Through a cooperative effort between NASA, Boeing Commercial Airplane Group, Douglas Aircraft Company, GE Aircraft Engines, and Pratt & Whitney, technology for a new-generation supersonic transport aircraft is being developed. To determine if air travelers will choose this aircraft, the High Speed Civil Transport (HSCT), as their mode of air transportation on transpacific routes, a self-developed questionnaire was sent to randomly selected travel agents in the Los Angeles, California area. The questionnaire examined criteria that passengers use to select transpacific flights, including fare, schedule, flight time length, and comfort. This study demonstrated two approaches to improve current software support effort estimation models for aircraft software. Both approaches involved a functional orientation not used by existing models. The first approach demonstrated how to orient a model to reflect the block change cycle modification process and how to represent support effort changes over time in order to improve effort estimation accuracy. Current software models do not reflect the support environment or the temporal characteristics of aircraft software support. Prior to 1992, organizational maintenance was aligned under a - separate maintenance organization. In 1992, the Air Force restructured into Objective Wings with organizational maintenance aligned under the flying squadrons. This study looks at the impact of this reorganization on maintenance performance factors. The researchers developed maintenance performance models using regression and principal component analysis. Mission Capable Rate and Total Not Mission Capable Maintenance Rate are used as dependent variables. A comparison of key maintenance performance indicators and model predictions before and after the reorganization is accomplished. This thesis investigates whether a corporate alliance between international air carriers is beneficial, considering the changes in the global air transport system. Dividing the research method into three phases, the author first lists and identifies the recent changes in world air transport trends. Then, the author defines the different types of alliances and studies the advantages and disadvantages of these corporate alliances. Finally, a multiple regression analysis is performed using the KLM/Northwest Airlines alliance as a case analysis.

Through the use of a linear programming model, this research revised the initial schedule for AMC's channel cargo missions to eliminate any excess delay enroute by minimizing the cumulative, weighted time-in-system for all cargo, according to a given cargo flow. In fact, the revised schedule minimizes any assigned nonnegative weighting of the time-in-system, due to the properties of equivalent measures of performance. When combined with Step One of a proposed two-step process for revising AMC's channel mission schedule, this research can be used to improve the current schedule based on Step One's cargo flow. Strategic aeromedical evacuation (AE) of casualties from the theater of operations to the CONUS during wartime is a complex operation that involves the integration of medical personnel and policies with airlift concepts and capabilities. Military analysts within the Air Mobility Command Analysis Group (AMC/XPY) have traditionally used deterministic linear programming techniques to estimate the number of aircraft the United States Air Force (USAF) requires for given contingency scenarios. The objective of this study is to develop an approach that would assign patients to aeromedical evacuation aircraft and route each aircraft to a single CONUS airport. The goal is to minimize total patient wait time. A heuristic algorithm is developed which exploits the structure of the problem. The first subproblem solved is the assignment of aircraft to airports. This subproblem is solved using integer programming and the results are input into the second subproblem. The second subproblem is the patient to aircraft assignment problem. This research follows A. Yamani's work on the problem of minimizing total fuel costs for airlift missions that require in-flight refueling. Yamani's major assumptions were removed and the resulting enhanced formulation was applied the the original problem and the related problem of maximizing allowable cabin load. This optimization is accomplished selecting the rendezvous point and initial fuel for each aircraft. The formulation considers a C-141B airlifter refueled once by a KC-135E tanker. Flight is assumed to be at constant altitude and follow great-circle routes. The fuel costs of climb and cruise flight are modeled as functions of gross weight, while …

This study modeled the USAF unit-level Air Combat Mission Planning (ACMP) process and developed a methodology for evaluating the effectiveness of changes to the process. The study also reports relevant mission planning lessons learned from Desert Storm and demonstrates application of the developed evaluation methodology. An exploratory multidisciplinary literature review builds a research foundation for the evaluation methodology. Foundation areas reviewed include unit-level operations, command and control, planning, decision theory, decision aiding, and model-based problem solving. This research investigated the operating and support cost (O & S cost) of Royal Australian Air Force (RAAF) C-130E and C-130H aircraft. The purpose was twofold: to provide information about the relative O & S cost of the RAAF's old and "new" C-130 aircraft; and to increase knowledge and understanding of aircraft O & S costing within the RAAF. he Royal Australian Air Force (RAAF) needed to develop performance measurements (PMs) to support its Program Management and Budgeting (PMB) System. This research assessed the use of the concepts of the Theory of Constraints (TOC) to develop those PMs. The literature indicated that: traditional accounting PMs were not always suitable in an environment of continuous improvement; Activity Based Costing did not provide the required measures; and non-financial PMs were supplanting the older measures. This study outlines a structure for a manufacturing planning and control (MPC) system for a repair/overhaul/rebuilding environment. Included an examination of the organizational components that must be incorporated into the system and the planning functions for which the system can be used. This research was conducted to determine how a Royal Australian Air Force technical maintenance publication could be transformed into a task oriented hypermedia application and to develop a model that could be used for future similar transformations. The model was developed following in-depth analysis of the existing USAF F-15E maintenance publication set and validation was conducted using a prototype developed in HyperWriter, a commercial hypermedia product. The purpose of this research was to identify the information requirements of Air Force Deputy Commanders for Maintenance. It had three basic objectives: (1) identify the critical success factors that they monitor on a continuous basis, (2) identify similarities in those requirements for all DGMs and across major commands, and (3) determine if the application of information technology would enhance their decision making. Surveys were sent to all CONUS based Deputy Commanders for Maintenance. The study found that there were nine critical success factors that were used by a majority of all respondents. This research investigates scheduling performances of commercial project management software. It is based on difficulties that the Royal Australian Air Force experienced in evaluating microcomputer-based packages in maintenance task scheduling of aircraft undergoing Depot Level Maintenance. A literature review found only one paper quantifying commercial software performances. No standard performance metrics or test data were found. Several packages were evaluated using a common set of 110 single-project resource- constrained networks. The performance measure used was closeness to optimally minimum Total Durations. No package performed best on all problems. On average, the best produced schedules 5.2% longer than optimal, with 95 …

