School climate sets the tone for the teaching and learning interactions that take place within the school setting. “School climate refers to the quality and character of school life. School climate is based on patterns of students', parents' and school personnel's experience of school life and reflects norms, goals, values, interpersonal relationships, teaching and learning practices, and organizational structures” (National School Climate Center, 2015). Research indicates that positive school climates increase teacher retention, lower dropout rates, decrease school violence, and increase student achievement (Cohen, McCabe, Michelli, & Pickeral, …

Organizational Culture In Community Colleges: Making Connections To Diverse Student Success, Darcy A. Orellana May 2019

Organizational Culture In Community Colleges: Making Connections To Diverse Student Success, Darcy A. Orellana

Graduate Doctoral Dissertations

The lack of equitable educational outcomes for students of color continues to be a glaring problem for community colleges. Community colleges are challenged to find solutions to address long-standing achievement gaps. One institutional response has been to implement high impact practices (HIPs) as a means to improve persistence, retention, and graduation rates for all students. HIPs, however, have produced mixed results in terms of enhancing student success, and evidence suggests that students of color participate in fewer HIPs and thus receive less benefit from them. This study considers the proposition that students of color may decide not to participate in …

Do You Get Cream With Your Choice? Characteristics Of Students Who Moved Into Or Out Of The Louisiana Scholarship Program, Yujie Sude, Patrick J. Wolf Apr 2019

Do You Get Cream With Your Choice? Characteristics Of Students Who Moved Into Or Out Of The Louisiana Scholarship Program, Yujie Sude, Patrick J. Wolf

Education Reform Faculty and Graduate Students Publications

Private school choice programs often are accused of failing to serve disadvantaged students. Critics claim that participating private schools “skim the cream off the top” by admitting only the best students and “push out” students who are the most difficult to teach. This study tests these student selection hypotheses in the context of the Louisiana Scholarship Program (LSP). We find LSP applicants are less advantaged than their public school peers regarding their family socioeconomic status and initial test scores. No consistent evidence indicates that the LSP private schools are “skimming the cream” or “pushing out” students based on their family …

The Effects Of The Louisiana Scholarship Program On Student Achievement After Four Years, Jonathan Mills, Patrick J. Wolf

Education Reform Faculty and Graduate Students Publications

The Louisiana Scholarship Program (LSP) offers publicly-funded vouchers to students in low-performing schools with family income no greater than 250 percent of the poverty line, allowing them to enroll in participating private schools. Established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. In this study, we estimate the achievement impacts of ever using an LSP voucher to enroll in one’s first-choice private school over the four year period spanning from 2012-13 (Year 1) through 2015-16 (Year 4). In contrast to our previous research, which indicated large initial negative achievement effects of the …

It began as a pilot program in New Orleans in 2008 and was expanded statewide in 2012. Previous evaluations of the LSP generally found negative impacts of the program on math and English language arts test scores. In this study, we evaluate the effects of the program on college enrollment for the first cohort of students eligible to enter college by 2017-18. Using lottery …

Heterogeneous Impacts Across Schools In The First Four Years Of The Louisiana Scholarship Program, Patrick J. Wolf Apr 2019

Heterogeneous Impacts Across Schools In The First Four Years Of The Louisiana Scholarship Program, Patrick J. Wolf

Education Reform Faculty and Graduate Students Publications

The Louisiana Scholarship Program (LSP) is a school voucher initiative that offers publicly- funded scholarships to students from economically-disadvantaged families to attend a participating private school of their choice. While school choice theory suggests that market- based reforms such as the LSP should improve student outcomes, experimental evaluations of the program instead find significant negative effects of the program on math and reading scores after its first year. Those effects diminish to insignificant differences by the end of the third year before becoming negative again in the fourth year. Our study builds on previous work with an exploratory analysis of …

An Examination Of Disingenuous Deeds By St. Louis Public Schools 1945-1983, Michael Brown

Dissertations

The Saint Louis Public Schools (SLPS) St. Louis, Missouri, operated a de facto segregated school system for three decades after the United States Supreme Court decision Brown v. Board of Education. National and local media outlets celebrated St. Louis Public Schools for their desegregation plan in response to the 1954 United States Supreme Court Brown v. Board of Education decision. However, the counter narrative to media celebration is that the St. Louis Public Schools system practiced de facto segregation. In reality the St. Louis school district officials protected school segregation for half a century. In this research, I will …

Normal Schools Revisited: A Theoretical Reinterpretation Of The Historiography Of Normal Schools, Garrett H. Gowen, Ezekiel Kimball Apr 2019

Normal Schools Revisited: A Theoretical Reinterpretation Of The Historiography Of Normal Schools, Garrett H. Gowen, Ezekiel Kimball

Journal of Critical Scholarship on Higher Education and Student Affairs

This article provides a theory-driven account of the emergence, development, and ultimate disappearance of the normal school as a unique institutional form within higher education. To that end, this article engages new institutionalism in order to construct a composite narrative from the historiography of teacher education which counters the cursory treatment of normal schools in popular and widely-used synthetic histories of higher education. This article also responds to the challenge of better integrating normal schools into the historiography of higher education and suggests future avenues for theory-driven history.

Resisting The “Do More With Less” Culture In Higher Education And Student Affairs, Oiyan Poon, Delia Cheung Hom Apr 2019

Resisting The “Do More With Less” Culture In Higher Education And Student Affairs, Oiyan Poon, Delia Cheung Hom

Journal of Critical Scholarship on Higher Education and Student Affairs

This paper explores how student affairs practitioners may engage in critical cultural praxis through participatory action research (PAR). As authors, both researchers and practitioners, we partnered with one another to conduct a needs assessment of Asian American students through PAR methods at a university in the northeast United States. Unfortunately, the PAR project as initially designed did not come to fruition. We used autoethnography to understand the many barriers that prevented the completion of the project, such as lengthy and unclear IRB processes, lack of organizational stability, and limited institutional support. Finally, we offer insight into how scholar-practitioners and institutions …

Exploring The Variability In Institutional Characteristics Related To Meeting Various National Stem Baccalaureate Agendas, Tim Schroeder

Teacher Education, Educational Leadership & Policy ETDs

Science, technology, engineering, and mathematics (STEM) professions are said to drive the American economy, provide access to the middle class for underrepresented minorities, and bolster national security. Since the launch of Sputnik in 1957, American STEM educators have been under pressure to improve STEM educational outcomes. In order to respond to these pressures, education policy makers must understand the relationship between institutional characteristics and STEM outcomes. In this study, I articulate three specific national STEM agendas, and then I explore the relationship between these agendas and the institutional characteristics of America’s four-year colleges and universities.

Utilizing data from the U.S. …
