Purpose: Recent legislation resulted in an elevation of operating and support (O&S) costs’ relative importance for decision-making in Department of Defense programs. However, a lack of research in O&S hinders a cost analyst’s abilities to provide accurate sustainment estimates. Thus, the purpose of this paper is to investigate when Air Force aircraft O&S costs stabilize and to what degree. Next, a parametric O&S model is developed to predict median O&S costs for use as a new tool for cost analyst practitioners.

The United States regional air carrier industry has recently undergone a substantial transformation in pilot salaries and hiring practices. Regional airlines are employing professional aviators at unprecedented rates in response to economic growth, regulatory reform, and legacy air carrier retirements. The combination of these factors has spurred demand for qualified air carrier pilots. As the hiring continues to increase, regional airlines are finding new ways to attract certified pilots to include: salary increases, bonuses incentives, and legacy airline employment flow agreements. The operation of small unmanned aerial systems (sUAS) in the National Airspace System requires a careful consideration of the operating philosophies to ensure a safe outcome for all users. Small UAS operations are explored while the associated risks and benefits from the operations are reviewed. The operation of sUAS in self-separation airspace is discussed by an examination of the concept of autonomous flight rules (AFR). This includes a presentation of the basic principles of AFR and an explanation of the requirement for a sense-and-avoid system. Many airports today are implementing isolated solutions for passenger processing. Airport profitability is fundamental for all airports around the world. To this effect, this study examines factors affecting airport profitability such as the number of passengers, the number of landings and take-offs, cargo (lbs), airport debt, the size of the airport, and the terminal utilization. Most of the large and medium hub airports in the U.S are considered in this study, and regression analysis is used to analyze the data.

Extensive research on the impact of shipping and packaging errors in the private sector finds numerous negative outcomes, including reduced customer satisfaction, reduced customer loyalty, and lower profitability. However, little research has been done examining the impact of order fulfillment errors on military operations. The purpose of this research is to quantify the impact of supply discrepancy reports (SDRs) on military aircraft readiness metrics, including cannibalizations, not mission capable supply (NMCS) hours, aircraft availability and MICAP hours. Modernizing airfield damage assessment has long been a priority mission at the Air Force Civil Engineer Center (AFCEC). Previously, AFCEC has made advances to expedite unexploded ordnance (UXO) neutralization and pavement repair. Missing from these initiatives is the initial assessment component. This thesis expands the idea of using Small Unmanned Aerial Systems (SUAS), applies it to the Air Force mission, and provides SUAS vehicle configuration and sensor recommendations. Access to serviceable support equipment enables aircraft maintenance crews the ability to efficiently keep assigned aircraft safe and mission capable. Current Air Force policy does not require formal management and enterprise fleet health reporting of serialized support equipment. As such, articulating funding requirements to replace equipment has been a challenge for equipment managers. To better articulate support equipment requirements, equipment managers need quantifiable support equipment data. The purpose of this qualitative study was to examine the phenomenon of enhanced, risk-based Federal Aviation Administration (FAA) oversight of Part 145 repair stations in Oklahoma that performed aircraft maintenance for Part 121 air carriers. Specifically, this research was utilized to explore the lived (personal) experiences of Part 145 repair station managers concerning operational changes in air carrier maintenance practices. The researchers’ intent was not to examine the effectiveness of changes implemented by the FAA; instead, to explore how management has experienced the enhanced changes in their Oklahoma-based Part 145 repair stations. To date, a few operational efforts have been launched by the FAA to mitigate wildlife strikes away from the airport jurisdiction, and those do not include actions by general aviation (GA) pilots. This presentation explores the safety training of GA pilots using aeronautical decision-making concepts as a strategy to mitigate the risk of mishaps due to birds. Previous research, the FAA Serial Report #22, and final reports of GA aircraft accidents due to birds will be covered.

