Trends In Wildlife Strikes To Aircraft In Brazil: Implications For Airport Operators, Flavio A. C. Mendonca, Chenyu Huang, Julius Keller, Carolina Anderson

Purpose. Brazilian airport operators face persistent challenges from wildlife hazards to aircraft operations, necessitating the development and implementation or review of existing wildlife hazard management plans. Enhancing airport operators’ ability to allocate resources effectively requires a deeper understanding of past wildlife strikes. This study aimed to provide empirical insights derived from the analyses of wildlife strike and aircraft operations data in Brazil to support accident prevention endeavors.

With advancements in remote sensing technology and affordable design, uncrewed aerial systems (UAS), commonly known as drones, have become prevalent in civil and military applications, such as agriculture, public safety, and aerial imaging. The Flight Risk Assessment Tool (FRAT) was developed and is recommended by the Federal Aviation Administration to provide a solution of proactively identifying and mitigating risk before each flight. General aviation (GA) operators are encouraged to adapt the FRAT based upon specific operational characteristics. Human error in aviation has been well studied, but the contribution of human performance to system resilience in aviation has not been as well explored. Resilient performance is the ability of a system to make accommodations before, during, and after a disturbance to ensure continued system functioning. Brazil is the largest country in Latin America and has a considerable amount of air traffic volume domestically and internationally. Wildlife strikes are an increasing safety and economic concern for aviation operations in Brazil. The Brazilian Aeronautical Accidents Investigation and Prevention Center (CENIPA) has published annual reports summarizing the results of analyses of the data in a national level since 2009. The Safety Management Annex (Annex 19), which became applicable in November 2013, consolidates safety management provisions previously contained in six other International Civil Aviation Organization (ICAO) Annexes, and will serve as a resource for overarching state safety management responsibilities. Through Annex 19, ICAO has required that its member states develop and implement safety management systems (SMS) to improve safety.
