Designing System Coherence for Designated English Language Development is the fourth and final brief in a series designed to guide state, regional, and local educational agencies in establishing equitable, high-quality comprehensive English Language Development (ELD) systems. The brief examines the organizational infrastructure, leadership, and resource alignment needed to scale and sustain high-quality designated ELD. Grounded in an asset-based approach to educational transformation, this education and policy brief presents an exploratory inquiry into Black Multilingual Learners (BMLs) in California, recognizing the intersection of their racial, linguistic, and cultural identities. The inquiry draws on statewide demographic and English language proficiency data, relevant research, student and educator bright spots, and the Young, Bilingual and Black in California Survey of local educational agency representatives. Focusing on the Bank Street Principal Innovation Fellowship’s first cohort, this report examines how coaching supported principals as they implemented FutureReadyNYC, the district’s career-connected learning initiative. Through case studies of four principal-coach pairs, the report identifies an emerging leadership coaching model—including key principles, practices, and outcomes—that contributed to meaningful school-level progress and offers insights for school systems seeking to use coaching to strengthen principals’ capacity to lead complex change.

Background: Graduate admissions have long relied on standardized tests despite evidence that these exams can disadvantage applicants from lower socioeconomic backgrounds, underrepresented groups, and nontraditional pathways. During the COVID‑19 pandemic, many programs waived or eliminated these requirements, yet little is known about how applicants interpreted these changes. Understanding applicant attitudes is crucial to determining whether test‑optional policies reduce barriers or introduce new concerns about fairness and quality. This project explores how multimodal, fairness-aware machine learning models can enhance early prediction of student success while promoting equity in higher education. Traditional prediction models often rely on static academic or demographic data, which can unintentionally reinforce bias and overlook the complex, behavioral aspects of learning. Our approach integrates engagement metrics from learning management systems, academic performance data, and motivational survey responses to capture a more holistic view of student learning. A Spring 2025 climate survey finds that UNM faculty remain committed to their teaching, scholarship, and collegial relationships, despite concerns about research funding, academic freedom, and graduate student recruitment and well-being. The survey also found that faculty have higher levels of stress than in a previous ADVANCE survey, worse psychological well-being, more difficulty concentrating, and more concern about tenure and promotion. A set of recommendations for academic leaders are provided.

Every Moment Counts (EMC) is a positive mental health promotion initiative that offers several initiatives to create inclusive environments that support student participation and emotional well-being throughout the school day. Comfortable Cafeteria, part of EMC, fosters positive mealtime experiences supporting peer interaction, emotional regulation, and inclusion. Many SBOT practitioners lack the resources to implement Comfortable Cafeteria, despite its benefits. The Center for Equity for English Learners (CEEL) at Loyola Marymount University collaborated with Montebello Unified School District (MUSD) leaders and teachers in a Research, Practice, Policy Partnership (RPP) to investigate Spanish oral language production in TK to 2nd grade students enrolled in three Dual Language Immersion Academies providing Cognitively Guided Instruction (CGI) in mathematics. Teacher researchers collected pre- and post-video samples of students explaining their CGI Counting Collections strategy.