Women have been a part of aviation since its inception, yet they have been traditionally underrepresented in the ranks of commercial pilots. This study explored what role mentoring played in the lives and careers of female Airline Transport Pilots (ATP).
It was determined that there was no statistically significant difference in self-reported perceptions of success between female ATP who had been mentored and those who had not. Of the female ATP who had been mentored, those who reported an informal mentoring relationship rated their relationship higher than those who reported a formal mentoring relationship when it came to career oriented …

The study examined the effect of active scenario-based training on the knowledge and self-efficacy of instrument rated pilots who were not instrument current. Additionally, this study addressed an issue that was not present in the existing literature by validating the potential of using at-home personal computer scenario-based simulation for instrument currency. The current method of maintaining instrument currency does not require any context or scenario-based training. At a minimum, a pilot must perform a specific number of instrument approaches and holds in an airplane, approved simulator, or training device.

In this paper, an approach to accelerate search operations for a missing combat support aircraft using a portable waterproof autonomous vertical takeoff and landing unmanned aerial system called “flying locator beacon” is described. The latter is connected with both flight data and cockpit voice recorders with a parallel bus and may be deployed from the empennage during extreme emergency scenarios, which is detected when few flight parameters are overrun leading to an air crash stimulating behavior. This study was conducted to better understand the performance of the XCOR Lynx vehicle. Because the Lynx development was halted, the best knowledge of vehicle dynamics can only be found through simulator flights. X-Plane 10 was chosen for its robust applications and accurate portrayal of dynamics on a vehicle in flight. The Suborbital Space Flight Simulator (SSFS) and Mission Control Center (MCC) were brought to the Applied Aviation Sciences department in fall 2015 at Embry-Riddle Aeronautical University, Daytona Beach campus. Introduction: General aviation missions related to furtherance of business potentially carry higher risk (operations in adverse weather, at night, for longer distances) than those undertaken for recreation. The study herein was undertaken to determine fatal accident rates, proportions, and risk factors/causes. Method: The National Transportation Safety Board aviation accident database was queried for accidents (1996–2015). Annual fleet times were from the general aviation annual activity survey. Statistical analyses used Poisson distributions, proportion testing, and Cohen’s Kappa tests. Traditionally, students or trainees usually receive training through a unidirectional instructional approach that can lack interactive activities or through a single material source in classrooms. Therefore, it is possible that some trainees might encounter a sink-or-swim situation if they are not able to understand the materials presented during classroom lectures nor execute correct procedures during laboratory sessions with time-intensive training. Helicopter Emergency Medical Services (HEMS) is among the most dangerous type of flying in commercial aviation. This research utilized the Human Factors Analysis and Classification System (HFACS) to understand the errors, preconditions and violations that contribute to these accidents. Drawing upon source data from the National Transportation Safety Board’s Aviation Accident Database, HEMS accidents from 2000-2016 were analyzed according to the HFACS framework.

This study examines whether the United Nations should take steps in the near future to exploit the operational characteristics of lighter-than-air (LTA) and hybrid aircraft in support of its peace and humanitarian operations. Continued progress in the development of LTA transport system makes this a timely issue. At the same time, this progress highlights persistent challenges to the conduct of reliable and safe LTA operations, particularly in the face of bad weather and threats from groups hostile to the UN mission. Brazil is the largest country in Latin America and has a considerable amount of air traffic volume domestically and internationally. Wildlife strikes are an increasing safety and economic concern for aviation operations in Brazil. The Brazilian Aeronautical Accidents Investigation and Prevention Center (CENIPA) has published annual reports summarizing the results of analyses of the data in a national level since 2009. The UAS PILOTS CODE (UASPC) offers recommendations to advance flight safety, ground safety, airmanship, and professionalism.6 It presents a vision of excellence for UAS pilots and operators, and includes general guidance for all types of UAS. The UASPC offers broad guidance—a set of values—to help a pilot interpret and apply standards and regulations, and to confront real world challenges to avoid incidents and accidents. It is designed to help UAS pilots develop standard operating procedures (SOPs), effective risk management,7 safety management systems (SMS), and to encourage UAS pilots to consider themselves aviators and participants in the broader aviation community.