The purpose of this thesis was to examine the logistics support provided by the United States Air Force (USAF) for F-16 aircraft owned by foreign countries. The research drew from historical trends and personal experiences to examine the ability of the U.S. to provide logistics support for F-16 aircraft owned by U.S. allies. The study found that timely, efficient support of FMS customers possessing F-16 aircraft does not appear to be a principal concern of the USAF logistics system. Complexity of processes, untimely responses, and failure to consider customer needs are common failings on the part of the USAF.

This research investigated the data collection environment under the Core Automated Maintenance System (CAMS), a computerized information system used in the Air Force's aircraft maintenance complexes. The research measured maintenance personnel's perception of the nature, extent, and causes of data inaccuracies occurring in the CAMS data collection environment. The nature was differentiated as being either intentional or accidental. Maintenance personnel felt that difficulty in entering information into CAMS accounted for the largest percentage of intentional errors and that insufficient training on CAMS accounted for the largest percentage of accidental errors. This study investigated the effects of mandated depot capacity utilization rates on throughput, inventory, and operating expense. The measures of merit analyzed were work in process inventories, leadtime, and throughput. Since the services do not use a common computer system to track/compute capacity data, a computer simulation provided the data used to meet the research objectives. The simulation modeled a serially interdependent system subject to statistical fluctuations. Variability in the system was reduced by reducing the spread around the processing time mean. This research analyzed twenty-three maintenance constraint and three production output performance measures for nine SAC aircraft systems. SAS System for Elementary Statistical Analysis is used to analyze twenty-one months of ex post facto maintenance data. Correlation analysis is used to identify maintenance constraints that assist in explaining aircraft maintenance production capability. Forward stepwise regression is used to build predictive models of maintenance production capability for each of the nine aircraft systems. The purpose of this study was to evaluate the potential of two measures, percent defects and cycle time, to measure the overall performance of the Air Force Critical Item Program (CIP). The need for such study was generated from the current absence of any measurement system available to evaluate the CIP. As a result of the 1979 Defense Management Review, Headquarters, Strategic Air Command has initiated programs of alternative levels of maintenance in order to trim excess costs. This study investigates the suitability of the SAC program which changed selected base-level strategic missile maintenance tasks from three to two-levels of maintenance. Using an opinion oriented questionnaire, this research surveyed a sample of missile maintenance personnel on their perceptions of the SAC program which implemented an alternative to intermediate-level maintenance. This study investigated what the potential cash flow condition of the Reparable Support Division of the Air Force Stock Fund might be after final implementation of the procedures outlined in Defense Management Review Decision 904, Stock Funding Depot Level Reparables. The operation of the future Reparable Support Division was modelled using the General Purpose Simulation Software (GPSS/H) package and future cash flow conditions were projected through use of this model. Recommendations were then made based on the results of these projections and based on other data gathered during the course of the research process.

As a result of expansion and acquisition, USAir has experienced major growth in flight operations. In an effort to accommodate this expansion, a major construction project, called the Midfield Terminal project, is underway at USAir's major hub, Greater Pittsburgh International Airport (PIT). The Midfield Terminal will result in a 60 percent increase in gate capacity for USAir and lower operating costs due to its location. However, increased gates infer increased flight frequencies. This study deals with the development of scheduled passenger traffic between the USA and selected countries in the ICAO Asia/Pacific region from 1977 to 1987. Among the significant trends are the growth in scheduled passenger traffic volume and the increase in both the percentage share of US citizens and foreign flag carriers. This study focuses on United Airlines' acquisition of Pan Am's Pacific Division in 1985. An analysis of selected Pan Am transpacific services in terms of market share and quality of service before 1985 shows a general declining trend.
