Wiener-Process-Type Evasive Aircraft Actions Are Indeed Optimal Against Anti-Aircraft Guns: Wiener's Data Revisited, Vladik Kreinovich, Olga Kosheleva

In his 1940s empirical study of evasive aircraft actions, N.~Wiener, the father of cybernetics, founds out that the pilot's actions follow a Wiener-type-process. In this paper, we explain this empirical result by showing that such evasive actions are indeed optimal against the 1940s anti-aircraft guns.

In some practical situations -- e.g., when treating a new illness -- we do not have enough data to make valid statistical conclusions. In such situations, it is necessary to use expert knowledge -- and thus, it is beneficial to use fuzzy techniques that were specifically designed to process such knowledge. At first glance, it may seem that in situations when we have large amounts of data, the relative importance of expert knowledge should decrease. Applications of interval computations usually assume that while we only know an interval containing the actual (unknown) value of a physical quantity, there is the exact value of this quantity, and that in principle, we can get more and more accurate estimates of this value. Physicists know, however, that, due to uncertainty principle, there are limitations on how accurately we can measure the values of physical quantities. We present a case for using Global Community Innovation Platforms (GCIPs), an approach to improve innovation and knowledge exchange in international scientific communities through a common and open online infrastructure. We highlight the value of GCIPs by focusing on recent efforts targeting the ecological sciences, where GCIPs are of high relevance given the urgent need for interdisciplinary, geographical, and cross-sector collaboration to cope with growing challenges to the environment as well as the scientific community itself. This paper proposes an unconventional carpool-matching system concept that is different from existing systems with four innovative operational features: (F1) The proposed matching system will be used by members of an association and sponsored by the association, e.g., the employees of a company, members of a homeowner association, employees of a shopping center. This expands the scope beyond commute trips. Such associations can also voluntarily form alliances to increase the number of possible carpool partners and geographical reach. Genomic data is growing exponentially due to next generation sequencing technologies (NGS) and their ability to produce massive amounts of data in a short time. NGS technologies generate big genomic data that needs to be exchanged between different locations efficiently and reliably. The current network transfer protocols rely on Transmission Control Protocol (TCP) or User Datagram Protocol (UDP) protocols, ignoring data size and type. Universal application layer protocols such as HTTP are designed for wide variety of data types and are not particularly efficient for genomic data. The purpose of this paper is to determine if any of the four commonly used dimensionality reduction techniques are reliable at extracting the same features that humans perceive as distinguishable features. The four dimensionality reduction techniques that were used in this experiment were Principal Component Analysis (PCA), Multi-Dimensional Scaling (MDS), Isomap and Kernel Principal Component Analysis (KPCA). These four techniques were applied to a dataset of images that consist of five infrared military vehicles. As semiconductor devices reach ever smaller dimensions, the challenge of power dissipation and quantum effect place a serious limit on the future device scaling. Recently, a multiferroic tunnel junction (MFTJ) with a ferroelectric barrier sandwiched between two ferromagnetic electrodes has drawn enormous interest due to its potential applications not only in multi-level data storage but also in electric field controlled spintronics and nanoferronics. Here, we present our investigations on four-level resistance states, giant tunneling electroresistance (TER) due to interfacial magnetoelectric coupling, and ferroelectric control of spin polarized tunneling in MFTJs. This work presents and evaluates algorithms for MPI collective communication operations on high performance systems. Collective communication algorithms are extensively investigated, and a universal algorithm to improve the performance of MPI collective operations on hierarchical clusters is introduced. This algorithm exploits shared-memory buffers for efficient intra-node communication while still allowing the use of unmodified, hierarchy-unaware traditional collectives for inter-node communication. The universal algorithm shows impressive performance results with a variety of collectives, improving upon the MPICH algorithms as well as the Cray MPT algorithms. Speedups average 15x - 30x for most collectives with improved scalability up to 65536 cores.^ Further …

Currently the HR department continues to provide paper forms and packets to new hires to fill out and return for review. This method requires over $30,000 in cost for materials and labor. The main goal of our project is to establish a way for newly hired employees to complete their new hire forms electronically through the VCU server.

