This research aimed to identify risk management elements in the Commercial Pilot-Airplane Airman Certification Standards (ACS), and to evaluate tasks relating to or involving human factors. The investigation examined the risk management elements under each task in the Commercial Pilot-Airplane ACS and classified them under the preconditions for unsafe acts of the Human Factors Analysis Classification System (HFACS). The method of investigation was a qualitative research approach to determine the human factors element prevalent in the Commercial Pilot-Airplane ACS. Since 1987, the US Department of Transportation (DOT) has ordered US airlines to report baggage handling statistics. The Code of Federal Regulations (CFR), requests each U.S. carrier to report monthly the total number of passengers enplaned, and the total number of mishandled baggage reports (MBR), including lost, pilfered, damaged and delayed baggage. The U.S. DOT also created a mishandled-baggage rate, which represents the total number of MBRs divided by 1,000 passengers enplaned. This KPI is monthly published at the Air Travel Consumer Report. The objective of this study is to propose a review of the operational restrictions imposed on Congonhas airport by IAC 121-1013, seeking a balance between flight safety and operational efficiency.

The researchers calculated the landing performance (using specific software), taking into account particular aircraft system failures that increase landing distance. The results indicated that the measures imposed by the IAC have little or no effect on the operational safety increase. The final recommendations of this Capstone Project are to reduce the usage of the aircraft APU, implement noise abatement procedures on departures and landings and use the reverse thrust at idle within São Paulo Congonhas Airport (IATA: CGH, ICAO: SBSP) operations.

The predicted, and conservative outcomes resulting from these recommendations shall impact on reducing noise, carbon emissions and aviation fuel burn, by combining in-flight and on the ground measures.

In order to facilitate a significant overhaul of the civilian National Airspace System (NAS), the Federal Aviation Administration (FAA) has partnered with many federal agencies, such as the departments of Transportation (DOT), Defense (DoD), Homeland Security (DHS), and Commerce (DOC) and the National Aeronautics & Space Administration (NASA) through a consolidated Joint Planning and Development Office (JPDO) that was established by Congress in 2003 in the VISION 100 – Century of Aviation Reauthorization Act (JPDO, 2012).
