was a great success with both authors and reviewers conforming to the double-blind review guidelines. We received 395 paper submissions, most of which were of very high quality. However, due to space limitations, only 228 articles were accepted for presentation at the …

For many years, spatial and temporal inhomogeneities in precipitation fields have been studied using scanning radars, cloud radars, and disdrometers, for example. Each measurement technique has its own advantages and disadvantages. Conventional profiling radars point vertically and collect data while the atmosphere advects across the field of view. Invoking Taylor’s frozen turbulence hypothesis, it is possible to construct time-history data, which are used to study the structure and dynamics of the atmosphere. Printing and scanning of text documents introduces degradations to the characters which can be modeled. Interestingly, certain combinations of the parameters that govern the degradations introduced by the printing and scanning process affect characters in such a way that the degraded characters have a similar appearance, while other degradations leave the characters with an appearance that is very different. It is well known that (generally speaking) a test set that more closely matches a training set will be recognized with higher accuracy than one that matches the training set less well. Systems engineers have been facing challenges with the design and analysis of multiple complex systems. System of Systems Engineering has emerged to assist in this challenge with the systemic analysis, design, and transformation of complex metasystems. This paper outlines a proposed method to overcome these challenges, which is grounded in System of Systems Engineering principles and methodology. An overview of System of Systems Engineering will be provided for understanding of its significance and the attempt to complement Systems Engineering efforts in dealing with the aforementioned challenges. Although generation of correlated Rayleigh fading envelopes has been intensively considered in the literature, all conventional methods have their own shortcomings, which seriously impede their applicability. In this paper, a very general, straightforward algorithm for generation of an arbitrary number of Rayleigh envelopes with any desired, equal or unequal power, in wireless channels either with or without Doppler frequency shifts, is proposed. The proposed algorithm can be applied in case of spatial correlation, such as with antenna arrays in Multiple Input Multiple Output (MIMO) systems, or spectral correlation between the random processes like in Orthogonal Frequency Division Multiplexing (OFDM) systems. …

The combination of unique properties offered by materials on the nanoscale with the increased role of surface chemistry in nanostructured solids makes core-shell nanoparticles extremely attractive for application to "smart" thin-film coatings. Sensing properties of nanoparticle-based thin films were studied in several systems containing organic-coated semiconductor and metallic particles. In semiconductors, the interaction of organic shell and/or thin-film "matrix" with the environment results in changes in the nanoparticle's surface states, altering the optical properties of the thin film. Measuring the electrical properties of thin films composed of metallic cores with hydrocarbon shells offers another mechanism to monitor the local environment …

These tools perform a variety of functions, from finding calls to insecure functions to poorly generated random numbers. These programs have existed for years and perform the security audit with varying degrees of success.

This paper examines the use of musical patterns to convey information, specifically in the context of mobile devices. Existing mechanisms (such as the popularity of the Morse code SMS alert) suggest that the use of musical patterns on mobile devices can be a very efficient and powerful method of data delivery.