In many undersampled imaging systems, spatial integration from the individual detector elements is the dominant component of the system point spread function (PSF). Conventional focal plane arrays (FPAs) utilize square detector elements with a nearly 100% fill factor, where fill factor is defined as the fraction of the detector element area that is active in light detection. A large fill factor is generally considered to be desirable because more photons are collected for a given pitch, and this leads to a higher signal-to-noise-ratio (SNR). Generating sentences from a library of signs implemented through a sparse set of key frames derived from the segmental structure of a phonetic model of ASL has the advantage of flexibility and efficiency, but lacks the lifelike detail of motion capture. These difficulties are compounded when faced with real-time generation and display. This paper describes a technique for automatically adding realism without the expense of manually animating the requisite detail. The new technique layers transparently over and modifies the primary motions dictated by the segmental model, and does so with very little computational cost, enabling real-time production and display. Cloud computing offers services which promise to meet continuously increasing computing demands by using a large number of networked resources. However, data heterogeneity remains a major hurdle for data interoperability and data integration. Electricity price, consumption, and demand forecasting has been a topic of research interest for a long time. The proliferation of smart meters has created new opportunities in energy prediction. This paper investigates energy cost forecasting in the context of entertainment event-organizing venues, which poses significant difficulty due to fluctuations in energy demand and wholesale electricity prices. This paper proposes a novel flux space vector-based direct-torque control (DTC) scheme for permanent magnet synchronous generators (PMSGs) used in variable-speed direct drive wind energy conversion systems (WECSs). The discrete time control law, which is derived from the perspective of flux space vectors and load angle, predicts the desired stator flux vector for the next time-step with the torque and stator flux information only. The space-vector modulation (SVM) is then employed to generate the reference voltage vector, leading to a fixed switching frequency as well as lower flux and torque ripples when compared to the conventional DTC. We report an extra freedom to modulate the femtosecond laser energy distribution to control the surface ablated structures through a copper-grid mask. Due to the reduced deposited pulse energy by changing the scanning speed or the pulse fluence, a sequential evolution of three distinctly different surface patterns with periodic distributions is formed, namely, striped ripple lines, ripple microdots, and surface modification. By changing the scanning speed, the number of the multiple dots in a lattice can be modulated. Optical cavities with multiple tunable resonances have the potential to provide unique electromagnetic environments at two or more distinct wavelengthscritical for control of optical processes such as nonlinear generation, entangled photon generation, or photoluminescence (PL) enhancement. Here, we show a plasmonic nanocavity based on a nanopatch antenna design that has two tunable resonant modes in the visible spectrum separated by 350 nm and with line widths of ∼60 nm. The importance of utilizing two resonances simultaneously is demonstrated by integrating monolayer MoS2, a two-dimensional semiconductor, into the colloidally synthesized nanocavities. In this study, laser-processed multi-walled carbon nanotube (MWCNT)/Cu conductors are introduced as potential passive components to mitigate the skin effect of Cu at high frequencies (0–10 MHz). Suppressed skin effect is observed in the MWCNT/Cu conductors compared to primitive Cu. We theoretically and experimentally investigate the performance of an ultrasound detection system based on a fiber ring laser (FRL) whose cavity includes a pair of fiber Bragg gratings. The ultrasonic detection is achieved by the FRL power variations in response to the ultrasound-induced cold-cavity loss modulation of the FRL. The effects of key FRL parameters, including pump power, laser cold-cavity loss, and laser cavity length, on the system signal-to-noise ratio (SNR) performance have been investigated. A fiber-optic refractive index (RI) sensor based on a π-phaseshifted fiber-Bragg-grating (πFBG) inscribed on a side-hole fiber is presented. The reflection spectrum of the πFBG features two narrow notches associated with the two polarization modes and the spectral spacing of the notches is used for high-sensitivity RI sensing with little temperature cross-sensitivity. The side-hole fiber maintains its outer diameter and mechanical strength. The side-hole fiber is also naturally integrated into a microfluidic system for convenient sample delivery and reduced sample amount. A novel demodulation method based on laser frequency modulation to enhance the sensor dynamic range is proposed and demonstrated.

In the 1950s, Markowitz proposed to combine different investment instruments to design a portfolio that either maximizes the expected return under constraints on volatility (risk) or minimizes the risk under given expected return. Markowitz's formulas are still widely used in financial practice. In many practical situations, we would like to maximize (or minimize) several different criteria, and it is not clear how much weight to assign to each of these criteria. Such situations are ubiquitous and thus, it is important to be able to solve the corresponding multi-objective optimization problems. There exist many heuristic methods for solving such problems. In this paper, we reformulate multi-objective optimization as a constraint satisfaction problem, and we show that this reformulation explains two widely use multi-objective optimization techniques: optimizing a weighted sum of the objective functions and optimizing the product of normalized values of these functions.

Social-aware Opportunistic forwarding algorithms are much needed in environments which lack network infrastructure or in those that are susceptible to frequent disruptions. However, most of these algorithms are oblivious to both the user’s interest in the forwarded content and the limited power resources of the available mobile nodes. This paper proposes PI-SOFA, a framework for integrating the awareness of both interest and power capability of a candidate node within the forwarding decision process. Many manual biomedical annotation tasks can be categorized as instances of the typical multi-label classification problem where several categories or labels from a fixed set need to assigned to an input instance. MeSH term assignment to biomedical articles and diagnosis code extraction from medical records are two such tasks. In the ASEM-IAC 2014, Cotter (2014) explored the current state of engineering design, identified the dominate approaches to engineering design, discussed potential contributions from the new field of data analytics to engineering design, and proposed an Engineering Analytics framework that integrates the dominate engineering design approaches and data analytics within a human-intelligence/machine-intelligence (HI-MI) design architecture. This paper reports research applying ontological engineering to integrate the dominate engineering design methodologies into a systemic engineering design decision governance architecture.
